Town Board Meeting Minutes
February 10th, 2016
5:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 5:00 p.m.

Town Supervisors in attendance were: David Gollon, Peter Vanderloo, David Blume and Steven Johnson. Also in attendance was Clerk/Treasurer Sara Olson.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Steven Johnson made a motion to approve the public notice and agenda seconded by Supervisor, David Blume. Motion carried.

3) Approval of Meeting Minutes from January 5th, 2016. David Gollon made a motion to approve the original meeting minutes from January 5th, 2016 which included the word final in Item #16. Peter Vanderloo seconded the motion. Motion carried.

4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Blume made a motion to approve the Town of Dodgeville’s January 2016 Treasurer’s Report stating the following fund balances:

General Checking $ 152,715.27
Farmer’s Savings $ 5,410.55
M&I Tax Account $ 502,696.59
Local Government Investment Pool $ 6,986.95
M&I CD’s $ 50,850.70
Farmer’s Savings Tax Account $ 624,342.32

Township Funds: $ 355,166.42
Tax Funds: $ 987,835.96

Peter Vanderloo seconded the motion. Motion carried.

David Blume made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $17,186.00
Sanitary District #2 $ 7,717.65

Peter Vanderloo seconded the motion. Motion carried.

5) Bills to be approved. David Gollon made a motion to approve the February 10th, 2016 vouchers in the amount of $71,354.68. Peter Vanderloo seconded the motion. Motion carried. Town Supervisor, David Gollon had requested that all equipment purchases that are not normal repairs be authorized at a Town Board meeting or discussed with the Town Chairman prior to purchasing the item.

6) Town Roads/Equipment Report. Town Chairman, Curt Peterson had updated the Town Board in regards to the status of the roads, the incident that happened to the F550 on James Road and the Peterbilt which is currently being repair at James Tractor & Truck in Cobb.

7) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that the 2015 Audit was completed and reminding the Town Board of the Primary Election that would take place on February 16th, 2016.

8) Discussion & possible action re: Plan Commission Recommendations. The Town Board discussed the Plan Commission Recommendation in regards to the conditional use application of Quality Liquid Feeds. David Blume made a motion to recommend the approval of the conditional use application of Quality Liquid Feeds for the purpose of office and research space on a 4.75 acre parcel currently zoned B-2 Highway Business located in the SW ¼ of the SE ¼ of Section 16, Town 6 North, Range 3 East. David Gollon seconded the motion. Motion carried.

9) Review of Year End Budget Figures - 2015. The Town Board reviewed the year end 2015 budget figures. The Town Board indicated that the funds received from the sale of the International Plow Truck in the amount of $56,500 would be put into the reserved equipment purchase fund.

10) Discussion & possible action re: Resolution 2016-292 Year End Budget Amendments. David Gollon made a motion to approve Resolution 2016-292 2015 Year End Budget Amendments. Peter Vanderloo seconded the motion. Motion carried.

11) Discussion & possible action re: Blotz Bridge/Road Update. Clerk/Treasurer Sara Olson indicated the final engineers estimate, the estimated time line and reminded the Town Board about the temporary crossing for Blotz Bridge.

12) Discussion & possible action re: Ford 550. Clerk/Treasurer Sara Olson had presented an estimate for the damages on the F550. The Town Board indicated that they would wait till spring to repair the damages and request this item appear on the April agenda. No action taken.

13) Discussion & possible action re: Snow Plowing Policy. The Town Board members discussed the current snow plowing policy in regards to who’s calling out the employees to plow, how complaints are being handled and how everything is working with the part-time positions. It was indicated that Town Chairman, Curt Peterson is making the calls and directly working with the employees.

14) Discussion & possible action re: Town of Dodgeville Website. Town Board Supervisor, Peter Vanderloo and Steve Johnson requested that the Town of Dodgeville Website be updated.

15) Discussion & possible action re: Wisconsin Act 79. Clerk/Treasurer Sara Olson presented information from the Wisconsin Towns Association in regards to the current law changes with Wisconsin Act 79. The Town Board indicated that they would discuss Wisconsin Act 79 and any modifications that they would like to make in regards to the Towns posting procedures once the website is updated.

16) Discussion & possible action re: Evans Quarry Road Damages. Clerk/Treasurer Sara Olson presented correspondence from Attorney William Morgan in regards to the status of the Evans Quarry Road damages case.

17) Discussion & possible action re: Radios. Clerk/Treasurer Sara Olson presented information and a quote in regards to the Town radios. David Gollon made a motion to install radios in the mower tractor and the Ford F550 as well as the programming of the grader, Mack, and the F550 radio to include the county channels. Steven Johnson seconded the motion. Motion carried.

David Gollon and David Blume left the meeting.

18) Discussion & possible action re: Business Credit Card & Credit Card Policy. The Town Board discussed the updated credit card policy drafted by Clerk/Treasurer Sara Olson. The Town Board modified the second page changing the employee agreement state Credit Card User Agreement. Steven Johnson made a motion to approve and adopt the modified credit card policy. Peter Vanderloo seconded the motion. Motion carried. Steven Johnson requested that Clerk/Treasurer Sara Olson and one other individual with check signing authority sign up for fraud alerts on the credit card.

19) Public Comment. Town Supervisor, Steven Johnson had indicated that it has been brought to his attention that Iowa County has an animal ordinance in which it potentially makes the municipalities responsible for stray cats.

20) Adjournment. Peter Vanderloo made a motion to adjourn the meeting at 6:44 p.m. Steven Johnson seconded the motion. Motion carried.
