Town Board Meeting Minutes
June 7th, 2016
6:00 p.m.
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 p.m.
Town Supervisors in attendance were: David Gollon, Peter Vanderloo, David Blume and Steven Johnson. Also in attendance were Clerk/Treasurer Sara Olson, Angela Miller, Cole Wunnicke, John Dunbar and Phyllis Fritsch.
Everyone in attendance recited the Pledge of Allegiance.
2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.
David Blume made a motion to suspend the agenda and move to Items #8 and #9. Peter Vanderloo seconded the motion. Motion carried.
3) Discussion & possible action re: Plan Commission Recommendations. Clerk/Treasurer Sara Olson presented background information in regards to the May 31st Town Plan Commission Recommendation. Cole Wunnicke had indicated that he is working on developing a business plan and has been in contact with the owner of the driveway; however he needs additional time to get everything together and determine if the costs will be feasible. The Town Board and Cole Wunnicke discussed the recommendation in detail including the current liabilities of utilizing the building without proper permits and the issuance of a cease order. The Town Board indicated that they would be willing to not take action on the recommendation and send the petition back to the Plan Commission so additional information can be presented once it’s available. The Town Board discussed the importance of setting a timeframe in regards to this petition. David Blume made a motion to send the petition back to the Plan Commission and recommended that a cease order be issued by the county. After 6 months the petition will be withdrawn if not acted upon. Steven Johnson seconded the motion. Motion carried.
4) Discussion & possible action re: Joint Application Agreement / Letter of Support - MHTC. John Dunbar presented information in regards to the Broadband Expansion Grant application for the City of Dodgeville and MHTC. A letter of support was requested from the Township. David Blume made a motion to issue a letter of support in regards to the Broadband Expansion Grant application. Peter Vanderloo seconded the motion. Motion carried.
5) Approval of Meeting Minutes from May 3rd, 2016. David Gollon made a motion to approve the meeting minutes from May 3rd as submitted. David Blume seconded the motion. Motion carried.
6) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville’s May 2016 Treasurer’s Report stating the following fund balances:
General Checking $ 173,218.42
Farmer’s Savings $ 5,413.28
M&I Tax Account $ 394,599.79
Local Government Investment Pool $ 6,995.92
M&I CD’s $ 50,865.52
Farmer’s Savings Tax Account $ 0.00
Township Funds: $ 631,092.93
Peter Vanderloo seconded the motion. Motion carried.
David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $17,119.43
Sanitary District #2 $11,378.97
Peter Vanderloo seconded the motion. Motion carried.
7) Bills to be approved. David Blume made a motion to approve the June 7th, 2016 vouchers in the amount of $13,639.08. David Gollon seconded the motion. Motion carried.
8) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson indicated that the sealcoating and overlays have been completed by Scott Construction, the parking lot would be swept next week and the first round of mowing had been completed.
9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that Board of Review would be held on June 20th @ 5:00 p.m. Clerk/Treasurer Sara Olson had also indicated that she has began to work on creating a CMOM for the Satellite Sewer System which needs to be completed by August 1st, 2016.
10) Discussion & possible action re: Mileage Reimbursement Policy. The Town Board discussed the current mileage reimbursement procedures and possible modifications or elimination. The Town Board had requested that Clerk/Treasurer Sara Olson present the amount of money that was spent last year for reimbursement for the Clerk/Treasurer and Plan Commission Members at the July Town Board meeting.
11) Discussion & possible action re: Survey Road Bridge Project & Blotz Bridge Update. Clerk/Treasurer Sara Olson indicated that the Blotz Bridge is to be let by the state on July 12th and will take about 6 weeks to get the contract. Sara Olson reminded the Town Board that the temporary crossing will need to be constructed prior to the construction of Blotz Bridge and will be done outside of the contract. The Town Board indicated to have Greg Jewell get quotes for this project from Shawn Slaney & Rule Construction to present to the Town Board at the July Town Board meeting. Clerk/Treasurer Sara Olson also presented the State/Municipal Agreement for the Survey Road Bridge Project and indicated that the Township needed to decide if they will be having the county administer the project or if the Township will be administering the project themselves. The Town Board indicated that they would be administering the project.
12) Discussion & possible action re: Firework Donation request from Dodgeville Area Chamber of Commerce. Peter Vanderloo made a motion to donate $100 to the Dodgeville Area Chamber of Commerce for the 2016 Dodgeville fireworks. David Blume seconded the motion. Motion carried. Steven Johnson was opposed.
13) Discussion & possible action re: Review of Audit & Financial Reports. The Town Board reviewed the audit and financial reports.
14) Discussion & possible action re: Gravel Proposals. Clerk/Treasurer Sara Olson presented proposals from Bard, Rule Construction and Ivey Construction in regards to gravel prices for 2016 for the Town of Dodgeville. The Town Board discussed the proposals in which Rule Construction had the lowest prices. David Blume made a motion to have Rule Construction be our first choice when purchasing gravel, Ivey Construction being second choice and to purchase winter chips from Rule Construction. Steven Johnson seconded the motion. Motion carried.
15) Discussion & possible action re: Parking of Vehicles on Town Highways. Clerk/Treasurer Sara Olson presented a sample ordinance from the Town of Eagle Point as requested. The Town Board discussed the different question they had in regards to creating an ordinance and asked Clerk/Treasurer Sara Olson to follow up with the Towns Association to obtain answers. No action was taken.
16) Discussion & possible action re: Resolution 2016-293 eCMAR – 2015. No action was taken.
17) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (g) to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which is or is likely to become involved. (Evans Quarry Road Damages.) David Blume made a motion to go into Closed Session in Accordance with Wisconsin Statue 19.85 (1) (g) to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which is or is likely to become involved. Peter Vanderloo seconded the motion. Motion carried.
18) Reconvene into Open Session. Steven Johnson made a motion to reconvene into open session. David Blume seconded the motion. Motion carried.
19) Board action as a result of Closed Session. Peter Vanderloo made a motion to serve Keith Kammes with a notice of deposition and counter offer at $15,000.00 for settlement. David Gollon seconded the motion. Motion carried.
20) Public Comment. None
21) Adjournment. David Blume made a motion to adjourn the meeting at 7:35 p.m. Steven Johnson seconded the motion. Motion carried.
