Town Board Meeting Minutes
July 2nd, 2024
*6:00 p.m. *


1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were Peter Vanderloo, David Pope, and Pam Johnson-Loy. Also in attendance were Clerk/Treasurer Sara Olson, Jim Senzig, Troy Kramer, Jeff Haylock, Randy Beerkircher and Kevin Zajicek.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Peter Vanderloo made a motion to approve the public notice and agenda seconded by Supervisor, David Pope. Motion carried.

Town Supervisor, Kyle Levetzow arrived.

3) Public Comment. Clerk/Treasurer Sara Olson indicated that an inquiry was made in regards to making a historic kiln a historical structure in the Town of Dodgeville.

David Pope made a motion to suspend the agenda and move to Item #9 Bids for Floyd Road Improvement Project. Kyle Levetzow seconded the motion. Motion carried.

4) Discussion & possible award re: Bids for Floyd Road Improvement Project. Clerk/Treasurer Sara Olson opened and read the three bids aloud that were received from Scott Construction, Iverson Construction and Payne & Dolan. The bids were as follows: Payne & Dolan $122,794.50, Iverson Construction $112,145.15 and Scott Construction $103,884.00. The Town Board discussed the proposed road project and the available ARPA funds. Peter Vanderloo made a motion to accept the bid from Scott Construction in the amount of $103,884.00. Pam Johnson-Loy seconded the motion. Motion failed (3-1). Curt Peterson abstained.

5) Approval of Meeting Minutes from June 4th, 2024. Kyle Levetzow made a motion to approve the meeting minutes from July 2nd, 2024 as presented. Pam Johnson-Loy seconded the motion. Motion carried.

6) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Peter Vanderloo made a motion to approve the Town of Dodgeville’s June 2024 Treasurer’s Report stating the following fund balances:

General Checking $ 256,966.98
General Checking – Tax Funds $ 0.00
Farmer’s Savings $ 204,876.21
Farmer’s Savings – Tax Funds $ 0.00
Local Government Investment Pool $ 8,097.71
Farmer’s Savings Tax Account $ 0.00
Intra-Fi CD’s $ 829,511.55

Township Funds: $1,299,452.45
Tax Funds: $ 0.00
ARPA Funds: $ 129,412.84

Pam Johnson-Loy seconded the motion. Motion carried.

Peter Vanderloo made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $ 14,492.70

Pam Johnson-Loy seconded the motion. Motion carried.

7) Bills to be approved. Kyle Levetzow made a motion to approve the July 2nd, 2024 vouchers in the amount of $168,834.99 and Sanitary District #1 vouchers in the amount of $3,510.32. David Pope seconded the motion. Motion carried.

8) Town Roads/Equipment Report. Town Patrolman, Randy Beerkircher updated the Town Board in regards to the status of the culvert replacements that were happening on James Road and indicated he would be obtaining prices for rust removal/painting of the underneath of the MACK Truck.

9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that a floral arrangement was sent in memory of Charlie Price.

10) Discussion & possible action re: Purchasing of a V-plow. Town Patrolman, Randy Beerkircher indicated that he would be obtaining prices for a v-plow that could be utilized on both MACK trucks. The estimated cost is approximately $22,000 - $25,000. No action was taken.

11) Discussion & possible action re: Room Tax Update. Clerk/Treasurer Sara Olson indicated that she has reached out to the City Mayor to see if there are any updates in regards to the Room Tax.

12) Discussion & possible action re: Mower Tractor Update. Clerk/Treasurer Sara Olson indicated that she had spoken to Archie at Serwe Implement and it is estimated that we should receive our mowers and tractor mid-August.

13) Discussion & possible action re: Parking Lot Improvements. The Town Board discussed the need for parking lot improvements due to the condition of the existing pavement. No action was taken.

14) Discussion & possible action re: ARPA Funds. The Town Board members discussed possible projects to utilize the ARPA Funds. Peter Vanderloo made a motion to commit ARPA Funds to blacktop James Road. Pam Johnson-Loy seconded the motion. Motion carried. The Town Board requested to send the project out for bids.

15) Discussion & possible action re: Town of Dodgeville Snow Plowing Policy & Incident Reporting Policy. Peter Vanderloo presented a draft copy of the policy. No action was taken.

16) Discussion & possible action re: Review of 2023 Audit Report & Financial Statements. Clerk/Treasurer Sara Olson indicated an electronic copy of the audit report & financial statements has been sent to the Board members to review and hard copies will be available. The Town Board requested that this item be placed on next month’s agenda to allow the Board members to review the documents.

17) Discussion & possible action re: Retirement Announcement. Town Patrolman, Randy Beerkircher present a notice of retirement letter to the Town Board effective August 10th, 2024. The Town Board accepted the retirement letter.

18) Adjournment. Kyle Levetzow made a motion to adjourn the meeting at 8:07 p.m. Pam Johnson-Loy seconded the motion. Motion carried.
