Plan Commission Meeting
Monday, July 26th, 2021

The Town of Dodgeville Plan Commission met on Monday, July 26th at 6:00 P.M. Planning Commission Chair Larry Nelson called the Planning Commission meeting to order at 6:00 P.M.

Plan Commission Committee members in attendance were Larry Nelson, Peter Vanderloo, Curt Peterson, Pam Johnson-Loy, Krista Dolan and Mary Wilson. Absent was Paul Lawinger.

Others in attendance: Ronald Robson, David Zimrin, Nate Robson, Kelly Johnson, Rita Arndt, Ron Brown, Janet Brown, Carol Thomas, Pat Sieling, Dennis Brown, Linda Kelen, Tony Thomas, Kate Ludlum, Elizabeth Galle, Dan Durst, Denise Durst, Marj Riniker, Carson Erickson, Stevie Erickson, Daniel Judd, Bob Butler, Peg Schmidt and Ann Butler-Zimrin.

Planning Commission Chairman Larry Nelson verified that proper notice of the public hearing was posted on July13th, 2021 in accordance with WI Statutes 19.84 (3) at the Town Message Boards at Pleasant Ridge Store, Mueller Implement and the Town Office. Krista Dolan made a motion to approve the public notice and agenda. Pam Johnson-Loy seconded the motion. Motion carried.

Curt Peterson made a motion to approve the June 28th, 2021 Plan Commission meeting minutes as presented. Peter Vanderloo seconded the motion. Motion carried.

The Planning Commission discussed the rezoning application of Patsy Sieling to rezone 40 acres more or less from A-1 to C-1 creating two 20 acre lots located in the NW ¼ of the SW ¼ of Section 32, Town 6 North, Range 3 East located on Oxnem/Survey Rd. Members of the general public had questions in regards to why the land was being placed into the conservancy district. Curt Peterson made a motion to approve the rezoning application of Patsy Sieling to rezone 40 acres more or less from A-1 to C-1 creating two 20 acre lots located in the NW ¼ of the SW ¼ of Section 32, Town 6 North, Range 3 East located on Oxnem/Survey Rd.

The Planning Commission reviewed and discussed the rezoning application to rezone 17 acres more or less from A-1 Ag to AR-1 located in pt of the SW ¼ of the SW ¼ of Section 20, the NW ¼ of the NW ¼ of Section 29, the NE ¼ of the NE ¼ of Section 30 all in Town 7 North, Range 4 East located at 5725 Korback Rd with the conditional use application for the purpose of operating Mayhem to Manners Dog Training LLC a commercial kennel with a potential training space. Kelly Johnson presented and provided information in regards to Mayhem to Manners Dog Training LLC as well as the short-term goals and long-term goals of the business. Clerk/Treasurer Sara Olson presented a letter that was received from Dietrich and Renate Muller indicating concerns that they had in regards to the submitted petition. Members of the general public that were present had questions and/or concerns in regards to the proposed business, number of animals that would be on the property, noise, the conditions that could be placed on the proposed commercial kennel as well as what would happen if the property was sold in regards to the conditional use permit. The Planning Commission discussed the application as well as the conditional use permit in detail creating conditions for the conditional use permit that would meet the business plan as well as address potential future concerns. Clerk/Treasurer Sara Olson was asked to get clarity from Scott Godfrey if a different owner or business purchases the property can we require them to renew the conditional use permit, or can a condition be placed that the conditional use permit will expire if the property was to be sold. Clarity would be given to the Town Board prior to them taking action on the Planning Commission recommendation.

Krista Dolan made a motion to approve the rezoning application to rezone 17 acres more or less from A-1 Ag to AR-1 located in pt of the SW ¼ of the SW ¼ of Section 20, the NW ¼ of the NW ¼ of Section 29, the NE ¼ of the NE ¼ of Section 30 all in Town 7 North, Range 4 East located at 5725 with the appropriate acreage being placed into the conservancy district for density standard purposes. Also included in the motion was the approval of the conditional permit application for the purpose of operating Mayhem to Manners Dog Training LLC a commercial kennel with a potential training space with the following conditions:
1. Boarding must be on-site, inside and are animals that have or are completing training from Mayhem to Manners Dog Training LLC.
2. 15 dogs are allowed on the property for boarding.
3. Business hours of 8-5 Monday thru Friday with occasional pick-ups on Saturday and Sunday.
4. No breeding or selling of animals on the property.
Pam Johnson-Loy seconded the motion. Motion carried.

Greg Jewell from Jewell Associates Engineering presented information to the Town Planning Commission and the general public that was present in regards to the rezoning application of Jewell Associates Engineers Inc, Connie Ritchie Hallada & Frank Hallada to rezone 42.75 acres from A-1 Ag & R-1 to all R-1 as well as the final plat review of the Hallada Subdivision renamed to Black Diamond Subdivision proposing the division of 42.75 acres in 19 lots located in part of the W ½ of the NW ¼ and part of Outlot 2, Outlot 3, Lots 21, 24, 25, 26, 27, 28, 29, 30 of Lehner’s Plat No. 3, of Section 28, Township 6 North, Range 3 East located on Brue and Lehner Road. Clerk/Treasurer Sara Olson read aloud a letter that was received from John and Lesley Houck indicating concerns in regards to the proposed development. The Town Planning Commission, general members of the public and Greg Jewell discussed the information that was presented and answered the questions individuals had brought forth in regards to drainage as well as fencing.

Pam Johnson-Loy made a motion to recommend the approval of the rezoning application of Jewell Associates Engineers Inc, Connie Richie Hallada & Frank Hallada to rezone 42.75 acres from A-1 Ag & R-1 to all R-1 as well as the final plat approval of the Hallada Subdivision renamed to Black Diamond Subdivision proposing the division of 42.75 acres in 19 lots located in part of the W ½ of the NW ¼ and part of Outlot 2, Outlot 3, Lots 21, 24, 25, 26, 27, 28, 29, 30 of Lehner’s Plat No. 3, of Section 28, Township 6 North, Range 3 East located on Brue and Lehner Road. Mary Wilson seconded the motion. Motion carried.

There were no correspondence or other matters.

Peter Vanderloo made a motion to adjourn the meeting at 8:07 p.m. Krista Dolan seconded the motion. Motion carried.
