Town Board Meeting Minutes
December 1st, 2020
*Immediately following the Special Meeting of the Town Electors*
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:18 p.m.
Town Supervisors in attendance were David Pope, David Gollon, Kyle Levetzow and Peter Vanderloo. Also, in attendance was Clerk/Treasurer Sara Olson.
Everyone in attendance recited the Pledge of Allegiance.
2) Public Comment. Clerk/Treasurer Sara Olson presented an e-mail that was received from a town resident in regards to the absence of mask wearing at the Recycling Center. The Town board discussed the e-mail in great detail. In response to the e-mail David Gollon requested to be on record that he was not in the Recycling Center building when not wearing a mask. The Town board discussed ways to make improvement to the Recycling Center in regards to the COVID-19 pandemic and requested that signs encouraging social distancing and mask wearing be placed at the Recycling Center.
3) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, David Pope. Motion carried.
4) Adoption of the 2021 Budget. David Gollon made a motion to adopt the 2021 budget as presented. Peter Vanderloo seconded the motion. Motion carried.
5) Approval of Meeting Minutes from November 11th, 2020. Peter Vanderloo made a motion to approve the meeting minutes from November 11th as presented. David Pope seconded the motion. Motion carried.
6) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville’s November 2020 Treasurer’s Report stating the following fund balances:
General Checking $ 56,109.18
Farmer’s Savings $ 102,685.43
Local Government Investment Pool $ 7,407.09
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 425,085.73
Township Funds: $ 591,287.43
Tax Funds: $ 0.00
Kyle Levetzow seconded the motion. Motion carried.
David Gollon made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $15,710.31
Kyle Levetzow seconded the motion. Motion carried.
7) Bills to be approved. Kyle Levetzow made a motion to approve the December 1st, 2020 vouchers in the amount of $67,303.69 and Sanitary District #1 vouchers in the amount of $3,567.94. David Pope seconded the motion. Motion carried.
8) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson updated the board on the need of purchasing a spotlight for the 2015 Mack Truck, the finishing of mowing for 2020, and future road issues.
9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented information in regards to sending out tax bills and completing a 2020 newsletter.
10) Discussion & possible award re: 2021 TRI-D Project – Leffler Road. Clerk/Treasurer Sara Olson presented the bids received from Rule Construction, Pustina Construction, JI Construction, Olson Toon Landscaping and Lepke Trucking and Excavating in regards to the 2021 TRID Leffler Road Project. Peter Vanderloo made a motion to award the TRI-D Leffler Road Project to Rule Construction, Ltd in the amount of $351,316.62. Kyle Levetzow seconded the motion. Motion carried.
11) Discussion & possible action re: 2021 Assessor’s Contract. Clerk/Treasurer Sara Olson presented the 2021 Assessor’s Contract from Magnan Assessment Services. David Gollon made a motion to accept the 2010 Contract from Magnan Assessment Services in the amount of $15,453 with the same stipulation as the previous contract. Peter Vanderloo seconded the motion. Motion carried.
12) Discussion & possible action re: Hunting on Town Land-Fill Site. Clerk/Treasurer Sara presented information in regards to Statue 895.52 Recreation Immunity to the Town Board members as requested.
13) Discussion & possible action re: Town Building Inspection. Clerk/Treasurer Sara Olson presented a letter from building inspector Mike Fenley announcing his upcoming retirement and the individual that would be taking over his business practices. The Town Board requested that Clerk/Treasurer Sara Olson contact Scott Jelle and request that the individual come to the January Town Board meeting to introduce himself to the Town Board.
14) Discussion & possible adoption re: Ordinance Chapter 10 Building and Mechanical Code Amendment. Kyle Levetzow made a motion to adopt Ordinance Chapter 10 Building and Mechanical Code Amendment as presented. Peter Vanderloo seconded the motion. Motion carried.
15) Discussion & possible action re: X-Mas Bonus. David Gollon made a motion to issue Christmas Bonuses in the amount of $150.00 to full-time employees and $75.00 to part-time employees. Peter Vanderloo seconded the motion. Motion carried.
16) Discussion & possible action re: COVID-19 Employee Incentives. The Town Board discussed possible incentives to keep employees home when not feeling well due to the potential of exposing other employees and residence at the Recycling Center. David Gollon made a motion to allow the Recycling Center attendant up to two days of paid sick leave to be determined by the Town Chairman. Kyle Levetzow seconded the motion. Motion carried.
17) Adjournment. David Gollon made a motion to adjourn the meeting at 7:47 p.m. Kyle Levetzow seconded the motion. Motion carried.
