Town Board Meeting Minutes
July 2nd, 2013
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:04 p.m.

Town Supervisors in attendance were: David Gollon, Dorothy Gullickson, Steven Johnson and David Blume. Also in attendance were Clerk/Treasurer Sara Olson, Michelle Godez-Schilling and Stewart Schilling.


2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Steven Johnson. Motion carried.

David Blume made a motion to suspend the agenda and move to Item #13. Steven Johnson seconded the motion. Motion carried.

3) Public Comment. Michelle Godez-Schilling and Stewart Schilling were present and informed the Town Board of the Dairyland Dare bicycling event that will be taking place on August 10th, 2013 from approximately 6:00 a.m. – 8:00 p.m. and will have approximately 1500 riders. The Town of Dodgeville and the Schilling’s discussed the event in detail and maps were distributed of the selected routes. The Town Board thanked the Dairyland Dare for taking the time to come in and discuss this event.

4) Approval of Meeting Minutes from June 4th, 2013 and June 13th, 2013. Steve Johnson made a motion to approve the June 4th, 2013 and June 13th, 2013 minutes as presented. Dorothy Gullickson seconded the motion. Motion carried.

5) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville June 2013 Treasurer’s Report stating the following fund balances:

General Checking $ 23,343.35
Farmer’s Savings $ 50,389.00
M&I Tax Account $ 201,910.83
Local Government Investment Pool $ 6,968.60
M&I CD’s $ 50,761.61


Township Funds: $ 333,373.39


Steven Johnson seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $16,397.32
Sanitary District #2 $11,285.73

Steven Johnson seconded the motion. Motion carried.

6) Bills to be approved. David Blume made a motion to approve the July vouchers totaling $98,979.93. Steven Johnson seconded the motion. Motion carried.

7) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson indicated that the Town Patrolman had fixed the mower bearing and the new tire was installed on the mower tractor. The Town patrolman had also started to gravel E. Anderson Road to get it prepared for blacktopping. Town Board Supervisor, David Blume had requested that the Town Patrolman look at some weeds on Military Ridge Road that are causing a visibility issue.

8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson had indicated that she had completed the request in setting up subaccounts for future uses for the budgeting process. The Clerk also reminded the Town Board that she will be attending the Treasurer Institute the third week of August.

9) Plan Commission Recommendation. David Gollon made a motion to recommend the approval of the rezoning application of 4.00 acres more or less from A-1 Ag & B-4 to B-4 Industrial Business located in part of the NW ¼ of the NE ¼ of Section 12 Town 6 North Range 2 East located at 4160 Rohowetz Road with the remaining 12.6 acres more or less being converted back to A-1 Ag. David Gollon also recommended the approval of the following conditional uses: fabrication and assembly of specialized furniture and sew products. Steven Johnson seconded the motion. Motion carried. The Town Board also received Rita Esch’s letter in regards to plowing snow.

10) Discussion & possible action re: Flood Damage to Town Roads. Clerk/Treasurer Sara Olson had presented the Town Board with pictures of the roads that received major damage due to the flood and updated them on their current status. The roads that received major damage were as follows: Wilson, Esch, and Brue Road. Town Chairman, Curt Peterson had indicated that the guardrail on Otter Road may need some new posts on the upper end were there was a minor washout.

11) Discussion & possible adoption re: Amended Ordinance Chapter 6 Driveway. Steven Johnson made a motion to approve and adopt the Amended Ordinance: Chapter 6 Driveway. David Blume seconded the motion.

12) Discussion & possible action re: 2013 Dodgeville Fireworks Request. Clerk/Treasurer Sara Olson presented a letter to the Town Board from the Chamber of Commerce requesting the Town of Dodgeville be a financial supporter of the fireworks held on July 19th, 2013. Curt Peterson made a motion to donate $500 towards the 2013 fireworks. This motion didn’t receive a second. David Gollon made a motion to donate $250 towards the 2013 fireworks. Curt Peterson seconded the motion. The motion died 2 yes, 3 no.

13) Discussion & possible adoption re: Resolution 2013-281 Amending of the Town of Dodgeville Official Posting Locations. David Blume made a motion to approve and adopt Resolution 2013-281 Amending of the Town of Dodgeville Official Posting Locations. Steven Johnson seconded the motion. Motion carried. The three official posting locations effective September 1st will be Pleasant Ridge Store, Mueller Implement and the Town hall.

14) Adjournment. David Blume made a motion to adjourn the meeting. Steven Johnson seconded the motion. Motion carried.
