Town Board Meeting Minutes
December 5th, 2017
*Immediately following the Special Meeting of the Town Electors*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:01 p.m.

Town Supervisors in attendance were: David Gollon and Peter Vanderloo. Excused was David Blume. Also in attendance were Clerk/Treasurer Sara Olson, Jeffrey Haylock, Randy Beerkircher and Mark Lepinski.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Peter Vanderloo made a motion to approve the public notice and agenda seconded by Supervisor, David Gollon. Motion carried.

3) Approval of Meeting Minutes from November 7th, 2017 (3 Sets of Minutes). David Gollon made a motion to approve the meeting minutes from November 7th, 2017 as submitted. Peter Vanderloo seconded the motion. Motion carried.

4) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville’s November 2017 Treasurer’s Report stating the following fund balances:

General Checking $ 237,086.16
Farmer’s Savings $ 5,455.50
M&I Tax Account $ 174,372.16
Local Government Investment Pool $ 7,061.83
M&I CD’s $ 50,895.21
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 174,372.16

Township Funds: $ 474,870.86
Tax Funds: $ 0.00

Peter Vanderloo seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $17,907.52

Peter Vanderloo seconded the motion. Motion carried.

5) Bills to be approved. Peter Vanderloo made a motion to approve the December 5th, 2017 vouchers in the amount of $77,422.68. David Gollon seconded the motion. Motion carried.

6) Town Roads/Equipment Report. Kyle Levetzow arrived during the discussion of this agenda item. Clerk/Treasurer Sara Olson informed the board of the progress of correcting the issues with the 2018 MACK.

7) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson informed the board of the progress of mailing out the 2017 tax bills and presented a draft copy of the winter newsletter. Town Chairman, Curt Peterson had discussed the issuance of Christmas Bonuses for 2017 as completed in the past. Peter Vanderloo made a motion to give a Christmas bonus in the amount of $100.00 to the full-time employees and $50.00 to the part-time employees. David Gollon seconded the motion. Motion carried.

8) Discussion & possible action re: Reduction of Speed Limit on Military Ridge Road. Town Resident, Mark Lepinske presented a petition to lower the speed limit on Military Ridge Road. The Town Board discussed the petition, the state statues in regards to speed limits and the authority to change as well as the current engineering of Military Ridge Road. David Gollon made a motion to present a Resolution at the January 2nd, 2018 meeting to reduce the speed limit to 45 miles per hour on the Town’s portion of Military Ridge Road. Kyle Levetzow seconded the motion. Motion carried.
9) Discussion & possible action re: Military Ridge Road Engineering Services & Updates. Town Chairman, Curt Peterson presented the engineering plans that were completed by KD Engineering on Military Ridge Road to the Town Board. The Town Board discussed the existing roads layout, what potential speed limit they would like to design the road for as well as if they would potentially construct a bicycle lane on Military Ridge Road. These factors would help determine the estimated cost of the Military Ridge Road project. Town Chairman, Curt Peterson had indicated that the next step in the process would be to complete some borings. The Town Board requested that estimated costs are obtained for these services and brought back to the January meeting.
10) Discussion & possible action re: BMO Certificate of Deposit. Clerk/Treasurer Sara Olson presented information in regards to the maturity of the BMO Certificate of Deposit and recommended the funds be placed into the general checking account due to it will bear more interest. David Gollon made a motion to not renew the BMO Certificate of Deposit. Kyle Levetzow seconded the motion. Motion carried.

11) Discussion & possible action re: 2018 Iowa County Humane Society Stray Animal Contract. Clerk/Treasurer Sara Olson presented the 2018 Iowa County Humane Society Stray Animal Contract. Peter Vanderloo made a motion to accept the 2018 Iowa County Humane Society Stray Animal Contract. Kyle Levetzow seconded the motion. Motion carried.

12) Discussion & possible action re: City of Dodgeville Agreement for City Sewer & Water Services. David Blume arrived during the discussion of this agenda item. Clerk/Treasurer Sara Olson indicated that the City of Dodgeville was still working on reviewing the drafted document. No action was taken.

13) Discussion & possible action re: Proposal for City Sewer/Water Connection. Clerk/Treasurer Sara Olson presented a proposal from Rule Construction for the City Sewer/Water connection. The Town Board discussed the proposal and indicated that no action would be taken at this time due to the agreement not being completed and the ground becoming frozen.

14) Discussion & possible action re: Lighting in the Town Shop. Town Chairman, Curt Peterson discussed the possibilities of updating the light fixtures in the Town Shop utilizing a retrofit kit. Clerk/Treasurer Sara Olson indicated that she will be contacting Focus on Energy in regards to any potential funding available to complete the project. No action was taken.

15) Discussion & possible action re: Clerk/Treasurer Contract. Clerk/Treasurer Sara Olson presented an updated Clerk/Treasurer Contract for renewal effective June 3rd, 2017. Kyle Levetzow made a motion to approve the Clerk/Treasurer Contract as presented. David Blume seconded the motion. Motion carried.

16) Discussion & possible action re: Local Update of Census Addresses Registration. Clerk/Treasurer Sara Olson presented information in regards to the request received by the US Census Bureau in regards to the participation in the local update of Census addresses registration. No action was taken.

17) Discussion & possible action re: 2016 E-CMAR Report Comments for Sanitary District #1. Clerk/Treasurer Sara Olson presented comments that were received in regards to the 2016 E-CMAR Report for Sanitary District #1. David Gollon made a motion to acknowledge the received comments. Peter Vanderloo seconded the motion. Motion carried.

18) Discussion & possible adoption re: Resolution 2017-301 Appointment of Chief Election Inspectors & Poll Workers for the 2018-2019 term. David Gollon made a motion to approve Resolution 2017-301 Appointment of Chief Election Inspectors & Poll Workers for the 2018-2019 term. David Blume seconded the motion. Motion carried.

19) Discussion & possible adoption re: Ordinance Chapter 31 Prohibiting of Parking on Town Road Right-of-Ways. The Town Board discussed the drafted ordinance and the prohibiting of parking on the Town Road right-of-ways. No action was taken in regards to the Ordinance as Town Chairman Curt Peterson had indicated that he would contact the property owners that are creating a safety hazard by parking multiple cars on the Town Road right-of-way on Brennan Road versus utilizing the existing driveway.

20) Public Comment. Clerk/Treasurer Sara Olson presented information in regards to a variance hearing for a property located on Brennan Road.

21) Adjournment. David Blume made a motion to adjourn the meeting at 7:48 p.m. Kyle Levetzow seconded the motion. Motion carried.
