Town Board Meeting Minutes
April 10th, 2012
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:32 P.M.

Town Supervisors in attendance were: Charlie Price, David Thomas, David Gollon and David Blume. Also in attendance were Sharon Nicholas, Warren Bohlman, Kristiane Randal, Michelle Godez-Schilling, Stewart Schilling, Carl Thorsen and George Polnow.

2) Approval of Public Notice/Agenda. Supervisor, Charlie Price made a motion to approve the public notice and agenda seconded by Supervisor, David Blume. Motion carried.

3) Approval of Meeting Minutes from March 6th & March 10th (Fence Viewing). David Gollon made a motion to approve the March 6th minutes with a correction on Item #16. David Blume seconded the motion. Motion carried. David Blume made a motion to approve the March 10th fence viewing minutes as submitted. David Thomas seconded the motion. Motion carried. David Gollon abstained from the motion due to he was not in attendance at the meeting.

David Gollon made a motion to suspend the agenda and move to Item #5. David Thomas seconded the motion. Motion carried.

4) Opening of bids & possible award: 2012 Sealcoating. Clerk/Treasurer Sara Olson opened the bids. Bid #1was from Struck & Irwin Paving, Inc in the amount of $19,360.00 per mile. This bid was for slurry seal coating or micro-surfacing coating versus what the bid documents indicated. Bid #2 was from Fahrner Asphalt in the amount of $14,797.00 per 20’wide mile. Bid #3 was from Scott Construction, Inc. in the amount of $14,996.00 per 20’ wide mile. David Blume made a motion to award the 2012 sealcoating project to the lowest bidder which was Fahrner Asphalt. David Gollon seconded the motion. Motion carried (4-1).

5) Discussion & possible action re: Iowa County Humane Society Quadrupedal (Biking Event on May 6th, 2012). Michelle Godez-Schilling and Stewart Schilling presented information to the Town Board on the intended route for this annual biking event. The Town Board asked several questions, reviewed the map and thanked the individuals for coming and talking to the board prior to the event. David Gollon made a motion to accept the map as presented. David Thomas seconded the map. Motion carried.

6) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville March 2012 Treasurer’s Report as submitted stating the following fund balances:

General Checking $ 44,242.56
Farmer’s Savings $ 51,509.22
M&I Tax Account $ 163,455.07
Local Government Investment Pool $ 6,956.23
M&I CD’s $ 101,115.46


Township Funds: $ 367,278.54


Charlie Price seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $15,308.78
Sanitary District #2 $ 7,791.19

Charlie Price seconded the motion. Motion carried

7) Bills to be approved. David Thomas made a motion to approve all the April vouchers with the exception of the WTA bill due to an error. The bills totaled $31,018.08. David Blume seconded the motion. Motion carried.

8) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson shared correspondence with the Town Board in regards to weight limits (Act 117), 2012-2013 Salt Commitment, Brue Road project costs, plow truck statistics as requested, and the need to have our septic system serviced and inspected per statue 145.20(5).

9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated to the Town Board that open book would be held on May 30th from 4-7 with appointments being scheduled by the assessor. Board of Review will be held on June 19th @ 6:00 p.m. Clerk/Treasurer Sara Olson discussed the postage machine contract and election information.

10) Appointment of Town Board as Sanitary District Commissioners for Sanitary District #1 and #2. David Gollon made a motion to appoint the Town Board as the Sanitary District Commissioners for Sanitary District #1 and #2. David Thomas seconded the motion. Motion carried.

11) Appointment of Plan Commission Member. Curt Peterson indicated that Laura Jean Blotz’s term had expired and there is a need for a new member on the Plan Commission. This was postponed until the May meeting to allow time to find an individual who would be willing to serve.

12) Discussion & possible action re: Approval of Town Board per diems for the Wisconsin Town Lawyer’s Conference – April 27th. Charlie Price made a motion to approve the per diems and mileage for all Town Board members who desired to attend Wisconsin Town Lawyer’s Conference in Madison on April 27th. David Blume seconded the motion. Motion carried.

13) Discussion & possible action re: Municipal Clerk’s Training (Green Bay). Clerk/Treasurer Sara Olson presented information to the Town Board in reference to the municipal clerk’s training in Green Bay. David Gollon made a motion to approve the attendance of Clerk/Treasurer Sara Olson at the expense of the Town (hotel, mileage and registration) with the conditions that if the Clerk/Treasurer leaves the position within 3 years these expenses will have to be paid back to the Township. David Blume seconded the motion. Motion carried.

14) Public Comment. None

15) Adjournment. David Gollon made a motion to adjourn the meeting at 7:57 p.m. David Thomas seconded the motion. Motion carried.
