Town Board Meeting Minutes
July 6th, 2010
*Immediately following the Sanitary District #2 & #3 Meeting*
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:55 P.M.
Town Supervisors in attendance were: Thomas Mueller, David Gollon and Charlie Price. Absent was David Thomas. Also in attendance were Clerk Sara Olson, Bruce Bowden and Stewart Schilling.
2) Approval of Public Notice/Agenda. Supervisor, Thomas Mueller made a motion to approve the public notice and agenda seconded by Supervisor, Charlie Price. Motion carried.
Thomas Mueller made a motion to suspend the agenda and move to Item #7 (Discussion & possible action re: Bicycling Notification Dairyland Dare Event). David Gollon seconded the motion. Motion carried.
3) Discussion & possible action re: Bicycling Notification Dairyland Dare Event. Stewart Schilling presented the Town Board with information in reference to the Dairyland Dare Event that is planned for August 14th, 2010 starting at 6:00 a.m. This event is expecting 1200 riders and will be utilizing some Township Roads. Additional information about this event can be found at www.dairlylanddare.com. Town Board Supervisor, David Gollon emphasized safety concerns that he encountered during last year’s event and asked that these do not reoccur again. Thomas Mueller made a motion to approve the use of Township Roads on August 14th, 2010 for the Dairyland Dare Event with proper bicycling etiquette being displayed and all complaints received will be document. David Gollon seconded the motion. Motion carried.
4) Approval of Meeting Minutes from June 1st, 2010 and June 21st, 2010. Thomas Mueller made a motion to approve the June 1st, 2010 minutes as submitted. David Gollon seconded the motion. Motion carried. Thomas Mueller made a motion to approve the June 21st, 2010 minutes as submitted. Charlie Price seconded the motion. Motion carried. David Gollon abstained from this motion.
5) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. Charlie Price made a motion to approve the Town of Dodgeville June 2010 Treasurer’s Report as submitted stating the following fund balances:
General Checking $ 17,363.59
Farmer’s Savings $ 1,479.51
M&I Tax Account $ 89,148.07
Local Government Investment Pool $ 6,935.32
M&I CD’s $ 150,414.36
Township Funds: $ 265,340.85
Thomas Mueller seconded the motion. Motion carried.
Charlie Price made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:
Sanitary District #1 $11,366.81
Sanitary District #2 $ 6,091.43
Sanitary District #3 $ 233.18
Thomas Mueller seconded the motion. Motion carried.
6) Bills to be approved. David Gollon made a motion to approve all the July Vouchers as submitted. Charlie Price seconded the motion. Motion carried. The total amount of all the July Vouchers was $21,673.98 versus $17,327.90 that was displayed on the excel spreadsheet due to a calculation error.
7) Discussion & possible action re: Planning Commission Recommendation. Clerk/Treasurer Sara Olson presented the Town Board with the Planning Commission recommendations from their June meeting. Thomas Mueller made a motion to have the Town petition the rezoning of Parcels 008 1571 & 008 1562 (Linda Lewis Estate) to create a single AR-1 lot by conditional use permit. David Gollon seconded the motion. Motion carried.
8) Discussion & possible adoption re: Resolution 2010-269 Bicycling Notification. The Town Board discussed Resolution 2010-269 Bicycling Notification and indicated that they would like to modify the resolution to add additional wording. No action taken.
9) Town Roads Report. Clerk/Treasurer Sara Olson presented Charlie Rolli’s report to the Town Board. Clerk/Treasurer Sara Olson indicated that the graveling of Esch Hill will be completed in the beginning of July and sealcoating should be completed in late July or early August. Bruce Bowden presented information and costs in reference to the proposed turn around on Chimney Rock Road.
10) Approval or Denial of Temporary Class “B” Retailers License for Ridge Fest. Thomas Mueller made a motion to approve the Temporary Class “B” Retailers License (Picnic) for Ridge Fest held August 7th – August 8th, 2010. David Gollon seconded the motion. Motion carried.
11) Discussion & possible action re: Computer Upgrade Request from Iowa County. Clerk/Treasurer Sara Olson presented the Town Board with a letter from Iowa County Treasurer Jolene Millard. Thomas Mueller made a motion to hold off on a computer upgrade until further information is provided about the needed upgrade and the benefit to the municipalities. Charlie Price seconded the motion. Motion carried.
12) Discussion & possible action re: Overlay Proposals for Lawinger Road. Clerk/Treasurer Sara Olson presented quotes to the Board received from Iverson Construction for a 1” overlay and a 1.5” overlay. David Gollon made a motion to pursue the 1.5” overlay for Lawinger road. Thomas Mueller seconded the motion. Motion carried.
13) Discussion & possible action re: Purchasing of garage doors and painting of the salt shed & Town Shop. No action was taken on the following items due to not all quotes were received prior to the Board meeting.
14) Discussion & possible action re: Farm & Fleet Charge Card. Clerk/Treasurer Sara Olson discussed the Farm & Fleet Charge Card that the Town has with the Town Board due to we receive late charges if the bill is due before the Town Board meets to approve the invoices. Thomas Mueller made a motion to cancel the credit card. David Gollon seconded the motion. Motion carried.
15) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of a public employee of which the governmental body has jurisdiction or exercises responsibility. David Gollon made a motion to go into closed session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of a public employee of which the governmental body has jurisdiction or exercises responsibility. Thomas Mueller seconded the motion. Motion carried. Roll call: Mueller, yes; Gollon, yes; Peterson, yes; Price, yes.
16) Reconvene into Open Session. Thomas Mueller made a motion to reconvene into open session. Charlie Price seconded the motion. Motion carried.
17) Board Action as a Result of Closed Session. Thomas Mueller made a motion to schedule phone interviews with selected candidates and defer the hiring of the Recycling Center Attendant to Curt Peterson. Charlie Price seconded the motion. Motion carried.
18) Public Comment. None
19) Adjournment. Thomas Mueller made a motion to adjourn the meeting. Charlie Price seconded the motion. Motion carried.
