Town Board Meeting Minutes
December 4th, 2018
*Immediately following the Sanitary District Board of Commissioners Meeting*
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:54 p.m.
Town Supervisors in attendance were: David Gollon, Peter Vanderloo and David Blume. Also in attendance were Clerk/Treasurer Sara Olson, Kevin Zajicek and Randy Beerkircher.
Everyone in attendance recited the Pledge of Allegiance.
2) Approval of Public Notice/Agenda. Supervisor, David Blume made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.
3) Approval of Meeting Minutes from November 7th, 2018. David Gollon made a motion to approve the three set of meeting minutes from November 7th, 2018 as presented. Peter Vanderloo seconded the motion. Motion carried.
4) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville’s November 2018 Treasurer’s Report stating the following fund balances:
General Checking $ 48,420.47
Farmer’s Savings $ 288,094.81
Local Government Investment Pool $ 7,181.84
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 158,892.57
Township Funds: $ 502,589.69
Tax Funds: $ 0.00
David Blume seconded the motion. Motion carried.
David Gollon made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $7,869.50
David Blume seconded the motion. Motion carried.
5) Bills to be approved. David Gollon made a motion to approve the December 4th, 2018 vouchers in the amount of $21,739.36 and Sanitary District #1 vouchers in the amount of $3,096.66. Peter Vanderloo seconded the motion. Motion carried.
6) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson indicated that the roads were in good shape and the Town Patrolman was preparing for snow.
7) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that she was working on the 2018 tax bills and presented the preliminary major class comparison report.
8) Discussion & possible action re: Assessor Proposals. Clerk/Treasurer Sara Olson presented the assessor proposals. David Blume made a motion to accept and renew the assessor’s contract for 2019 with Magnan Assessment Services in the amount of $15,000 with the same stipulation as the previous contract. David Gollon seconded the motion. Motion carried.
9) Discussion & possible adoption re: Invoices for Equipment Repairs (Kriete & Madison Truck). The Town Board discussed the invoices for equipment repairs from Madison truck in regards to the flushing of the hydraulic system and replacement of the spinner motor. David Judd entered the meeting and discussed the issue with water getting into the hydraulic system. David Judd indicated that Force America has indicated that the amount of water getting into the system is sustainable and wouldn’t damage anything. The Town Board requested that something be received in writing in regards to these concerns from Madison Truck or Force America. The Town Board discussed the invoice from Kriete in regards to the air leaks that were found at the annual service appointment. David Gollon made a motion to pay for the wet service that was performed in the amount of $443.45. David Blume seconded the motion. Motion carried. David Gollon made a motion not to pay for the labor to check for air leaks as well as the replacing of the leaking brake relay valve until the situation is taken care of as it still leaks and should be covered under warranty. Numerous complaints have been submitted in regards to the leaking air. David Blume seconded the motion. The Town Board requested that a letter be drafted and mailed to MACK as well as Kriete in regards to disputing these charges.
10) Discussion & possible action re: Ordinance Chapter 6 Driveway Amendment. The Town Board requested that Ordinance Chapter 6 Driveway Amendment be sent to the Town Plan Commission for discussion.
11) Discussion & possible action re: 2019 Stray Animal Contract & Intake of stray dogs on 10-13. Clerk/Treasurer Sara Olson provided the 2019 Stray Animal Contract to the Town Board. David Gollon made a motion to approve the 2019 Stray Animal Contract with the Iowa County Humane Society and to pay $1,000.00 toward the contract. Peter Vanderloo seconded the motion. Clerk/Treasurer Sara Olson also discussed the intake of stray dogs on 10-13 in which an individual wasn’t able to explain exactly where the animals were found. No action was taken.
12) Discussion & possible action re: Scrap metals collected at the Recycling Center. Clerk/Treasurer Sara Olson indicated that Dolphie Recycling will no longer be picking up the scrap tin collected at the Recycling Center and the Township will need to find another resource to handle this material. The Town Board requested that Clerk/Treasurer Sara Olson look into the amount of material collected annually, the revenue received from the scrap metals and the Recycling Center Grant. The Town Board indicated that they would further discuss this at the January Town Board meeting. David Gollon made a motion to have William Blume dispose of the tin that is currently in the Recycling Center and provide evidence of disposal. Peter Vanderloo seconded the motion Motion carried. David Blume abstained from the motion.
13) Discussion & possible action re: Town of Dodgeville Employment Manual. The Town Board discussed the wording of Section 5.05 Overtime for clarification. The Town Board indicated that they would like Clerk/Treasurer Sara Olson to prepare a draft of the proposed modifications to make this Section more understandable. Clerk/Treasurer Sara Olson also inquired about having the Friday off after Thanksgiving as a holiday versus Veteran’s Day. The Town Board indicated that they would discuss this proposal and Section 5.05 at the January Town Board meeting. No action was taken.
14) Closed Session in accordance with Wisconsin Statue 19.85 (1) © to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Christmas Bonus & Compensation). David Gollon made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) © to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Christmas Bonus). Peter Vanderloo seconded the motion. Motion carried. Roll call: Blume, yes; Peterson, yes; Gollon, yes; and Vanderloo, yes. Also in attendance was Clerk/Treasurer Sara Olson.
15) Reconvene into Open Session. David Gollon made a motion to reconvene into open session. Peter Vanderloo seconded the motion. Motion carried.
16) Board action as a result of Closed Session. Peter Vanderloo made a motion to issue Christmas Bonuses in the amount of $150.00 to full-time employees and $75.00 to part-time employees. David Gollon seconded the motion. Motion carried. David Blume abstained.
17) Public Comment. None.
18) Adjournment. David Gollon made a motion to adjourn the meeting at 8:32 p.m. Peter Vanderloo seconded the motion. Motion carried.
