Town Board Meeting Minutes
December 6th, 2022
*6:00 p.m.*
1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 6:02 p.m.
Town Supervisors in attendance were Pam Johnson-Loy, Kyle Levetzow, Peter Vanderloo and David Pope. Also, in attendance were Clerk/Treasurer Sara Olson, Greg Jewell, Kevin Zajicek and Randy Beerkircher.
Everyone in attendance recited the Pledge of Allegiance.
2) Approval of Public Notice/Agenda. Supervisor, David Pope made a motion to approve the public notice and agenda seconded by Supervisor, Pam Johnson-Loy. Motion carried.
3) Public Comment. None
4) Approval of Meeting Minutes from November 3rd, 2022 (3 Sets of Minutes). David Pope made a motion to approve the three sets of meeting minutes from November 3rd, 2022 as presented. Pam Johnson-Loy seconded the motion. Motion carried.
5) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Pope made a motion to approve the Town of Dodgeville’s November 2022 Treasurer’s Report stating the following fund balances:
General Checking $ 159,881.04
Farmer’s Savings $ 123,433.51
Local Government Investment Pool $ 7,482.98
Farmer’s Savings Tax Account $ 0.00
Intra-Fi CD’s $ 1,001,992.92
Township Funds: $1,292,790.45
ARPA Funds: $ 147,965.32
Peter Vanderloo seconded the motion. Motion carried.
David Pope made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $ 17,239.93
Peter Vanderloo seconded the motion. Motion carried.
6) Bills to be approved. Kyle Levetzow made a motion to approve the December 6th, 2022 vouchers in the amount of $30,023.06 and Sanitary District #1 vouchers in the amount of $4,350.40. David Pope seconded the motion. Motion carried.
7) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson updated the Town Board in regards to the completed bridge repairs on Hunter Hollow, roadway conditions and the receiving of the new backhoe/loader. Town patrolman Randy Beerkircher presented updated pricing in regards to mowing equipment as well as information and pricing for a new radio for the backhoe/loader. No action was taken.
8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that tax bill preparations were taking place as well as constructing the 2022 newsletter and anticipated them to be mailed by December 9th, 2022.
9) Discussion & possible action re: Selecting of Engineering Firm for Military Ridge Road TRI-S Project. David Pope made a motion to select KD Engineering based on the list of consultants that have previously provided services to the Town of Dodgeville. Kyle Levetzow seconded the motion. Motion carried. The Town Board requested that Town Chairman, Curt Peterson contact KD Engineering to start the bidding process for the project.
10) Discussion & possible action re: Final Approval and Disbursement of Greenleaf Broadband Grant. No action was taken.
11) Discussion & possible action re: Resolution 2022-141 Adopting the 2022 Iowa County Hazard Mitigation Plan Update. Peter Vanderloo made a motion to adopt Resolution 2022-141 Adopting the 2022 Iowa County Hazard Mitigation Plan Update. David Pope seconded the motion. Motion carried.
12) Discussion and possible action re: Extended Warranty for Purchased Backhoe. The Town Board requested that additional information be obtain in regards to the extended warranty options for the backhoe/loader.
13) Discussion & possible action re: Town of Dodgeville / ATC Road Use Agreement. Greg Jewell from Jewell & Associates presented information in regards to the proposed ATC Road Use Agreement and recommended getting some clarity in regards to Item #7 as well as requesting a subsequent assessment be completed of Leffler Road due to the reconstruction of the roadway being completed prior to signing the agreement. The Town Board requested that Clerk/Treasurer Sara Olson contact ATC in regards to these matters. No action was taken.
14) Discussion & possible action re: 2022 Election Security Subgrant. Clerk/Treasurer Sara Olson indicated that the Town of Dodgeville applied and received a 2022 Election Security Subgrant in the amount of $1,200.00 to be utilized toward reaching baseline security standards and/or for additional eligible election security expenses.
15) Discussion & possible action re: X-Mas Bonuses. David Pope made a motion to approve a $150.00 net bonus to all full-time employees and a $75.00 net bonus to all part-time employees. Kyle Levetzow seconded the motion. Motion carried.
16) Discussion & possible action re: Premium Pay Bonuses. The Town Board discussed the issuance of a premium pay bonus to all Town employees utilizing the ARPA Funds for hours worked from 8-3-2022 thru 12-28-2022. Kyle Levetzow made a motion to issue a $1.50 an hour premium pay bonus to the Recycling Center Attendants; a $1.00 an hour premium pay bonus to the part-time/seasonal Town Road patrolmen and a $3.00 an hour premium pay bonus to the election workers. This premium pay bonus is based on hours physically worked and is from 8/3/2022 – 12/28/2022. Peter Vanderloo seconded the motion. Motion carried. Kyle Levetzow made a motion to issue a $1.50 an hour premium pay bonus to the Clerk/Treasurer and a $1.00 an hour premium pay bonus to the Full-Time Patrolmen. This premium pay bonus is based upon a 40-hour work week and is from 8/3/2022 – 12/28/2022. Peter Vanderloo seconded the motion. Motion carried.
17) Adjournment. Peter Vanderloo made a motion to adjourn the meeting at 7:13 p.m. Pam Johnson-Loy seconded the motion. Motion carried.
