Town Board Meeting Minutes
January 5th, 2010
6:00 P.M.
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:09 P.M.
Town Supervisors in attendance were: Charles Price, David Thomas and David Gollon. Thomas Mueller was absent. Also in attendance was Clerk Sara Olson.
2) Approval of Public Notice/Agenda. Supervisor, Charles Price made a motion to approve the public notice and agenda seconded by Supervisor, David Gollon. Motion carried.
3) Approval of Meeting Minutes from December 1st, 2009 and December 17th, 2009. David Gollon made a motion to approve the meeting minutes from December 1st, 2009 as submitted. Charles Price seconded the motion. Motion carried. No minutes were submitted for the December 17th, 2009 meeting. The approval of these minutes will appear on the February agenda. No action taken.
4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville December 2009 Treasurer’s Report as submitted stating the following fund balances:
General Checking $ 16,539.40
Farmer’s Savings $ 7,474.39
M&I Tax Account $ 1,213,778.61 *$26,589.39 is Dodgeville Township Money*
Local Government Investment Pool $ 6,928.27
M&I CD’s $ 100,091.81
Total Funds: $ 1,344,812.48
Township Funds: $ 157,623.26
David Thomas seconded the motion. Motion carried.
David Gollon made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:
Sanitary District #1 $15,359.25
Sanitary District #2 $ 4,333.36
Sanitary District #3 $ 112.97
David Thomas seconded the motion. Motion carried.
5) Bills to be approved. Charlie Price made a motion to approve all the January Vouchers as submitted totaling $95,451.68. David Thomas seconded the motion. Motion carried. The original amount of all the January Vouchers presented to the board was $95,656.37 due to a calculation error the total amount of all January Vouchers were $95,451.68.
6) Discussion & possible action re: 2010 TRIP Program Update. Clerk/Treasurer Sara Olson presented the Town Board with meeting minutes from the TRIP Committee meeting that took place December 14, 2009. The minutes indicated that the Esch Road TRIP project in the Town of Dodgeville would be allocated $21,014.18 versus the $30,000.00 (50% of the cost to complete the project) that was requested due to this project is a safety and reconstruction project. The minutes also indicated that the Town of Dodgeville will have to apply for an exception to the Town Road standards due to the vertical slope along its’ route, which can’t be corrected due to terrain and cost-benefit relationship. The TRIP Committee also accepted the TRIP-D application on Brue Road based on the merits of a safety enhancement to vertical alignment, structure replacement for a non LBP eligible box culvert, and reconstruction of the existing road base. No action taken.
7) Discussion & Possible action re: Focus on Energy Audit. Clerk/Treasurer Sara Olson presented the Town Board with the energy audit that was conducted on the Town Hall/Shop by Focus on Energy. The Town Board reviewed the information and requested that we contact Focus on Energy to see what grants are available to help pursue some on the cost saving measures that were presented in the audit. No action taken.
8) Discussion & possible action re: 2010 Stray Animal Contract & Statistics. Clerk/Treasure Sara Olson presented the Town Board with a copy of the 2010 Stray Animal Contract & statistics that was received from the Iowa County Humane Society. The Stray Animal Contract indicated the Iowa County is asking for a minimum 10% increase over the 2009 rate that was paid due to the services that the Iowa County Humane Society provides has expanded to not only housing our stray animals but now they assist with dog licensing and other animal related issues. The Town Board also reviewed the statistics and saw a decrease in the number of stray animals that were from the Town of Dodgeville compared to prior years. The Town Board indicated that the decrease was due to the Town of Dodgeville doubled the amount of dog licenses obtain from 2008 to 2009. David Thomas made a motion to approve the 2010 Stray Animal Contract in the amount of $3,150.00 with a letter indicating that in 2009 the Town of Dodgeville increased their contract amount by 34% therefore the Town of Dodgeville will only be increasing the contract amount by 5% in 2010. Charles Price seconded the motion. Motion carried.
9) Discussion & possible action re: Private Road Waivers (Snow Plowing). The Town Board discussed the need of private road waivers for individuals that utilize the Town of Dodgeville for snow plowing of a private road. David Gollon made a motion that if individuals are going to utilize the Town of Dodgeville for snow plowing of a private road a private road waiver will need to be signed by the property owner releasing all liability and responsibility of any damages that may occur from the Town of Dodgeville. The private road waiver is for the safety and protection of the Township. David Thomas seconded the motion. Motion carried. The Town Board has requested that this information be placed in the next Town of Dodgeville newsletter to notify residents of the change.
10) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Gollon made a motion to go into closed session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility at 7:53 p.m.. David Thomas seconded the motion. Motion carried. Roll call: Peterson, yes; Gollon, yes; Price, yes and Thomas, yes. Clerk/Treasurer Sara Olson was also present during closed session.
11) Reconvene into Open Session. David Gollon made a motion to reconvene into open session at 8:15 p.m. Charles Price seconded the motion. Motion carried.
12) Board Action as a Result of Closed Session. The Town of Dodgeville accepted Les Evan’s (Full-Time Patrolmen) two week notice dated January 3rd, 2010. David Gollon made a motion to fill the full-time patrolmen position internally effective January 18, 2010 by offering the position to Charlie Rolli who is currently the permanent part-time employee. Charlie Rolli would receive a wage of $17.17 an hour as well as the Full-Time benefits indicated in the Town of Dodgeville employee manual. David Thomas seconded the motion. Motion carried. David Gollon made a motion to allow Charlie Rolli to take the Full-Time patrolmen position for a probationary period of 100 days to allow Charlie time to become acquainted with the position and requirement if so desired. Charlie Rolli would receive a wage of $17.17 an hour, Full-Time benefits indicated in the Town of Dodgeville employee manual with the exception of the option to be reimbursed up to $1,050.00 a month for medical insurance. David Thomas seconded the motion. Motion carried.
David Thomas made a motion to offer Rick James an opportunity to become a Temporary Part-Time Patrolmen for the Town of Dodgeville. The Temporary Part-Time patrolmen will receive no benefits from the Town of Dodgeville and will be temporary. Charlie Price seconded the motion. Motion carried. David Gollon abstained from the motion due to reasons of employment.
13) Public Comment. Charlie Price presented information to the Board in reference to the following: Iowa County Area Economic Development Annual Meeting, Ordinance No. 375 Animal Regulations and Treatments, and the Wisconsin Towns Association meeting scheduled for the 12th of February. Charlie Price also indicated to the Town Board that the Chamber of Commerce would be hosting an information meeting for hotels in January in reference to the Hotel/Motel Tax.
14) Adjournment. David Thomas made a motion to adjourn the meeting at 8:32 P.M. Charlie Price seconded the motion. Motion carried.
