Town Board Meeting Minutes
April 10th, 2014
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:02 p.m.

Town Supervisors in attendance were: David Blume, David Gollon and Steve Johnson. Also in attendance were Clerk/Treasurer Sara Olson, Charlie Rolli, Anne Bachner, Rachel Jordan, M. Resha Wyman, Chuck Tennessen, David Judd, Kurt Schadewalt, Shawn Steinmann, Karen Campbell, Don Campbell, Marie Baker, Leslie Jensen, John Schillinglaw, Joan Mish and Dave Jamorun.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Steve Johnson. Motion carried.

David Blume made a motion to suspend the agenda and move to Item #8. Steve Johnson seconded the motion. Motion carried.

3) Discussion & possible adoption re: Resolution Regarding American Transmission Company’s Application 05ce142 including 345 kv Transmission and Alternative Solutions. The public that was present discussed the information that was received from Charles Tennessen and Anne Bachner that contained information from the Energy Planning Information Committee Town of Stark. Anne Bachner presented an overview of the information. Chuck Tennessen, Don Campbell and Rachel Jordon also spoke in regards to the information presented. The Town Board indicated that they would like time to review all of the information in detail prior to adopting any resolution. Steve Johnson made a motion to put this item on next month’s meeting agenda. David Gollon seconded the motion. Motion carried.

4) Discussion & possible action re: Body & Chassis Proposal. Clerk/Treasurer Sara Olson presented the Town Board with a sheet indicating all proposals received and dollar amounts. The Town Board discussed all of the proposals in detail including the body proposals with the Madison Truck and Monroe Truck salesman. Members of the Town Board indicated that they were leaning towards a Tandem Truck and would like additional prices on 11 Liter 4500, 11 Liter 4000, 13 Liter 4500 and a 13 Liter 4000. The Town Board indicated that they would be sending new proposal specification to the truck builders.

5) Discussion & possible action re: Road Damages – Evans Quarry Road. Clerk/Treasurer Sara Olson provided the Town Board with pictures of road damages on Evans Quarry Road that were cause by a farmer. Clerk/Treasurer Sara Olson had indicated that the Iowa County Sheriff’s Department had contacted the individual responsible for the damages and a police report was completed. The Town Board indicated that they would be getting an estimate for the damaged areas and will be billing the individual for the damages to the roadway. David Blume made a motion to authorize Curt Peterson to act on behalf of the Town Board in repairing the damaged areas only on Evans Quarry Road and if necessary contacting an attorney in regards to the damages and compensation. Steven Johnson seconded the motion. Motion carried.

6) Discussion & possible action re: 2014-2015 Salt Commitment. The Town Board discussed the salt commitment for the 2014-2015 year. Steven Johnson made a motion to purchase 75 tons of early fill salt. David Blume seconded the motion. Motion carried.

7) Discussion & possible action re: Annual MSHA/OSHA Training. Clerk/Treasurer Sara Olson presented the board with information in regards to the annual MSHA/OSHA training that is available through Iowa County. David Blume made a motion to send Charlie Rolli to the training necessary to meet the necessary requirements. Steven Johnson seconded the motion. Motion carried.

8) Discussion & possible action re: Sealcoating of Town Roads / Berg Road Project. Town Chairman, Curt Peterson indicated that he felt the following roads should be sealcoated in 2014: Davis, Griffiths, Ihm and Chimney Rock Road. Town Chairman, Curt Peterson also indicated that he felt we will need 2” of blacktop and 3 inches of gravel on 0.6 of a mile on Berg Road. The Town Board had also request that we contact some contractors in regards to the dozing of the existing ditch line on Berg Road. Steve Johnson made a motion to put the sealcoating and Berg Road blacktopping project out to bid. David Blume seconded the motion. Motion carried.

9) Town Roads/Equipment Report. Town Patrolman Charlie Rolli indicated that he feels heated mirrors would be beneficial on the service truck and that he received a quote of approximately $1,200 for grader tires that would need to be figured in the 2015 budget. Charlie Rolli had inquired about being reimbursed for mileage put on his personal vehicle during the week and a half when the Town service truck was at Hallada’s Auto Group. Steve Johnson made a motion to reimburse Charlie Rolli for the mileage put on his personal vehicle. David Blume seconded the motion. Motion carried.
10) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson had indicated that the Spring Clean-Up would be held on April 26th from 8 to 12 and she would be attending a WMCA training on Monday. Clerk/Treasurer Sara Olson had also indicated the election results.

11) Discussion & possible action re: City/Chamber of Commerce request for contributions for Farmer’s Appreciation Fireworks & Snowflake Fund. The Town Board discussed the letter received from the City of Dodgeville requesting funds for the Farmer’s Appreciation Fireworks. David Gollon made a motion to donate $250 for fireworks. Curt Peterson seconded the motion. Motion failed. (2 – 2) The Township indicated that they would share the information in regards to the snowflake fund with Town residents.

12) Discussion & possible adoption re: Resolution 2014-285 2013 Year End Budget Resolution. David Gollon made a motion to approve and adopt Resolution 2014-285 2013 Year End Budget Resolution. David Blume seconded the motion. Motion carried.

13) Approval of Meeting Minutes from March 4th, 2014. David Gollon made a motion to approve the March 4th, 2014 minutes as submitted. Steve Johnson seconded the motion. Motion carried.

14) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville March 2014 Treasurer’s Report stating the following fund balances:

General Checking $ 54,234.23
Farmer’s Savings $ 5,395.68
M&I Tax Account $ 344,860.66
Local Government Investment Pool $ 6,973.21
M&I CD’s $ 50,806.27

Township Funds: $ 462,270.05

Steve Johnson seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $17,122.78
Sanitary District #2 $12,501.19

Steve Johnson seconded the motion. Motion carried.

15) Bills to be approved. David Gollon made a motion to approve the April vouchers totaling $18,618.74. Steve Johnson seconded the motion. Motion carried.

David Blume removed himself from the table and joined the members of the audience.

16) Discussion & possible action re: Driveway Variance – 4090 County Road Z. David Blume indicating that he was seeking a driveway variance for 4090 County Road Z as an unnecessary hardship may result from strict compliance with all requirements of the Chapter 6 Driveway Ordinance. David Blume had drafted an agreement and presented it to the board. David Blume indicated that he intends to construct a farm shed for purpose of occasional recreational shelter and storage of farm related items from the elements; that will be accessed by the current farm field driveway that doesn’t meet all the requirements of Chapter 6 Driveway Ordinance. The Town Board indicated that if any improvements are made to the shed, including but not limited to: Utility lines extended to the shed, Water plumbed into the shed, or a septic system installed in the shed that additional specifications will be required under Chapter 6 Driveway Ordinance. David Gollon made a motion to grant the driveway variance for 4090 County Road Z with the property owner paying the recording fee. Steven Johnson seconded the motion. Motion carried.

David Blume removed himself from the audience and rejoined the Town Board.

17) Plan Commission Appointments. Town Board Supervisor, David Blume had indicated that he would like to step down from the Plan Commission Board. David Blume made a motion to appoint Steve Johnson on the Plan Commission Board as an individual from the Town Board. David Gollon seconded the motion. Motion carried

18) Public Comment. None

19) Adjournment. David Gollon made a motion to adjourn the meeting at 9:10 p.m. Steve Johnson seconded the motion. Motion carried.
