Regular Town Board Meeting
June 2, 2009 @ 6:00 p.m.
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 p.m.
Town Supervisors in attendance were: Thomas Mueller, David Gollon, Charlie Price and David Thomas. Also in attendance was Clerk Sara Olson and Michael Cottone.
2) Approval of Public Notice/Agenda. Supervisor, Thomas Mueller made a motion to approve the public notice and agenda seconded by Supervisor, David Thomas. Motion carried.
3) Approval of Meeting Minutes from May 5th, 2009. Thomas Mueller made a motion to approve the May 5th, 2009 minutes as presented. David Thomas seconded the motion. Motion carried. David Gollon and Charles Price abstained as they were not present at this board meeting.
Curt Peterson made a motion to suspend the agenda. David Gollon seconded the motion. Motion carried.
4) Approval or Denial of Liquor License and Cigarette License for Villa Holding, Inc. for the 2008-2009 licensing year. Thomas Mueller made a motion to approve Denise Cottone as Agent for Villa Holdings, Inc., the cigarette license, and the Class B Beer/Liquor Combination license allowing alcoholic beverages to be served in the building located at 3625 State Road 23 in the lounge, upstairs & downstairs, 2 dining rooms, and the outdoor patio with screened fencing. No outdoor entertainment is allowed in the fenced outdoor patio area after 10:00 p.m. and no alcohol sales are permitted in this area after 12:00 p.m. David Gollon seconded the motion. Motion carried.
5) Approval or Denial of Beer, Liquor and Cigarette Licenses for the 2009-2010 licensing year. David Thomas made a motion to approve the issuance of a 2009-2010 Class B Beer license for Pleasant Ridge Store (Charles Rolli, Agent). Thomas Mueller seconded the motion. Motion carried.
Thomas Mueller made a motion to approve a cigarette license and the issuance of a 2009-2010 Class A Beer/Liquor Combination license for Jumping Jupiter (Susan M. Grimes, Agent). David Thomas seconded the motion. Motion carried.
David Gollon made a motion to approve a cigarette license and the issuance of a 2009-2010 Class B Beer/Liquor Combination license for Villa Holding, Inc. (Denise Cottone, Agent).This license allows alcoholic beverages to be served in the building located at 3625 State Road 23 in the lounge, upstairs & downstairs, 2 dining rooms, and the outdoor patio with screened fencing. Thomas Mueller made a motion to approve a cigarette license and the issuance of a 2009-2010 Class B Beer/Liquor Combination license for Sam & Maddies, Inc. (Nick Olson, Agent). David Gollon seconded the motion. Motion carried.
6) Approval or Denial of Operator Licenses for the 2009-2010 licensing year. Thomas Mueller made a motion to approve an operator license for the 2009-2010 licensing year for Shane Menning upon receiving his bartender certificate. Charles Price seconded the motion. Motion carried.
Thomas Mueller made a motion to approve operator licenses for the 2009-2010 licensing year for the following individuals: Megan Pittz, Terri Odgers, Mike Slaney, Doyle Wallace, Susan Grimes, Susan Peterson, Denise Cottone, David Grainger, Virgil Leverton, Nancy Schaaf and Melinda Barnicle. David Gollon seconded the motion. Motion carried.
Thomas Mueller made a motion to suspend the agenda. David Thomas seconded the motion. Motion carried.
7) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. Thomas Mueller made a motion to accept the Town of Dodgeville May 2009 Treasurer’s Report as submitted stating the following fund balances:
General Checking $ 18,505.56
Farmer’s Savings $ 45,425.23
M&I Bank Tax Account $ 105,884.11
Local Government Investment Pool $ 6,915.00
M&I Bank CD’s $ 150,000.00
David Gollon seconded the motion. Motion carried.
Charles Price made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:
Sanitary District #1 $ 13,127.14
Sanitary District #2 $ 7,582.60
Sanitary District #3 $ 241.64
Thomas Mueller seconded the motion. Motion carried.
8) Bills to be approved. David Gollon made a motion to approve the June vouchers in the amount of $54,809.36. Thomas Mueller seconded the motion. Motion carried.
9) Town Roads Report. Clerk/Treasurer, Sara Olson presented the Town Board with a listing of the estimated costs for overlays on Brennan Rd, Jacobson Rd and Evans Rd. Also presented was information on the estimated costs of blacktopping the Town shop area, Survey Rd, Reynolds Rd and Military Ridge. This report was for informational purposes only as this work was previously approved. The Town Board agreed that either the Town Chairman or David Thomas needed to look and possibly approve a curb on Reynolds Rd. No action taken.
10) Discussion & possible action: Clean-up Day Limitations. Town Chairman, Curt Peterson talked to the Board about putting some limitations on the amount of truck loads individuals should be allowed to bring on Clean-up day as well as other issues. The Town Board has requested that this topic be revisited before the next clean-up day to address the issues. No action taken
11) Discussion & possible action re: Purchasing of trees for Town property. The Town Board discussed the possibility of purchasing a tree for the Town property to replace the tree that had to be cut down. Town Chairman, Curt Peterson commented that he had an old piece of equipment he would be willing to donate to the Town of Dodgeville to be placed outside the Town Hall. The other Board members felt this would be a great idea and we could possible do some landscaping around the piece of equipment to make the area outside the Town Hall look nice. The Town Board had requested that David Thomas contact Greg Maar to get an idea of what could be done in the area outside of the Town Hall and the cost of the project. No action taken.
12) Discussion & possible adoption re: Resolution 2009-263 stating that the 2008 DNR Compliance Maintenance Report was reviewed. Charlie Price made a motion to adopt Resolution 2009-263 stating that the 2008 DNR Compliance Maintenance Report was reviewed. David Thomas seconded the motion. Motion carried.
13) Discussion and possible action re: John Deere Grader repairs. Clerk/Treasurer Sara Olson presented the Town Board with estimates from Brooks Tractor in reference to repairs needed on the John Deere Grader. The Town Board felt it would be beneficial to have David Gollon contact Brooks Tractor to verify that no additional work needed to be done on the grader including an oil test before the Town Board takes action. This topic will be discussed at a Special Meeting on June 4th. No action taken.
14) Discussion & possible action re: Water & Sewer Meter Issues and Maintenance in the Sanitary Districts. Clerk/Treasurer Sara Olson presented information in reference to prior incidents when water & sewer meters were not documented or read properly in Sanitary District #1. The Town Board discussed possibly looking into having someone come and verify all the meters and there locations in Sanitary District #1 to make sure no meters are currently being missed. Clerk/Treasurer Sara Olson also presented information from Greg Lee in reference to how often the meters should be inspected and maintained. The Town Board had also requested that the Clerk/Treasurer look at the agreements that we have with the city before we can take action on the prior incidents and the maintenance of the meters. No action taken.
15) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Thomas seconded the motion. Roll call: Thomas, yes, Peterson, yes, and Mueller, yes, Price, yes, and Gollon, yes. Motion carried.
16) Reconvene into Open Session. Thomas Mueller made a motion to reconvene into open session at 8:45 p.m. David Gollon seconded the motion. Motion carried.
17) Board Action as a Result of Closed Session. Thomas Mueller made a motion to approve the amendment of Section 4.08, Maternity/Paternity Leave to read as follows: Every employee shall be eligible for paid maternity/paternity leave by utilizing available PTO. After available PTO is exhausted the remaining maternity/paternity leave up to 12 weeks will be unpaid. Maternity/Paternity leave will be allowed for a maximum of 12 weeks. Charlie Price seconded the motion. Motion carried.
18) Public Comment. None
19) Adjournment. Thomas Mueller made a motion to adjourn the meeting at 9:36 p.m. David Gollon seconded the motion. Motion carried.
