Town Board Meeting Minutes
April 13th, 2010
*Immediately following the Annual Town Meeting*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:19 P.M.

Town Supervisors in attendance were: David Gollon, Charles Price, Thomas Mueller and David Thomas. Also in attendance were Clerk Sara Olson and Terry Lovaas.

2) Approval of Public Notice/Agenda. Supervisor, Thomas Mueller made a motion to approve the public notice and agenda seconded by Supervisor, David Thomas. Motion carried.

3) Approval of Meeting Minutes from March 2nd, March 9th, March 23rd and March 31st. David Gollon made a motion to approve the March 2nd minutes as submitted with the correction of a spelling error. Thomas Mueller seconded the motion. Motion carried. Charles Price made a motion to approve the March 9th minutes as submitted. Thomas Mueller seconded the motion. Motion carried. David Gollon made a motion to approve the March 23rd minutes as submitted. Thomas Mueller seconded the motion. Motion carried. Charles Price made a motion to approve the March 31st minutes as submitted. David Thomas seconded the motion. Motion carried.

4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville March 2010 Treasurer’s Report as submitted stating the following fund balances:

General Checking $ 10,587.62
Farmer’s Savings $ 1,478.90
M&I Tax Account $ 119,105.65
Local Government Investment Pool $ 6,931.66
M&I CD’s $ 150,091.81

Township Funds: $ 288,195.64

Thomas Mueller seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:

Sanitary District #1 $14,753.94
Sanitary District #2 $ 5,201.99
Sanitary District #3 $ 216.11

Thomas Mueller seconded the motion. Motion carried.

5) Bills to be approved. Charlie Price made a motion to approve all the April Vouchers as submitted totaling $24,189.13. David Thomas seconded the motion. Motion carried. There were two corrections on the Vouchers for approval which were: Madison Truck and Equipment Invoice was $142.49 versus $110.94 as stated and Alliant Energy Street Lighting was $205.78 versus $102.89 as stated.

6) Appointment of Planning Commission Members. The Town Board thanked Larry Lenox and John Crook for their services over the past several years on the Planning Commission Board. David Gollon made a motion to appoint Robert Butler to finish John Crook’s term ending in April 2011 and Bill Hanson to serve a two year term ending in April 2012 to replace Larry Lenox. Thomas Mueller seconded the motion. Motion carried. David Gollon made a motion to appoint Curt Peterson and David Thomas as two representatives from the Town Board to serve on the Planning Commission from April 2010 to April 2011. Thomas Mueller seconded the motion. Motion carried. Curt Peterson and David Thomas abstained from this motion.

7) Discussion & possible award re: Mowing Proposals for 3 Cemeteries and Town Hall. Clerk/Treasurer Sara Olson opened the 3 bids that we received from Dodge View Farms, Inc., Luv Us Lawncare LLC, and Stacey Jones. The three bids were as follows: Dodge View Farm $205.00 per mowing of the 3 cemeteries and Town Hall with no 2 year optional contract, Luv Us Lawncare LLC $87.50 per mowing of the 3 cemeteries and Town Hall with 2 year optional contract and Stacey Jones $170.00 per mowing of the 3 cemeteries and Town Hall with 2 year optional contract. Thomas Mueller made a motion to go with the lowest bidder which was Luv Us Lawncare LLC with the condition that the Town of Dodgeville receives the insurance binder from Hartford Casualty Insurance Company. David Thomas seconded the motion. Motion carried. Thomas Mueller made a motion that if no insurance information is provided from Hartford Casualty Insurance Company that the award go to Stacey Jones which was the next lowest bid. David Thomas seconded the motion. Motion carried.

8) Discussion & possible action re: Planning Commission Recommendations. Clerk/Treasurer Sara Olson presented the Town Board with minutes from the March 29th, 2010 Planning Commission Meeting. David Gollon made a motion to approve the conditional use permit to allow Regenerating Fiber optic Telecommunication Signal Utility-Telephone, Automotive and Recreational Sales & Repairs (examples: Boats, Motorcycles, ATV’s, RV’s, UTV’s, and Snowmobiles) Auto body & Repairs, Retail Parts, Vehicle & Trailer Rentals (examples: U-Haul, Panske), Outside Storage with shielded fence for vision control and Towing on a 3.25-acre B-3 Heavy Business lot which shall have all downward focused lighting in S22-T6N-R3E located at 4770 County Road YZ in the Town of Dodgeville. Thomas Mueller seconded the motion. Motion carried.

9) Discussion re: TRIP-D Phase II Brue Road. Clerk/Treasurer Sara Olson presented a letter from Jim Doyle in reference to the Town Road Discretionary Improvement Program. The Town of Dodgeville was one of 12 TRIP-D projects selected statewide for funding in this biennium. The State of Wisconsin D.O.T. will reimburse the Town up to 50% of the project’s total cost, to a limit of $133,000.00. Phase 2 reconstruction of Brue Road will take place in 2011. This project will consist of culvert replacement, road reconstruction and new asphalt surface.

10) Discussion & possible action re Cul-de-sac/Turnaround Chimney Rock Road. Town Chairman, Curt Peterson discussed the need of a larger cul-de-sac/turnaround area on Chimney Rock Road due to there isn’t enough room to turn any larger vehicle around. Thomas Mueller made a motion to have Clerk/Treasurer Sara Olson have an engineer mark-out an extended area around the turnaround and to draft a letter to see if individual landowner’s would be interest in selling the marked portion of the land around the current turnaround to enlarge the turnaround. Charles Price seconded the motion. Motion carried.

11) Discussion & possible action re: Iowa County Multi-Hazard Mitigation Plan. Town Supervisor, Charles Price presented information that he received at a Multi-Hazard Mitigation meeting on April 1st 2010. A Multi-Hazard Mitigation Plan is now required for a municipality or other government body, to obtain FEMA disaster funds. Iowa County, nor any of its governmental bodies, has developed such a plan. A qualified disaster mitigation plan must include: Inventory, Risk Assessment and Mitigation Strategies. The Town of Dodgeville has been given a map of its jurisdiction which includes as much infrastructure known to SWRPC. The Town has been requested to update the map by including information found lacking on infrastructure, know hazards, government facilities, dates and description of recent hazard evens and then to schedule a meeting with SWRPC to review the information. Charles Price, Curt Peterson and Sara Olson will be working on mapping the hazardous areas.

12) Discussion & possible action re: Municipal Clerk’s Training (Green Bay). Clerk/Treasurer Sara Olson presented information in reference to a Municipal Clerk/Treasurer Training that will be held at UW Green Bay on July 11th – 16th. Thomas Mueller made a motion to approve Clerk/Treasurer Sara Olson to participate in the training at UW Green Bay. The Town of Dodgeville will be responsible for the costs of the training, hotel and mileage reimbursement. Charles Price seconded the motion. Motion carried.

13) Discussion & possible action re: Water Runoff from Recycling Center to A&W. Town Supervisor, Charles Price presented information from the owner of A&W requesting that something be done with the water runoff from the Recycling Center due to it is causing water issues for A&W. Thomas Mueller made a motion to have A&W purchase the breaker run needed to create a swale that would eliminate and redirect the water flow. The Town of Dodgeville will spread the breaker run and use their equipment to lay out the swale. David Gollon seconded the motion. Motion carried.

14) Discussion & possible adoption re: Resolution 2010-267 Authorizing Financing for Town Mower Tractor. Thomas Mueller made a motion to adopt Resolution 2010-267 Authorizing Financing of $75,000.00 for the new Town Mower Tractor. The $75,000.00 loan was received from Farmer’s Savings Bank with an interest rate of 3.95% and has a term of 5 years. The monthly payment for this loan is $1,381.56. David Thomas seconded the motion. Motion carried. A complete copy of this resolution can be viewed at the Town Hall.

15) Discussion & possible adoption re: Ordinance Chapter 24 Neighborhood Electric Vehicle Use in Governor Dodge State Park. Clerk/Treasurer Sara Olson presented the Town Board with a draft of Ordinance Chapter 24. Thomas Mueller made a motion to adopt Ordinance Chapter 24 Neighborhood Electric Vehicle Use in Governor Dodge State Park. David Thomas seconded the motion. Motion carried. A copy of this ordinance has been posted on the Town of Dodgeville website and is available for viewing.

16) Discussion & possible adoption re: Ordinance Chapter 4 Fire Safety Modification. Town Supervisor, David Gollon had indicated that he felt there was a need to review this ordinance and possible make changes. The Town Board is reviewing this ordinance and will discuss modification at the next Town Board meeting. No action taken.

17) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Thomas Mueller made a motion to go into closed session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Thomas seconded the motion. Motion carried. Roll call: Peterson, yes; Gollon, yes; Price, yes; Thomas, yes and Mueller, yes. Clerk/Treasurer Sara Olson was also present during closed session.

18) Reconvene into Open Session. Thomas Mueller made a motion to reconvene into open session. David Gollon seconded the motion. Motion carried.

19) Board Action as a Result of Closed Session. David Gollon made a motion to not fill the part-time patrolmen position at this current time. The Town Patrolmen is instructed to contact Kevin Zajicek if help is needed on a temporary part-time basis and if this individual is unavailable he is to contact Rick James to help until Kevin is available. Thomas Mueller seconded the motion. Motion carried.

20) Public Comment. David Gollon indicated that he would like the Town Board to adjust plow rates on private driveways for the year 2010.

21) Adjournment. Thomas Mueller made a motion to adjourn the meeting at 9:22 P.M. David Gollon seconded the motion. Motion carried.
