Town Board Meeting Minutes
April 19th, 2022
*Immediately following the Annual Meeting*


1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 5:18 p.m.

Town Supervisors in attendance were Peter Vanderloo, Pam Johnson-Loy and Kyle Levetzow . Excused was David Pope. Also, in attendance were Clerk/Treasurer Sara Olson, Carson Erickson, Randy Beerkircher and Kevin Zajicek.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Peter Vanderloo made a motion to approve the public notice and agenda seconded by Supervisor, Pam Johnson-Loy. Motion carried.

3) Public Comment. The Town Board wanted to thank and recognize David Gollon for his many years of service and dedication to the Township.

Kyle Levetzow made a motion to suspend the agenda and move to Item #9 Black Diamond Subdivision – Driveway Permits. Pam Johnson-Loy seconded the motion. Motion carried.

4) Discussion & possible action re: Black Diamond Subdivision – Driveway Permits. Clerk/Treasurer Sara Olson provided the Town Board with a copy of the driveway permit ordinance as well as information that was received in regards to a request for a driveway in the Black Diamond Subdivision. The Town Board discussed the request, the Ordinance Section 6-4 and the potential issues with issuing a driveway permit prior to the roadway being completed, certified and dedicated to the Township, the ditchlines not yet meeting plan approval and the roadway not being paved. The Town Board had requested that the developer and Clerk/Treasurer Sara Olson obtain additional information in regards to the status of the project and requested the Town Board members review the ordinance. The Town Board requested to have this item placed on the May agenda for additional discussion.

5) Approval of Meeting Minutes from March 1st, 2022 & March 24th, 2022. Peter Vanderloo made a motion to approve the March 1st and March 24th meeting minutes as presented. Kyle Levetzow seconded the motion. Motion carried.

6) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Kyle Levetzow made a motion to approve the Town of Dodgeville’s March 2022 Treasurer’s Report stating the following fund balances:

General Checking $ 37,417.63
Farmer’s Savings $ 285,422.29
Local Government Investment Pool $ 7,414.75
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 383,640.89

Township Funds: $ 713,895.56
Tax Funds: $ 0.00

Pam Johnson-Loy seconded the motion. Motion carried.

Kyle Levetzow made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $14,048.53

Pam Johnson-Loy seconded the motion. Motion carried.

7) Bills to be approved. Peter Vanderloo made a motion to approve the April 19th, 2022 vouchers in the amount of $23,332.92 and Sanitary District #1 vouchers in the amount of $3,046.13. Kyle Levetzow seconded the motion. Motion carried. Clerk/Treasurer Sara Olson indicated that the highlighted invoices had been previously paid to avoid interest and penalty due to the timing between the March and April meeting.

8) Town Roads/Equipment Report. Town Patrolman, Randy Beerkircher updated the Town Board in regards to the potential need of tires on some of the equipment. The Town Board requested that grader tires be placed on the May agenda.

9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that Open Book will be held on Friday, May 13th from 2:30 p.m. – 4:30 p.m. and Board of Review will be held on Wednesday, May 25th from 6:00 p.m. – 8:00 p.m. or adjournment. Sara Olson also updated the Town Board in regards to the Spring Clean-Up and Election that was held in April as well as Town Board Supervisor, Pam Johnson-Loy attending the Board of Review Training for 2022.

10) Discussion and possible action re: Planning Commission Recommendations. Kyle Levetzow made a motion to recommend the approval of the conditional use application of DeAnna & Gary Halverson for the purpose of a commercial livestock operation located on a 3.595 acre parcel zoned AB-1 Ag Business in the NE ¼ of the SE ¼ and the SE ¼ of the SE ¼ of Section 25, Town 6 North, Range 3 East located at 5392 Section Line Road with the allowance of up to 6 animal units. Peter Vanderloo seconded the motion. Motion carried.

11) Discussion and possible action re: Appointment of Planning Commission Members. Kyle Levetzow made a motion to appoint Curt Peterson and Peter Vanderloo to serve on the Planning Commission Board as members of the Town Board. Pam Johnson-Loy seconded the motion. Motion carried.

12) Discussion & possible action re: American Rescue Plan Act – Standard Allowance and Report Requirements. Kyle Levetzow made a motion to claim the standard allowance for the full dollar amount of the Townships ARPA allocations for calculating revenue loss in regards to the American Rescue Plan Act. Peter Vanderloo seconded the motion. Motion carried.

13) Discussion & possible action re: MACK. Clerk/Treasurer Sara Olson presented a letter received from MACK truck in regards to the status of the ordered 2022 MACK truck. The Town Board acknowledge the letter and will receive additional information in late April or May. No action was taken.

14) Discussion & possible action re: Update on TRI-S Award/Funding – Military Ridge Rd & TRIP Award/Funding – Esch Road. Clerk/Treasurer Sara Olson presented information in regards to being awarded funding at 70/30 for up to a limit of $427,392.96 for the proposed Military Ridge Rd project as well as funding at 50/50 for up to $29,000.00 for Esch Road through the TRI-S and TRIP program. No action was taken as the Township is waiting to receive the State/Municipal Agreements for these projects.

15) Discussion & possible action re: Sealcoating of Town Roads - 2022. Town Chairman, Curt Peterson updated the Town Board in regards to the roads that will be proposed for Sealcoating in 2022. Clerk/Treasurer Sara Olson indicated that bids will be due and opened on May 3rd at 6:00 p.m. at the Town Board meeting.

16) Discussion & possible action re: Resolution 2022-139 2021 Year-End Budget Amendments. Kyle Levetzow made a motion to approve Resolution 2022-139 2021 Year-End Budget Amendments. Pam Johnson-Loy seconded the motion. Motion carried.

17) Adjournment. Kyle Levetzow made a motion to adjourn the meeting at 6:41 p.m. Peter Vanderloo seconded the motion. Motion carried.
