Town Board Meeting Minutes
August 3rd, 2021
*6:00 p.m.*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:01 p.m.

Town Supervisors in attendance were David Pope, Peter Vanderloo, David Gollon and Kyle Levetzow. Also, in attendance was Clerk/Treasurer Sara Olson, Dan Durst, Larry Nelson, John Houck, Greg Jewell, Jeff Haylock, Kevin Zajicek, Carson Erickson and Randy Beerkircher.

Everyone in attendance recited the Pledge of Allegiance.

2) Public Comment. None.

3) Approval of Public Notice/Agenda. Supervisor, Peter Vanderloo made a motion to approve the public notice and agenda seconded by Supervisor, David Pope. Motion carried.

David Gollon made a motion to suspend the agenda and move to Item #10: Planning Commission Recommendation. David Pope seconded the motion. Motion carried.

4) Discussion & possible action re: Planning Commission Recommendations. Peter Vanderloo made a motion to recommend the approval of the rezoning application of Patsy Sieling to rezone 40 acres more or less from A-1 to C-1 creating two 20 acre lots located in the NW ¼ of the SW ¼ of Section 32, Town 6 North, Range 3 East located on Oxnem/Survey Rd. David Pope seconded the motion. Motion carried.

David Gollon made a motion to recommend the rezoning application of Jewell Associates Engineers Inc, Connie Ritchie-Hallada & Frank Hallada to rezone 42.75 acres from A-1 Ag & R-1 to all R-1 in the W ½ of the NW ¼ of Section 28, Town 6 North, Range 3 East located on Lehner/Brue Rd. Peter Vanderloo seconded the motion. Motion carried.

David Gollon made a motion to recommend the final Hallada Subdivision Plat Approval renamed to the Black Diamond Subdivision Plat proposing the division of 42.75 acres in 19 lots in part of the W ½ of the NW ¼ & part of Outlots 2&3, Lots 12, 24, 25, 26, 27, 28, 29 & 30 of Lehner’s Plat No. 3 in Section 28, Town 6 North, Range 3 East located on Lehner/Brue Rd. Peter Vanderloo seconded the motion. Motion carried.

The Town Board discussed the contract for the construction of public improvements to be accepted by the Town of Dodgeville Black Diamond Subdivision. Citizen, John Houck read aloud correspondence in regards to concerns with some aspects of the proposed development from City of Dodgeville property owners.

5) Approval of Meeting Minutes from June 30th, 2021 & July 6th, 2021. David Pope made a motion to approve the June 30th, 2021 and July 6th, 2021 meeting minutes as presented. Peter Vanderloo seconded the motion. Motion carried. David Gollon abstained.

6) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Peter Vanderloo made a motion to approve the Town of Dodgeville’s July 2021 Treasurer’s Report stating the following fund balances:

General Checking $ 64,574.03
Farmer’s Savings $ 225,988.33
Local Government Investment Pool $ 7,410.72
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 556,441.67

Township Funds: $ 854,414.75
Tax Funds: $ 0.00

David Pope seconded the motion. Motion carried.

Peter Vanderloo made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $16,600.35

David Pope seconded the motion. Motion carried.

7) Bills to be approved. Kyle Levetzow made a motion to approve the August 3rd, 2021 vouchers in the amount of $13,413.05 and Sanitary District #1 vouchers in the amount of $3,211.37. David Pope seconded the motion. Motion carried.

8) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson and Town Patrolman Randy Beerkircher updated the Town Board in regards to mowing, the status of the Leffler Rd Project, project updates on ongoing work in Iowa County, equipment, and the shimming of Lawinger & McGraw Rd by Iowa County.

9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented information in regards to a MTAW District 7 Training meeting. Kyle Levetzow made a motion to allow Clerk/Treasurer Sara Olson the ability to attend the MTAW District 7 Training. Peter Vanderloo seconded the motion. Motion carried.

10) Discussion and possible action re: Quotes for Tandem Truck. Clerk/Treasurer Sara Olson presented proposals from Truck County and MACK for a tandem truck. The Town Board reviewed the proposals and requested that Town Patrolman Randy Beerkircher work on breaking down the details between the two proposals and making them apples to apples. No action was taken.

11) Discussion and possible action re: Town of Dodgeville I-pad Use Policy. Clerk/Treasurer Sara Olson presented a draft I-pad Use Policy created by Town Board Supervisor Peter Vanderloo. Kyle Levetzow made a motion to adopt the I-pad Use Policy as presented. David Pope seconded the motion. Motion carried.

12) Discussion & possible action re: American Rescue Plan Act (ARPA) – Local Fiscal Recovery Funds. Clerk/Treasurer Sara Olson presented information in regards to the ARPA and requested that the Town Board members brainstorm ideas for the available funding.

13) Discussion & possible action re: Wisconsin Municipal Record Retention & Schedule. Clerk/Treasurer Sara Olson presented information in regards to the Wisconsin Municipal Record Retention & Schedule. Kyle Levetzow made a motion to Opt-In to the adoption of the entire Wisconsin Municipal Record Retention & Schedule. David Pope seconded the motion. Motion carried. Upon approval from the State of Wisconsin the Town of Dodgeville will be adopting an Ordinance.

14) Discussion & possible action re: WMCA Annual Conference. Clerk/Treasurer Sara Olson informed the Town Board of the WMCA Annual Conference. Peter Vanderloo made a motion to allow the Clerk/Treasurer to attend the WMCA Annual Conference at her discretion. Kyle Levetzow seconded the motion. Motion carried.

15) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Kyle Levetzow made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion. Employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Pope seconded the motion. Motion carried. Roll call: Levetzow, yes; Pope, yes; Peterson, yes; Gollon, yes and Vanderloo, yes.

16) Reconvene into Open Session. David Pope made a motion to reconvene into open session. Peter Vanderloo seconded the motion. Motion carried.

17) Board action as a result of Closed Session. No action taken.

18) Adjournment. Kyle Levetzow made a motion to adjourn the meeting at 7:54 p.m. Peter Vanderloo seconded the motion. Motion carried.
