Town Board Meeting Minutes
February 6th, 2024
*6:00 p.m. *


1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were Peter Vanderloo, David Pope, Pam Johnson-Loy and Kyle Levetzow. Also in attendance were Clerk/Treasurer Sara Olson, Patrick Gehl, Jeff Haylock, Randy Beerkircher and Kevin Zajicek.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, David Pope. Motion carried.

3) Public Comment. Town Supervisor, Pam Johnson mentioned that she recently attended a Long View Alliance Group meeting in regards to the wind turbines and it was indicated that some municipalities are receiving petitions in regards to the turbines. Kyle Levetzow also mentioned that the turbine companies are out in the area trying to contact landowners. Patrick Gehl from Pattern Energy introduced himself as the new contact for the area and presented his contact information.

4) Approval of Meeting Minutes from January 2nd, 2024. David Pope made a motion to approve the meeting minutes from January 2nd, 2024 as presented. Pam Johnson-Loy seconded the motion. Motion carried.

5) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Pam Johnson-Loy made a motion to approve the Town of Dodgeville’s January 2024 Treasurer’s Report stating the following fund balances:

General Checking $ 360,711.47
General Checking – Tax Funds $ 0.00
Farmer’s Savings $ 5,567.02
Farmer’s Savings – Tax Funds $ 555,863.66
Local Government Investment Pool $ 7,919.02
Farmer’s Savings Tax Account $ 951,320.37
Intra-Fi CD’s $ 420,059.62

Township Funds: $ 794,257.13
Tax Funds: $1,507,184.03
ARPA Funds: $ 130,407.84

Kyle Levetzow seconded the motion. Motion carried.

Pam Johnson-Loy made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $ 18,069.74

Kyle Levetzow seconded the motion. Motion carried.

6) Bills to be approved. Kyle Levetzow made a motion to approve the February 6th, 2024 vouchers in the amount of $20,930.94 and Sanitary District #1 vouchers in the amount of $2,835.00. David Pope seconded the motion. Motion carried.

7) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson indicated that a property damage ticket was received for an accident involving the Survey Rd bridge. Town Patrolman, Randy Beerkircher indicated that the Chevy 5500 would be completed in the next couple weeks and discussed the different options and a new discount that was available. Town Chairman, Curt Peterson discussed the age of the grader and indicated that he would like to look into a used grader.

8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that there wouldn’t be a Primary Election in the Township on February 20th, 2024. Sara Olson also indicated that personal property is going to be subsidized by the State of Wisconsin beginning in 2024. Any building on managed forest lands or leased lands will be assessed as real property.

9) Discussion & possible action re: Stray Animals (Governor Dodge State Park). Clerk/Treasurer Sara Olson indicated that Governor Dodge State Park had contacted the Township in regards to the Townships policy of pre-authorization prior to taking a stray cat to the humane society. Governor Dodge State Park was wondering if an exception could be given due to the timing of when stray animals are caught and not having any place to keep them until the Humane Society is opened. The Town Board discussed the matter and indicated that they will need to follow the current policy and wanted to encourage them not to trap feral cats. No action was taken.

10) Discussion & possible action re: Snow Plowing Procedures & Policies. Town Supervisor, Peter Vanderloo indicated that he would like to see the Township create and adopt some policies and procedures in regards to snow plowing. Peter Vanderloo indicated that he would be working on drafting some of these documents to present to the Board.

11) Discussion & possible action re: WTA 2024 District Meeting. Clerk/Treasurer Sara Olson presented information in regards to the WTA 2024 District Meeting to be held on Friday, February 23rd in Barneveld. Peter Vanderloo made a motion to approve the attendance of any Town Board members and the Clerk/Treasurer. Kyle Levetzow seconded the motion. Motion carried.

12) Discussion & possible action re: Quickbooks 2021 Discontinuation. Clerk/Treasurer Sara Olson updated the Town Board in regards to Quickbooks 2021 discontinuation and would present additional information at the March meeting. No action was taken.

13) Adjournment. Kyle Levetzow made a motion to adjourn the meeting at 7:23 p.m. David Pope seconded the motion. Motion carried.
