Town Board Meeting Minutes
June 3rd, 2014
Immediately following adjournment of the Board of Review

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:03 p.m.

Town Supervisors in attendance were: David Gollon, David Blume, Dorothy Gullickson and Steve Johnson. Also in attendance were Clerk/Treasurer Sara Olson, Don Campbell, Chuck Tennessen, M. Resha Wyman, Marie Baker, Anne Bachner and Dick Cates.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Dorothy Gullickson. Motion carried.

David Blume made a motion to suspend the agenda and move to Item #18, 8 and then 9. Steve Johnson seconded the motion. Motion carried.

3) Public Comment. Dick Cates who is running for State Assembly introduced himself to the Town Board members explaining his priorities and what he would like to see if he was elected. Town Chairman, Curt Peterson indicated that previous Town Board member John Lind passed away.

4) Discussion & possible adoption re: Resolution Regarding American Transmission Company’s Application 05ce142 including 345 kv Transmission and Alternative Solutions. Clerk/Treasurer Sara Olson shared correspondence that she received from Rachel Jordan as well as material received by Chuck Tennessen. The Town Board and members for the audience spoke and discussed the resolution in details. No action was taken by the Town Board on this matter.

5) Discussion & possible adoption re: Resolution 2014-285 E-CMAR 2013. David Blume made a motion to adopt Resolution 2014-285 E-CMAR 2013. David Gollon seconded the motion. Motion carried.

6) Approval of Meeting Minutes from May 8th, 2014. David Gollon made a motion to approve the minutes from May 8th , 2014 with the correction of a spelling error. Steve Johnson seconded the motion. Motion carried. David Blume abstained.

7) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Blume made a motion to approve the Town of Dodgeville May 2014 Treasurer’s Report stating the following fund balances:

General Checking $ 64,680.25
Farmer’s Savings $ 5,397.02
M&I Tax Account $ 344,903.18
Local Government Investment Pool $ 6,973.73
M&I CD’s $ 50,806.27

Township Funds: $ 472,760.45

Dorothy Gullickson seconded the motion. Motion carried.

David Blume made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $16,481.06
Sanitary District #2 $12,983.50

Dorothy Gullickson seconded the motion. Motion carried.

8) Bills to be approved. Steven Johnson made a motion to approve the June vouchers totaling $18,577.06. Dorothy Gullickson seconded the motion. Motion carried.

9) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson had indicated that Scott’s Construction would be sealcoating within the next few weeks. The Board members indicated a few spots that needed patching and wanted to look into costs for renting a boom mower.

10) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson had indicated that open book would be held on Tuesday, June 17th from 4;00 p.m. – 6:00 p.m. by appointment only. Board of Review will be held on Thursday, June 26th at 6:00 p.m.

11) Discussion & possible adoption re: Resolution 2014-286 Resolution thanking Rick Stadelman for his service to the Township. David Blume made a motion to adopt Resolution 2014-286 Resolution thanking Rick Stadelman for his service to the Township. Steven Johnson seconded the motion. Motion carried.

12) Discussion & possible action re: Interest Rate Proposals for Town Truck. Clerk/Treasurer Sara Olson opened the proposals that were received from BMO Harris Bank, Mound City Bank and Farmer’s Savings Bank. David Blume made a motion to accept Farmer’s Savings Bank rate at 1.35% for 3 years with the following conditions: The rate is held until the money is needed which will be no later than November 1st and no interest accrues on the loan until the Town borrows the funds. Steven Johnson seconded the motion. Motion carried.

13) Discussion & possible action re: Salt Storage Compliance Deficiencies - Shed. Clerk/Treasurer Sara Olson presented the Town Board with a letter from the Department of Transportation indicated the salt storage area was out of compliance according to Trans 277. Clerk/Treasurer Sara Olson presented prices from two individuals to put a cement floor in the building. The Town Board discussed the shed in details and made David Blume the point of contact and get further pricing on the shed to bring back at the end of June.

14) Discussion & possible action re: Berg Road/Evans Quarry Road Update. Clerk/Treasurer Sara Olson indicated that Ivey Construction would be doing the ditching and tree clearing on Berg Road for $5,692.50. Clerk/Treasurer Sara Olson had also indicated that Evans Quarry road had been repaired by the patrolman and Pustina Excavating.

15) Discussion & possible action re: Employment Manual – Section 4.05 Bereavement Leave, 5.07 Compensatory Time and discussion of an Unpaid Time-Off Policy. The Town Board discussed Section 4.05 Bereavement Leave and the wording for an Unpaid Time-Off Policy. David Blume made a motion to add the following paragraph to Section 4.05 Bereavement Leave: When there is a death of a non-family member an employee may take up to three days of unpaid leave upon the chairman’s approval with the effective date determined in the next motion. Dorothy Gullickson seconded the motion. David Gollon made a motion to make the change effective July 1st, 2014. Steven Johnson seconded the motion. Motion carried. David Blume was opposed. The Town Board requested that all Sections in the Employment Manual be reviewed at the July Town Board meeting.

16) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility (Renewal of Clerk/Treasurer Contract). Steven Johnson made a motion to go into closed session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Gollon seconded the motion. Motion carried. Roll call: Peterson, yes; Gollon, yes; Blume, yes; Gullickson, yes and Johnson, yes.

17) Reconvene into Open Session. David Blume made a motion to reconvene into open session. Steven Johnson seconded the motion. Motion carried.

18) Board action as a result of Closed Session. Steven Johnson made a motion to modify the expired contract to indicate the Towns responsibility under Retirement Fund would read not to exceed 10% of the annual salary. David Gollon seconded the motion. Motion carried. Steven Johnson made a motion to change the Clerk/Treasurer from a salaried employee to an Exempt Salaried employee. Dorothy Gullickson seconded the motion. Motion carried. David Gollon made a motion to renew the Clerk/Treasurer contract effective June 3rd for a three year period. Steven Johnson seconded the motion. Motion carried.

19) Adjournment. David Gollon made a motion to adjourn the meeting at 8:56 p.m. Steve Johnson seconded the motion. Motion carried.
