Town Board Meeting Minutes
July 5th, 2023
*6:00 p.m.*


1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were David Pope, Pam Johnson-Loy, Kyle Levetzow and Peter Vanderloo. Also, in attendance were Clerk/Treasurer Sara Olson and Randy Beerkircher.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, David Pope. Motion carried.

3) Public Comment. Town Supervisor, Kyle Levetzow presented a handout in regards to wind turbines and the potential of adopting a Wind Energy System Ordinance that serves to preserve or protect the public health and safety. Kyle shared his concerns in regards to wind turbines being placed in the Township which included health and safety concerns, the loss of farm land and the amount of vacant landowners. Town Chairman, Curt Peterson summarized Iowa County’s Wind Energy System Siting Ordinance and what legal research has been done at the County level in regards to wind turbines. Curt also indicated that Scott Godfrey from Iowa County Planning & Development currently sits on the PSC Wind Siting Council. Clerk/Treasurer Sara Olson presented a Wisconsin Towns Association May article in regards to a legal opinion about regulations of wind turbines. The Town Board requested that Clerk/Treasurer Sara Olson place the topic of a Wind Energy Facility Ordinance on the August 1st Regular Town Board meeting for discussion only.

4) Approval of Meeting Minutes from June 6th, 2023. David Pope made a motion to approve the meeting minutes from June 6th, 2023 as presented. Pam Johnson-Loy seconded the motion. Motion carried.

5) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Kyle Levetzow made a motion to approve the Town of Dodgeville’s June 2023 Treasurer’s Report stating the following fund balances:

General Checking $ 151,906.18
Farmer’s Savings $ 369,442.32
Local Government Investment Pool $ 7,677.63
Farmer’s Savings Tax Account $ 0.00
Intra-Fi CD’s $1,019,307.45

Township Funds: $1,548,333.58
Tax Funds: $ 0.00
ARPA Funds: $ 132,593.55

David Pope seconded the motion. Motion carried.

Kyle Levetzow made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $ 17,017.33

David Pope seconded the motion. Motion carried.

6) Bills to be approved. David Pope made a motion to approve the July 5th, 2023 vouchers in the amount of $25,507.91 and Sanitary District #1 vouchers in the amount of $3,898.53. Kyle Levetzow seconded the motion. Motion carried.

7) Town Roads/Equipment Report. The Town Patrolmen updated the Town Board in regards to equipment and roadway projects including Military Ridge Road and the sealcoating of the Town Roads.

8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that the office will be closed on Tuesday, July 11th thru July 14th due to the Clerk/Treasurer will be on vacation and presented information in regards to the proposed increase in Shared Revenue.

9) Discussion & possible action re: Ordinance Chapter 32 Town of Dodgeville Room Tax. Clerk/Treasurer Sara Olson presented a draft of a room tax ordinance as requested. Due to the complexity of a room tax ordinance Clerk/Treasurer Sara Olson recommended that the Town Board seek legal council in regards to creating/drafting a room tax ordinance. Kyle Levetzow made a motion to have Clerk/Treasurer Sara Olson seek legal counsel to create a room tax ordinance. David Pope seconded the motion. Motion carried.

10) Discussion & possible action re: Replacement of Base Station/Antenna. Clerk/Treasurer Sara Olson presented a quote from General Communications for a replacement antenna system and the replacement of a bad power supply for the base station. David Pope made a motion to approve the replacement antenna system and power supply utilizing Township ARPA Funds. Pam Johnson-Loy seconded the motion. Motion carried.

11) Approval or Denial of Operator Licenses for the 2023-2024 licensing year: Megan Pittz, Emma Ladd and Bailey Murphy. Kyle Levetzow made a motion to approve operator licenses for the 2023-2024 licensing year for the following individuals: Megan Pittz, Emma Ladd and Bailey Murphy. Pam Johnson-Loy seconded the motion. Motion carried.

12) Review of 2022 Audit Report & Financial Statements. The Town Board reviewed the 2022 Audit Report and financial statements.

13) Adjournment. David Pope made a motion to adjourn the meeting at 7:10 p.m. Pam Johnson-Loy seconded the motion. Motion carried.
