Town Board Meeting Minutes
January 6th, 2015
5:30 p.m.
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 5:33 p.m.
Town Supervisors in attendance were: David Gollon, David Blume and Steve Johnson. Also in attendance were Clerk/Treasurer Sara Olson and Gregory Jewell.
2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Steven Johnson. Motion carried.
3) Approval of Meeting Minutes from December 2nd & December 22nd. David Blume made a motion to approve the December 22nd minutes as submitted and the December 2nd minutes with a correction being made to the third sentence in Item #7 as well as adding an additional sentence. The sentence should read as follows: David Blume asked the Clerk/Treasurer if she looked into training opportunities for herself with Curt Peterson. Clerk/Treasurer Sara Olson had indicated that she hadn’t looked into any opportunities. Steven Johnson seconded the motion. Motion carried.
4) Discussion & possible action re: Blotz Bridge Project. Greg Jewell discussed with the Town Board a new proposal to put the bridge back where the existing bridge is located. This proposal would reduce the cost of the overall project, save the Township approximately 10% and improve the existing roadway. A stream crossing would need to be put in to allow the farmers the ability to get from one side to the other during the construction phase. Greg Jewell also indicated that a public information meeting will need to be set up once a decision is made on what proposal the Township will be doing and construction will start in 2016. David Blume made a motion to go ahead with the on alignment option. Steven Johnson seconded the motion. Motion carried.
5) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville December 2014 Treasurer’s Report stating the following fund balances:
General Checking $ 173,136.29
Farmer’s Savings $ 5,401.79
M&I Tax Account $1,147,863.17
Local Government Investment Pool $ 6,977.17
M&I CD’s $ 50,821.03
Farmer’s Savings Tax Account $ 493,620.87
Township Funds: $ 336,424.70
Tax Funds: $1,541,395.62
Steven Johnson seconded the motion. Motion carried.
David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $16,908.12
Sanitary District #2 $15,921.21
Steven Johnson seconded the motion. Motion carried.

6) Bills to be approved. David Gollon made a motion to approve the January vouchers totaling $89,818.75 with holding back 10% of the bill received from Monroe Truck & Equipment until the Town is satisfied. Steven Johnson seconded the motion. Motion carried.
7) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson had updated the Board in regards to the current issues with the MACK and the Peterbuilt.
8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that she received nomination papers from Curt Peterson, David Blume and Steven Johnson.
9) Discussion & possible action re: Road Postings. Town Chairman, Curt Peterson had indicated that he was checking on the requirements for posting roads as a Class B Highway. Curt Peterson indicated that he needed some clarification in regards to the State Statues. No action was taken.
10) Discussion & possible action re: Evans Quarry Road. Clerk/Treasurer Sara Olson had indicated to the Board that she received no response from the letter that was sent to the individual that was responsible for the Evans Quarry Road damages. David Gollon made a motion to have Town Chairman, Curt Peterson contact and hire an attorney in regards to the Evans Quarry Road damages. Steven Johnson seconded the motion. Motion carried.
11) Discussion & possible action re: Township radios in Township Vehicles. Clerk/Treasurer Sara Olson presented the board with pricing for installation of Town radios as well as the cost of a county radio from General Communications in Madison. Steven Johnson made a motion to purchase a county radio to be installed in the Peterbuilt as well as to have Town radios installed in the mower, Chevy and the MACK. David Gollon seconded the motion. Motion carried.
12) Discussion & possible action re: Dodgeville Fire Department Budget Update. The Town Board members reviewed a copy of the budget report from Johnson & Block in regards to the Fire Department. David Gollon had requested that Clerk/Treasurer Sara Olson contact Johnson & Block for clarity in regards to Paragraph #5 of their letter that is enclosed in the budget report.
13) Discussion & possible action re: Accident/Incident Policy. David Gollon had indicated that he would be working with Clerk/Treasurer Sara Olson in regards to the Accident/Incident Policy.
14) Discussion & possible action re: WTA District Meeting in February. Clerk/Treasurer Sara Olson had shared information in regards to the WTA District Meetings that would be held in February. Steven Johnson made a motion to approve the attendance of the Clerk/Treasurer and any Town Board members who would like to attend. Dorothy Gullickson seconded the motion. Motion carried.
15) Discussion & possible action re: Iowa County Humane Society Contract. Clerk/Treasurer Sara Olson had shared with the Town Board that the Humane Society had rejected our proposed contract. The Town Board discussed other options that could be utilized in regards to the intake of stray dogs. Curt Peterson made a motion to sign the contract for 2015 for cats and dogs with all animals having to be approved and individuals screened by Clerk/Treasurer Sara Olson prior to authorization or denial being given to the Humane Society. The Town Board will be looking into different options for next year. Steven Johnson seconded the motion. Motion carried. (4-1)
16) Discussion & possible action re: Purchasing of a Pole Saw. Clerk/Treasurer Sara Olson presented the board with a proposal for a new pole saw. Clerk/Treasurer Sara Olson had limited information on the condition of the existing pole saw therefore no action was taken.
17) Discussion & possible adoption re: Amended Resolution 2009-257 Health Insurance Reimbursement & Compensation Policy. Clerk/Treasurer Sara Olson presented the Town Board with an amended resolution modifying the amount of compensation for an individual whose insurance is not in the name of the employee but of which the employee is a beneficiary from $230.76 per every two-week pay period to $276.92. David Blume made a motion to adopt Amended Resolution 2009-257 Health Insurance Reimbursement & Compensation Policy as presented. Steven Johnson seconded the motion. Motion carried. (4-1)
18) Public Comment. The Town Board members indicated that they would like to begin to work on getting quotes for the removal of the trees on Leffler Road. Steven Johnson had also presented the Town Board with some information in regards to costs and a time frame in regards to a 550. Steven Johnson had also indicated that he contacted Miller-Bradford in regards to the cost of trading in on the end loader however there was a question in regards to a hydraulic thumb.
19) Adjournment. David Blume made a motion to adjourn the meeting at 8:13 p.m. Steve Johnson seconded the motion. Motion carried.
