Regular Town Board Meeting
February 3rd, 2009 @ 6:00 p.m.
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 p.m.
Town Supervisors in attendance were: David Gollon, David Thomas and Charles Price. Also in attendance were Clerk Sara Olson, Craig Hardy, Scott Godfrey, Nancy Mueller, Tom Mueller, Randy Sudmeier, Jim Murn, Barb Feeney, Larry Barta, Bruce Bowden, Robert Thomas and Terry Reed.
2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, David Thomas. Motion carried.
3) Approval of Meeting Minutes from January 6th 2009 and January 15th, 2009. David Gollon made a motion to approve the January 6th, 2009 meeting minutes as presented. David Thomas seconded the motion. Motion carried. David Thomas abstained from the motion as he wasn’t in attendance at this meeting. David Gollon made a motion to approve the Special Town Board Meeting minutes from January 15, 2009 as presented. David Thomas seconded the motion. Motion carried.
Curt Peterson made a motion to suspend the agenda. David Gollon seconded the motion. Motion carried.
4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. David Thomas made a motion to approve the Town of Dodgeville January 2009 Treasurer’s Report as submitted stating the following fund balances:
General Checking $ 19,872.42
Farmer’s Savings $ 185,041.56
Wells Fargo Tax Account $ 973,435.56
Local Government Investment Pool $ 6,896.26
David Gollon seconded the motion. Motion carried.
David Thomas made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:
Sanitary District #1 $ 12,021.48
Sanitary District #2 $ 3,655.76
Sanitary District #3 $ 275.80
David Gollon seconded the motion. Motion carried.
5) Bills to be approved. David Gollon made a motion to approve the February vouchers in the amount of $30,270.52. The Town Board will not be paying Hallada Motors in the amount of $34.78 until there is further clarification on the invoice the town received. David Thomas seconded the motion. Motion carried.
6) Discussion and possible action re: Final Road Acceptance for 2nd Northridge Addition, Penny Lane. This item is to be place on a future agenda due to the necessary paperwork has not yet been completed by Bruce Bowden. No action taken.
7) Discussion and possible action re: Alternative Option for County Y Interchange and Introduction of Iowa County Highway Commissioner Craig Hardy. The Iowa County Highway Commissioner Craig Hardy gave and introduction of himself to the Town Board members. Larry Barta and Barb Feeney from the Department of Transportation provided the audience and the Town Board with maps showing three different alternatives for the County Y Interchange. The Department of Transportation, Town Board and the general public talked about the proposed alternatives in great detail as well as traffic counts, future development, reflection lighting, use of right-away acres and different alternatives that could possibly be considered. No action taken. The next necessary step is to have a public meeting and notify all land owners that could be affected by any alternative to get some feedback from the general public.
8) Discussion and possible action re: Log Inn Liquor License. Darold Rux, owner of the Log Inn, asked Sara Olson to present a question to the Town Board in reference to surrendering his current liquor license based upon it being issued to Sam & Maddies, Inc. The question was as follows: Can the Town Board guarantee me that once I surrender my liquor license based upon it being issued to Sam & Maddies, Inc. if something happens and I am no longer leasing the building to another party that I will get my liquor license back? The Town Board stated that they could not make any guarantees as there are several factors that play into liquor licenses. No action taken.
9) Discussion and possible action re: Wisconsin Towns Association 2009 Urban Towns Committee. Clerk/Treasurer Sara Olson received a request from the Wisconsin Towns Association to become a member of the Urban Towns Committee. The annual dues are in the amount of $410.50 and the membership is from January 1, 2009 to December 31, 2009. David Gollon made a motion to deny the request of becoming a member of the Urban Towns Committee for the year 2009 with annual dues in the amount of $410.50. Charles Price seconded the motion. Motion carried.
10) Discussion & possible action re: Delinquent Utility Disconnection Notice. Clerk Sara Olson presented the Town Board with a Delinquent Utility Disconnection Notice to be issued to Sanitary District User’s with a delinquent account balance. The Town Board reviewed the document for approval. Charles Price made a motion to approve the Delinquent Utility Disconnection Notice with a reconnection charge of $40.00, if a disconnection occurs. David Gollon seconded the motion. Motion carried.
11) Discussion & possible action re: Items for the Iowa County Courthouse Sesquicentennial Committee (Time Capsule). Clerk Sara Olson received a letter from the Iowa County Courthouse Sesquicentennial Committee asking if the Town Board would consider municipal items for encasement inside a capsule that would be sealed on June 13, 2009 which is the courthouses 150th anniversary celebration and not opened again until June, 2059. The Town Board indicated that they would be willing to contribute a CD that would contain the Town of Dodgeville’s Comprehensive Plan and the 2009 Town Budget. Clerk Sara Olson was instructed to forward a letter to Iowa County Clerk Greg Klusendorf stating the items for consideration. No action taken.
12) Discussion & possible action re: Iowa County Humane Society Procedures and Reports. Clerk Sara Olson presented the Town Board with copies of the ICHS Adoption Policies as well as the ICHS Stray Animal Policy as requested at the January meeting. Sara Olson also presented to the Town Board the number of stray animals from the Township that were taken to the Iowa County Humane Society in the year 2008. Forty-six dogs and fifty-eight cats were taken to the Iowa County Humane Society as a stray for the year 2008. Sara Olson also provided clarification of other reports that were presented to the Town Board at the January meeting. No action taken.
13) Discussion & possible action re: International League of Cities. Clerk Sara Olson presented the Town Board with an annual membership and directory notice from the International League of Cities. David Thomas made a motion to deny the annual membership and directory notice as the Town Board is currently not interested. David Gollon seconded the motion. Motion carried.
14) Discussion & possible adoption re: 2009-258 Resolution Authorizing the Use of Special Registration Deputies and Tabulators on Election Day. Charles Price made a motion to approve and adopt Resolution 2009-258 Resolution Authorizing the Use of Special Registration Deputies and Tabulators on Election Day as submitted. The Special Registration Deputies and Tabulators for the 2009 elections are Mary Dolan, Lynette Miess, Grace Judd and Judie Gibbon. David Thomas seconded the motion. Motion carried
15) Public Comment. Clerk Sara Olson informed the Town Board that she has been appointed as the Emergency Fire Warden for the Town of Dodgeville. Sara Olson also informed the Town Board that the Town of Dodgeville website received 97 visitors for the month of January. Terry Reed also informed the Board about a petition that he was going to be submitting in February.
16) Adjournment. David Gollon made a motion to adjourn the meeting at 9:32 p.m. David Thomas seconded the motion. Motion carried.
