Town Board Meeting Minutes
December 10th, 2015
6:00 p.m.
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 p.m.
Town Supervisors in attendance were: David Gollon, Peter Vanderloo and Steven Johnson. Also in attendance were Clerk/Treasurer Sara Olson, James Rule, Tim McKinley and Larry Nelson.
Everyone in attendance recited the Pledge of Allegiance.
2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.
3) Introduction of Tim McKinley. Tim McKinley, a candidate running for Iowa County Judge, introduced himself and indicated his previous experiences to everyone present.
Steven Johnson made a motion to suspend the agenda and move to Item #10 Plan Commission Recommendations. Peter Vanderloo seconded the motion. Motion carried.
4) Discussion & possible action re: Plan Commission Recommendations. Steven Johnson made a motion to approve the proposed amendments to the Town of Dodgeville’s Comprehensive Plan. The amendments are as follows: Amendment of Section H Land Use Element, Page H-3 item 16 to refer to “Rural Development Area Policies”, Amendment of Section H Land Use Element, Page H-6 title to read “Rural Development Area”, Amendment of Section H Land Use Element, Page H-6 by adding: “9. Non-metallic mining shall not be permitted in this category.”, Revise Land Use Map H.1 to include: “Note 1: This Industrial Area for parcel No. 008-0950 and 008-0951 only.” David Gollon seconded the motion. Motion carried. Steven Johnson made a motion to recommend the approval of the rezoning application of a Planned Unit Development of approximately 1.50 acres more or less from A-1 & B-2 to RB-1 located in part of the SE ¼ of the NW ¼ of Section 4, Town 3, Range 3 East at 4352 State Road 23. David Gollon seconded the motion. Motion carried. Steven Johnson made a motion to recommend the approval of the following conditional uses; for the purpose of a residential based office of professional services operator (massage therapy) in existing home, assembly gatherings outdoors (under temporary tents) and in renovated existing barn with stipulations of parking, signage, lighting and hours of operations being discussed during a different phase. David Gollon seconded the motion. Motion carried. The addition of this land to the PUD makes this a 26.93 acre Planned Unit Development.
5) Approval of Meeting Minutes from November 3rd (4 Sets of Minutes) and November 16th. David Gollon made a motion to approve all the meeting minutes from November 3rd and the November 16th meeting minutes as submitted. Steven Johnson seconded the motion. Motion carried.
6) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville November 2015 Treasurer’s Report stating the following fund balances:
General Checking $ 300,690.18
Farmer’s Savings $ 5,409.22
M&I Tax Account $ 139,202.95
Local Government Investment Pool $ 6,985.00
M&I CD’s $ 50,850.70
Township Funds: $ 503,138.05
Steven Johnson seconded the motion. Motion carried. Clerk/Treasurer Sara Olson presented information in regards to a check error to the Town Board
David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $16,018.23
Sanitary District #2 $10,483.13
Steven Johnson seconded the motion. Motion carried.
7) Bills to be approved. Steven Johnson made a motion to approve the December 10th, 2015 vouchers in the amount of $18,799.30. Peter Vanderloo seconded the motion. Motion carried.
8) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson had indicated that she had received an approval notice from the Department of Transportation for federal funding for the Survey Road Bridge. Town Chairman, Curt Peterson had indicated that he had received a phone call from Jewell & Associates in regards to the Blotz Bridge Project and the fencing in the existing road right-of-way. The Town Board indicated that would be willing to assist with the removal of the existing fence, placing of temporary fencing during the project and installation of permanent fence as they have with previous projects in the past. Town Chairman, Curt Peterson had also indicated that he was looking into having the county do some brushing on Wittman Road/Hunter Hollow Road.
9) Discussion & possible action re: TRIP program application for Survey Road, South end. Town Chairman, Curt Peterson had indicated that the Township had submitted three proposals for the TRIP program for Survey Road and explained the proposals to the Town Board. The Town Board also discussed applying for future funds for Military Ridge Road.
10) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that the 2015 Audit has been scheduled for January 27th and 28th. Clerk/Treasurer Sara Olson also indicated that the tax bills will be sent out to the property owners by December 14th.
11) Discussion & possible action re: 2016 Assessor’s Contract. Steven Johnson made a motion to approve the assessor’s contract for January 1st, 2016 thru December 31st, 2016 with the stipulation that if there are any delays in which are under the control of the assessor the board may impose a penalty of up to 7.5% of the contract value based on discussion with the assessor. Curt Peterson seconded the motion. Motion carried.
12) Discussion & possible action re: Winter Maintenance Agreement w/City of Dodgeville. Clerk/Treasurer Sara Olson presented the Winter Maintenance Agreement w/City of Dodgeville to the Town Board. The Town Board requested this item be placed onto next month’s agenda.
13) Discussion & possible action re: 2015-2016 Winter Season Agreement (Rule Construction). Steven Johnson made a motion to enter into the 2015-2016 Winter Season Agreement with Rule Construction. Peter Vanderloo seconded the motion. Motion carried.
14) Discussion & possible action re: Purchasing of Chains. Clerk/Treasurer Sara Olson presented a quote from Gray’s Inc. for a set of pewag chains and a pair of cable chains for the Peterbuilt. Town Board Supervisor, Steven Johnson requested that a second quote be received prior to ordering the chains. Steven Johnson made a motion to purchase a set of pewag chains as well as a pair of cable chains for the Peterbuilt with final approval being given by Curt Peterson once the second quote is received. David Gollon seconded the motion. Motion carried.
15) Discussion & possible action re: Evans Quarry Road Damages. No action taken.
16) Discussion & possible action re: Radios. Town Board Supervisor, Steven Johnson asked that this item be placed on next month agenda. No action taken.
17) Discussion & possible action re: Hiring of Labor Law Attorney. Town Chairman, Curt Peterson had indicated that there are proposed changes in regards to overtime pay for Salaried Exempt Employees currently in legislation that would go in effect in 2016 that could potentially affect the Township. The Town Board recommended that Clerk/Treasurer Sara Olson contact Clerk’s through the Clerk network to find out more information on this topic versus hiring a labor law attorney.
18) Discussion & possible action re: Business Credit Card & Credit Card Policy. The Town Board indicated that they would review the drafted policy and would discuss the agenda item again next month.
19) Discussion & possible action re: Resolution 2015-291 Appointment of Chief Election Inspectors & Poll Workers for the 2016-2017 term. Clerk/Treasurer Sara Olson had indicated that she had received a list of poll workers from the Democratic Party which contained the name of Judy James. Steven Johnson made a motion to adopt Resolution 2015-291 Appointment of Chief Election Inspectors & Poll Workers for the 2016-2017 term. David Gollon seconded the motion. Motion carried.
20) Discussion & possible action re: CMOM Training. Peter Vanderloo made a motion to have Clerk/Treasurer Sara Olson attend the CMOM Training held on January 13th at Southwest Technical College. Steven Johnson seconded the motion. Motion carried. David Gollon left during this agenda item.
21) Discussion & possible action re: Part-time Patrolman Positions. Clerk/Treasurer Sara Olson indicated that a letter of interest was received from Charlie Rolli in regards to the Part-time patrolman position. Steven Johnson made a motion to give the part-time patrolman position to Charlie Rolli effective January 1st, 2016. Peter Vanderloo seconded the motion. Motion carried. Steven Johnson made a motion to place an ad in the newspaper for a casual patrolman with application being due on December 28th. Peter Vanderloo seconded the motion. Motion carried.
22) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Employment & Compensation). Steven Johnson made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Peter Vanderloo seconded the motion. Motion carried. Roll call; Peterson, yes; Vanderloo, yes; and Johnson, yes. Clerk/Treasurer Sara Olson was also present.
23) Reconvene into Open Session. Steve Johnson made a motion to reconvene into open session. Peter Vanderloo seconded the motion. Motion carried.
24) Board action as a Result of Closed Session. Steven Johnson made a motion to give the full-time patrolman a discretionary bonus in the amount of $553.84. Peter Vanderloo seconded the motion. Motion carried. Steven Johnson made a motion to approve Christmas bonuses in the amount of $100 for full-time employees (Sara Olson & Charlie Rolli) and $50 for part-time employees (Kevin Zajicek, Randy Beerkircher, John White & William Blume). Peter Vanderloo seconded the motion. Motion carried.
25) Public Comment. None
26) Adjournment. Steve Johnson made a motion to adjourn the meeting at 7:38 p.m. Peter Vanderloo seconded the motion. Motion carried.
