Plan Commission Meeting
Monday, April 26th, 2021
The Town of Dodgeville Plan Commission met on Monday, April 26th at 6:00 P.M. Planning Commission Chair Larry Nelson called the Planning Commission meeting to order at 6:00 P.M.
Plan Commission Committee members in attendance were: Larry Nelson, Peter Vanderloo, Curt Peterson, Pam Johnson-Loy, Krista Dolan, Paul Lawinger and Mary Wilson.
Others in attendance: Greg Jewell, Crystal Straubhaar, Gunther Straubhaar, Connie Ritchie-Hallada, Carol Thomas, Doug Randall, Sherrill Randall, Jim Rohowetz, Lynn Rohowetz, Dick Langhear, Kevin March, Denise Durst, Brett Winslow, Daniel Judd, Heather Olson, Carson Erickson, Michael Pitz and Pat Reilly.
Planning Commission Chairman Larry Nelson verified that proper notice of the public hearing was posted on April 13th, 2021 in accordance to WI Statutes 19.84 (3) at the Town Message Boards at Pleasant Ridge Store, Mueller Implement and the Town Office. Curt Peterson made a motion to approve the public notice and agenda. Krista Dolan seconded the motion. Motion carried.
Krista Dolan made a motion to approve the March 29th, 2021 Plan Commission meeting minutes as presented. Mary Wilson seconded the motion. Motion carried.
The Planning Commission, Doug Randall and Sherill Randall discussed in detail the presented information for the
conditional use application of Randall Ridge LLC for the purpose of allowing a second farm related residence on 119.3 acres more or less currently zoned A-1 Ag located in pt of the NE ¼, NW ¼ and the SW ¼ of the NE ¼ of Section 26, Town 7 North, Range 3 East and pt of the SE ¼ and SW ¼ of the SE ¼ of Section 23, Town 7 North, Range 3 East located at 4952 County Road ZZ. The Town Planning Commission discussed the Town’s residential density standard with the landowners in regards to this particular conditional use application and the need for clarification from the county in regards to recognizing both plans. Curt Peterson made a motion to approve the splitting off of 2 acres, rezoning it from A-1 Ag to AR-1 district with the appropriate acreage being placed in the conservancy district. Peter Vanderloo seconded the motion. Motion carried. A second motion was also made in regards to the conditional use permit upon clarification for Iowa County Planning and Development: Curt Peterson made a motion to approve the conditional use application of Randall Ridge LLC for the purpose of allowing a second farm related residence on 119.3 acres more or less currently zoned A-1 Ag with the condition that 35 acres are placed into the AC-1 district. Peter Vanderloo seconded the motion. Motion carried.
The Planning Commission discussed the rezoning application of Roy R. & Cindy L. March Revocable Trust to rezone 2 acres more or less from A-1 Ag to AR -1 located in pt of the SW ¼ of the SW ¼ and the pt of the NW1/4 of the SW ¼ of Section 29, Town 6 North, Range 4 East located on Section Line Road. Peter Vanderloo made a motion to approve the rezoning of 3.5 acres more or less from A-1 Ag to AR-1 located in pt of the SW ¼ of the SW ¼ and the pt of the NW ¼ of the SW ¼ of Section 29, Town 6 North, Range 4 East located on Section Line Road with the appropriate acreage being placed into the conservancy district. Krista Dolan seconded the motion. Motion carried.
The Planning Commission discussed the rezoning application of David & Tim Gollon to rezone 70 acres more or less from AB-1 to A-1 Ag located in the SW ¼ and the NW ¼ of the SW ¼ of Section 35, Town 6 North, Range 3 East located on Brennan Road. Curt Peterson made a motion to recommend the approval of the rezoning application of David & Tim Gollon to rezone 80 acres more or less from AB-1 to A-1 Ag located in the SW ¼ and the NW ¼ of the SW ¼ of Section 35, Town 6 North, Range 3 East located on Brennan Road. Krista Dolan seconded the motion. Motion carried.
Greg Jewell from Jewell Associates Engineering presented information to the Town Planning Commission and the general public that was present in regards to the preliminary plat review of the Hallada Subdivision located in part of the NW ¼ and part of the SW ¼ of the NW ¼ and part of Outlot 2, Outlot 3, Lots 21, 24, 25, 26, 27, 28, 29, 30 of Lehners Plat No. 3, of Section 28, Township 6 North, Range 3 East located on Brue and Lehner Road. The Town Planning Commission, general members of the public and Greg Jewell discussed the information that was presented and answered the questions and concerns individuals had brought forth. Some concerns brought forth by the Planning Committee and adjoining landowners were in regards to drainage on the upper portion of Brue Road, the water retention pond and the releasing of water into the current stream on the Durst property, traffic concerns due to an increase as well as the potential of a through road onto Lehner road versus a cul-da-sac. Paul Lawinger moved to recommend the approval of the preliminary plat of Hallada Subdivision located in part of the NW ¼ and part of the SW ¼ of the NW ¼ and part of Outlot 2, Outlot 3, Lots 21, 24, 25, 26, 27, 28, 29, 30 of Lehner’s Plat No. 3, of Section 28, Township 6 North, Range 3 East located on Brue and Lehner Road with the condition that the developer’s engineer shall confirm that the proposed development will not increase the level of water stored in the drainageway east of Lehner Road. Mary Wilson seconded the motion. Motion carried.
There were no other correspondence or other matters.
Curt Peterson made a motion to adjourn the meeting at 7:26 p.m. Mary Wilson seconded the motion. Motion carried.
