Sanitary District #1 and #2 Board of Commissioners
January 15, 2009 @ 5:00 p.m.
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 5:10 p.m.

Town Supervisors in attendance were: Charles Price, David Gollon and David Thomas. Also in attendance was Clerk Sara Olson and Cory Berg who arrived at 5:30 p.m.

2) Approval of Public Notice/Agenda. Supervisor, Charles Price made a motion to approve the public notice and agenda seconded by Supervisor David Gollon. Motion carried.

3) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (e) for deliberating or negotiating the purchasing of public properties, the investing of public funds, or conduction other specified public business, with competitive or bargaining implications. David Gollon made a motion to go into closed session in Accordance with Wisconsin Statue 19.85 (1) (e) for deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, with competitive or bargaining implications. David Thomas seconded the motion. Roll call: Peterson, yes, Price, yes, Gollon, yes, Thomas, yes. Motion carried. Also present was Clerk Sara Olson.

4) Reconvene into Open Session. David Thomas made a motion to reconvene into open session at 5:29 p.m. Charles Price seconded the motion. Motion carried.

5) Board Action as a Result of Closed Session. Charles Price moved to accept the Sanitary District #1 User Agreement between Sanitary District #1 of the Town of Dodgeville and Quality Liquid Feeds as presented. David Gollon seconded the motion. Motion carried.
6) Discussion and possible action re: Sanitary District #1 of the Town of Dodgeville Sanitary Sewer User Agreement between Sanitary District #1 of the Town of Dodgeville and Quality Liquid Feeds. David Gollon made a motion to accept the Sanitary District #1 of the Town of Dodgeville Sanitary Sewer User Agreement between Sanitary District #1 of the Town of Dodgeville and Quality Liquid Feeds with approval of the hook-up from the City of Dodgeville Council that is to meet on Tuesday, January 20, 2009. The agreement will be recorded with Iowa County Register of Deeds. Charles Price seconded the motion. Motion carried. David Thomas abstained from this motion.
7) Discussion and possible action re: Sanitary District #2 Special Charges. David Gollon made a motion to assess a Special Charge in the amount of $5.00 per month to all Sanitary District #2 users. This charge is to be reviewed annually and will appear beginning on the January invoice due in February. This charge is to build up a reserve fund for current and future maintenance costs and a inadequate fund balance when users are slow to pay their utility bill. David Thomas seconded the motion. Motion carried.
8) Discussion of any other matters pertaining to Sanitary District #1 and #2. The Town Board talked about creating a policy indicating procedures for hooking up of users outside the Sanitary District #1 boundaries. No action taken.
9) Adjournment. David Gollon made a motion to adjourn the meeting at 6:23 p.m. David Thomas seconded the motion. Motion carried.
