Town Board Meeting Minutes
March 16th, 2015
5:30 p.m.
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 5:31 p.m.
Town Supervisors in attendance were: David Gollon and David Blume. Also in attendance was Clerk/Treasurer Sara Olson. Absent were: Dorothy Gullickson and Steven Johnson.
2) Approval of Public Notice/Agenda. Supervisor, David Blume made a motion to approve the public notice and agenda seconded by Supervisor, David Gollon. Motion carried.
3) Discussion & possible action re: 2015-2016 Salt Season Commitment. Clerk/Treasurer Sara Olson presented the board with a 2015-2016 salt season commitment form. David Blume made a motion to commit to 50 ton of early fill salt for the 2015-2016 season. David Gollon seconded the motion. Motion carried.
4) Discussion & possible action re: 2015 Technology Update. Clerk/Treasurer Sara Olson presented the board with a quote for a wireless keyboard and a dual band wifi router. Clerk/Treasurer Sara Olson indicated that the copiers/printers will need to be discussed at the next Town Board meeting as they are having mechanical issues. David Blume made a motion to purchase the wireless keyboard and wifi router. David Gollon seconded the motion. Motion carried.
5) Discussion & possible action re: Evans Quarry Road Damages. Clerk/Treasurer Sara Olson shared correspondence received from Murphy Desmond in regards to the Evans Quarry Road damages. David Gollon made a motion to authorize Murphy Desmond to take all appropriate action to make the Township whole from the Evans Quarry Road damages after the March 20th deadline as indicated in the letter. David Blume seconded the motion. Motion carried.
6) Discussion & possible action re: Town Financing Options / Town Equipment Purchases. Town Board Supervisor, David Blume presented the Town Board with information in regards to refinancing the towns existing debt. The Town Board members indicated that they were in favor of the refinancing the debt as of June 1st, 2015.
7) Discussion & possible action re: Iowa County Humane Society. Clerk/Treasurer Sara Olson presented an invoice from the Iowa County Humane Society as well as an e-mail that was received from Lisa Thomas in regards to the intake of the stray animal. Curt Peterson made a motion to pay the invoice with the deduction of the $20 donation accompanied by a letter to the Humane Society indicating that if the conditions in the contract are not met in regards to obtaining authorization prior to accepting the animal the Town of Dodgeville won’t pay for these unauthorized accepted animals. David Blume seconded the motion. Motion carried. 2-1. (Gollon – opposed)
8) Discussion & possible action re: Leffler Road Improvement Project Bids (TRIP). Clerk/Treasurer Sara Olson presented the Town Board a bid sheet indicating all bids received and opened at the bid opening. David Blume made a motion to award Rule Construction the base bid in the amount of $44,642.50 with the conditions that we are able to negotiate the removal of the trees outside of the TRIP program due to the amount of the base bid. If the trees are unable to be negotiated outside of the TRIP program them Rule Construction will be awarded both the base bid and Alternative #1. David Gollon seconded the motion. Motion carried.
9) Discussion & possible action re: Timesheets. The Town Board discussed the current timesheet format and emphasized the need for more accuracy and details on the timesheets submitted for payroll. The Town Board indicated they would be looking into modifying the existing timesheets to allow for more detail and accuracy.
10) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Blume made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Gollon seconded the motion. Motion carried. Roll Call: Gollon, yes; Peterson, yes; and Blume, yes. Clerk/Treasurer Sara Olson was also present.
11) Reconvene into Open Session. David Blume made a motion to reconvene into open session. David Gollon seconded the motion. Motion carried.
12) Board action as a result of Closed Session. David Gollon made a motion to suspend Charlie Rolli for up to 5 days to be determined by the Town Chairman for work related issues. Curt Peterson seconded the motion. Motion carried. David Gollon made a motion to have John White start working on Wednesday’s and have to Town Chairman Curt Peterson meet with the individual recycling center attendants to discuss work rules and scheduling. It was indicated that the employees would be allowed to work with each other in regards to scheduling but, all schedule changes must be communicated with the Clerk/Treasurer. David Blume seconded the motion. Motion carried.
13) Public Comment. Town Board Supervisor, Steven Johnson arrived during this discussion.
14) Adjournment. David Blume made a motion to adjourn the meeting at 7:22 p.m. David Gollon seconded the motion. Motion carried.
