Town Board Meeting Minutes
March 13th, 2019
*6:00 p.m.*
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:01 p.m.
Town Supervisors in attendance were: Peter Vanderloo, David Gollon and David Blume. Absent was Kyle Levetzow. Also in attendance were Clerk/Treasurer Sara Olson and Randy Beerkircher.
Everyone in attendance recited the Pledge of Allegiance.
2) Approval of Public Notice/Agenda. Supervisor, Peter Vanderloo made a motion to approve the public notice and agenda seconded by Supervisor, David Blume. Motion carried.
3) Approval of Meeting Minutes from February 12th, 2019. David Blume made a motion to approve the meeting minutes from February 12th, 2019 as presented. Peter Vanderloo seconded the motion. Motion carried. David Gollon abstained from this motion.
4) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville’s February 2019 Treasurer’s Report stating the following fund balances:
General Checking $ 89,886.11
Farmer’s Savings $ 541,294.87
Local Government Investment Pool $ 7,224.87
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 146,038.87
Township Funds: $ 784,444.72
Tax Funds: $ 0.00
Peter Vanderloo seconded the motion. Motion carried.
David Gollon made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $8,678.75
Peter Vanderloo seconded the motion. Motion carried.
5) Bills to be approved. David Gollon made a motion to approve the March 13th, 2019 vouchers in the amount of $117,917.14 and Sanitary District #1 vouchers in the amount of $3,651.88 with the exception of the invoice from Madison Truck & Equipment. The Town Board requested that an individual from Madison Truck & Equipment discuss this invoice with the Board prior to payment being made. Peter Vanderloo seconded the motion. Motion carried.
6) Town Roads/Equipment Report. Supervisor, Kyle Levetzow arrived during the discussion of this agenda item. Town Patrolman, Randy Beerkircher updated the Town Board in regards to the road conditions including the damages to the ditch line from logging on Sneed Creek/Lake View Road as well as the status of the equipment and getting the annual service performed on the 2015 MACK Truck. Randy had also discussed labor and the ability to utilize Kevin when available and requested that at some point he would like to discuss the Township’s Handbook as well as labor.
7) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson reminded the Town Board that the Spring Election will be held on Tuesday, April 2nd, 2019 and therefore there wouldn’t be a Regular Town Board meeting that evening. The Town Board requested the Regular Board meeting be held immediately following the Annual Meeting.
8) Discussion & possible action re: Planning Commission Recommendation. David Blume made a motion to recommend the approval of the rezoning application of Survey Road Investments, LLC to create two AR-1 lots of approximately 10 acres more or less from A-1 Ag to AR-1 located in fractional of the NE ¼ of the NE ¼ and the SE ¼ of the NE ¼ of Section 6, Town 5 North, Range 3 East located at 2744 Survey Road with the condition that the appropriate acreage is placed into the conservancy district to meet the density standard for both lots. Peter Vanderloo seconded the motion. Motion carried.
9) Discussion & possible action re: Code of Ordinances – Chapter 6 Driveway Amendment. David Blume made a motion to adopt the Chapter 6 Driveway Amendment as drafted by the Town Planning Commission with the addition of the word crop lands versus lands. Kyle Levetzow seconded the motion. Motion carried.
10) Discussion & possible action re: Patrolman Training – MSHA/OSHA. David Blume made a motion to have both Randy Beerkircher and Kevin Zajicek participate in the MSHA/OSHA Training on April 9th & April 10th. Peter Vanderloo seconded the motion. Motion carried.
11) Discussion & possible action re: Leffler Road – Survey & Engineering Cost Estimate. David Blume made a motion to approve Jewell & Associates to survey, engineer and determine the amount of easement needed to grade the banks on Leffler Road with a cost estimate of $11,900.00. Kyle Levetzow seconded the motion. Motion carried.
12) Discussion & possible action re: 2019 Budget Review. The Town Board reviewed the 2019 public works budget and discussed the effects of the 2019 winter costs.
13) Discussion & possible action re: Spring Clean-Up. The Town Board discussed having the Spring Clean-Up on April 27th, 2019.
14) Public Comment. Town Patrolman, Randy Beerkircher indicated that he had placed sandpatch under the Recycling Center garage door to help deter the water from entering the building due to the large amount of water that flows toward the building.
15) Adjournment. David Blume made a motion to adjourn the meeting at 7:03 p.m. David Gollon seconded the motion. Motion carried.
