Town Board Meeting Minutes
December 2nd, 2014
6:00 p.m.
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:05 p.m.
Town Supervisors in attendance were: David Gollon, David Blume and Steve Johnson (via speakerphone). Also in attendance was Clerk/Treasurer Sara Olson.
2) Approval of Public Notice/Agenda. Supervisor, David Blume made a motion to approve the public notice and agenda seconded by Supervisor, David Gollon. Motion carried.
3) Approval of Meeting Minutes from November 11th, 2014 (3 Meetings). David Blume made a motion to approve the three sets of meeting minutes from November 11th, 2014. David Gollon seconded the motion. Motion carried.
4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville November 2014 Treasurer’s Report stating the following fund balances:
General Checking $ 84,637.38
Farmer’s Savings $ 5,401.06
M&I Tax Account $ 100,076.08
Local Government Investment Pool $ 6,976.68
M&I CD’s $ 50,821.03
Township Funds: $ 247,912.23
David Blume seconded the motion. Motion carried.
David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $16,621.53
Sanitary District #2 $15,398.99
David Blume seconded the motion. Motion carried.
5) Bills to be approved. David Gollon made a motion to approve the December vouchers totaling $22,675.45. David Blume seconded the motion. Motion carried.
6) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson had shared an e-mail in regards to the status of the MACK truck and Monroe’s request to bring down the V-Plow for testing to make sure it fits and is functional. The Town Board had indicated that they wouldn’t be bringing down the V-Plow for testing as everything should fit and function correctly. The Town Board indicated that if testing needs to be completed that Monroe could come up to the Township to perform the test once we receive it back from being undercoated. The Town Board had also discussed the motion that was previously made at the November 11th meeting in regards to the additional options that were presented by Monroe Truck. David Blume made a motion after further information was given to purchase the carbide blades. David Gollon seconded the motion. Motion carried. Steven Johnson was opposed.
7) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson had indicated that the total mill rate for the Town of Dodgeville was $18.22 for 2014 and she would be working on getting out the property tax bills as soon as they are received from the county. Town Board member, David Blume had inquired about the Town’s voice recorder and how it is currently being utilized. David Blume also asked the Clerk/Treasurer if she looked into training opportunities for herself with Curt Peterson. Clerk/Treasurer Sara Olson had indicated that she hadn’t looked into any opportunities. David Blume recommended contacting UW Extension Office as well as Southwest Technical College. Steven Johnson had indicated that he had e-mail some training opportunities to Curt Peterson as well.
8) Discussion & possible action re: Recycling Center Building, Winter Hours, Parking Area and Fill-In Attendant Update. The Town Board discussed the Recycling Center building and had indicated that they would be having the part-time patrolmen lower the door which would remove the stoop, remove the benches, cupboards and an old building inside the Recycling Center. The Town Board also discussed rearranging the Recycling Center and adding a second door for people to be able to enter and exit more smoothly. The estimated cost of that project would be about $350 in materials. David Gollon made a motion to approve the installation of a second door at the Recycling Center. Steven Johnson seconded the motion. Motion carried. The Town board discussed the current Recycling Center hours and the need for possible change. David Blume made a motion to change the hours on Wednesday’s from 2:30 p.m. thru 5:30 p.m. effective January 1st, 2015. David Gollon seconded the motion. Motion carried. The Town Board discussed the parking area that is utilized on Wednesday’s and Saturday’s for the Recycling Center. The Town Board discussed safety concerns in regards to vehicles parking near the sanding material area when the Town trucks are trying to refill with material or utilizing the area. David Gollon made a motion that the patrolman must cone off an area by the sanding materials on Wednesday’s and Saturday’s for adequate safety if the area will be being utilized by the Town. Steven Johnson seconded the motion. Motion carried.
9) Discussion & possible action re: Assessor’s Contract. Clerk/Treasurer Sara Olson presented the assessor’s contract to the Town Board. The Town Board discussed adding a penalty clause to the contract due to past performance. David Blume made a motion to approve the contract with the insertion of the motion in the contract as follows: if there are any delays in which are under the control of the assessor the board may impose a penalty of up to 7.5% of the contract value based on discussion with the assessor. Steven Johnson seconded the motion. Motion carried.
10) Discussion & possible action re: Ordinance Chapter 28 Option E Opt-In for Category B – IOHs Pursuant to Sec. 348.15 (9)(f) 2.a to follow the Table of Statutory Weight Limits under Sec. 348.15 – (3) (g). The Town Board discussed the ordinance in regards to Implements of Husbandry. David Gollon made a motion to delay any action until the next Town Board meeting due to clarification was needed from the WTA in regards to wording. David Blume seconded the motion. Motion carried.
11) Discussion & possible action re: Waiver of Insurance/Endorsement (Use of Personal Vehicles). Clerk/Treasurer Sara Olson had contacted Rural Insurance and it was indicated that we currently have coverage on our policy for the use of personal vehicles.
12) Discussion & possible action re: December Newsletter. Clerk/Treasurer Sara Olson had requested topics to be discussed in the Town newsletter. The Town Board membesr had shared their recommendations with the Clerk/Treasurer.
13) Discussion & possible action re: Borrowing of funds (MACK Truck). The Town Board discussed the borrowing of funds to purchase the MACK Truck. David Blume made a motion to borrow $120,000.00 for 3 years at 1.35%. David Gollon seconded the motion. Motion carried.
14) Discussion & possible adoption re: Resolution 2014-290 Authorizing Financing for Mack Plow Truck. David Gollon made a motion to adopt Resolution 2014-290 Authorizing Financing for the Mack Plow Truck of $120,000 for three years at 1.35% interest. David Blume seconded the motion. Motion carried.
15) Discussion & possible action re: International Plow Truck. Clerk/Treasurer Sara Olson had indicated that she had contacted Wisconsin Surplus in regards to the motion that was made at the November board meeting, however they were unable to list the item with the conditions set in the motion. David Gollon made a motion to list the International with the following conditions: the minimum bid is $20,000 and the Town has the right to accept or reject any and all bids at the Town board meeting that would be held on December 22nd at 5:30 p.m. David Blume seconded the motion. Motion carried.
16) Discussion & possible action re: Dodgeville Fire Department Budget Update. The Town Board members received a copy of the audit report from Johnson & Block in regards to the Fire Department. David Blume made a motion to have this item appear on next month’s board meeting. David Gollon seconded the motion. Motion carried.
17) Discussion & possible action re: Accident/Incident Policy. Clerk/Treasurer Sara Olson presented the Town Board with a sample of a policy from Iowa County. Town Board member David Gollon had indicated that they had requested a couple and he wasn’t impressed with only receiving one sample. He had requested that the Town Clerk/Treasurer contact the WTA and Rural Insurance for some sample policies as well and to have this Item appear on next month’s agenda.
18) Discussion & possible action re: Time of Regular Town Board Meetings. The Town Board discussed the time of the regular town board meetings on the first Tuesday of every month and wanted to possible start earlier in the winter. David Gollon made a motion to change the time of the regular town board meetings to 5:30 p.m. thru the month of March versus 6:00 p.m. Steven Johnson seconded the motion. Motion carried.
19) Discussion & possible action re: MSDS Sheets. No action was taken.
20) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (X-Mas Bonus) David Blume made a motion to go into closed session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Steven Johnson seconded the motion. Motion carried. Roll call: Gollon, yes; Peterson, yes; Blume, yes; Johnson, yes. Also in attendance was Clerk/Treasurer Sara Olson.
21) Reconvene into Open Session. David Blume made a motion to reconvene into open session. Steven Johnson seconded the motion. Motion carried.
22) Board action as a result of Closed Session. David Gollon made a motion to give Full-time employees a $100 Christmas Bonus and Part-time employees a $50 Christmas Bonus. David Blume seconded the motion. Motion carried.
23) Public Comment. None
24) Adjournment. David Blume made a motion to adjourn the meeting at 8:07 p.m. Steve Johnson seconded the motion. Motion carried.
