Town Board Meeting Minutes
March 1st, 2011
6:00 p.m.
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 P.M.
Town Supervisors in attendance were: Thomas Mueller, David Thomas and Charlie Price. Also in attendance were Clerk Sara Olson, Dennis Dochnahl, Daniel Keeney, Devon Piernot, Amy Seeboth, Jeff Haylock, Kevin Zajicek and Mike Fenley.
2) Approval of Public Notice/Agenda. Supervisor, Charles Price made a motion to approve the public notice and agenda seconded by Supervisor, Thomas Mueller. Motion carried.
3) Approval of Meeting Minutes from February 7th, 2011. Thomas Mueller made a motion to approve the February 7th, 2011 minutes as submitted. David Gollon seconded the motion. Motion carried.
Curt Peterson made a motion to suspend the agenda and move to Item #8. Thomas Mueller seconded the motion. Motion carried.
4) Discussion & possible action re: Building Permit Fees. Building Inspector Michael Finley presented a 2011 Fee Schedule to the Town Board from Vierbicher Associates, Inc. The Town Board and Michael Finley discussed the current rates and the increases in the rates noting that there has not been an increase in fees for four years. The Town Board had expressed their satisfaction with the current building inspector Michael Finley. David Gollon made a motion to increase the fees as presented and update the fee schedule resolution to make the fees effective April 12th, 2011 upon adoption of the resolution. Thomas Mueller seconded the motion. Motion carried.
Town board member David Thomas arrived during the discussion of Building Permit Fees.
5) Discussion & possible action re: Southwest Regional Planning Commission Disaster Mitigation Study. Devon Piernot , Amy Seeboth (Southwest Regional Planning) and the Town Board discussed and completed the Natural Hazard Identification and Risk Assessment Matrix as well as the Manmade & Technological Hazard Identification and Risk Assessment Matrix. The Town Board was required to complete these matrix due to FEMA requires all counties to have a mitigation plan in order to received any funding, therefore all municipalities in Iowa County had to complete these form and identify items in there municipality. Southwest Regional Planning indicated that the next step for the Town of Dodgeville will be receiving the Iowa County Mitigation Plan once approved by the county.
6) Discussion & possible action re: Setting date for Fence Viewing Request. Clerk/Treasurer Sara Olson indicated to the Town Board that we had received a written complaint from Dennis Dochnahl in reference to fences. The Town Board indicated the process that takes place during a fence viewing. The Town Board had indicated they would write a letter to the individuals requesting the fences be maintained. Dennis Dochnahl had indicated if he feels a fence viewing is necessary he would contact the Township.
7) Approval of Treasurer?s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. Thomas Mueller made a motion to approve the Town of Dodgeville February 2011 Treasurer?s Report as submitted stating the following fund balances:
General Checking $ 40,065.90
Farmer?s Savings $ 166,615.32
M&I Tax Account $ 100,000.00
Local Government Investment Pool $ 6,945.30
M&I CD?s $ 151,043.87
Total Funds: $ 464,670.39
David Thomas seconded the motion. Motion carried.
David Thomas made a motion to approve Sanitary Districts #1, 2, 3 Treasurer?s Report and Tax Collection Account as submitted stating the following fund balances:
Sanitary District #1 $15,143.29
Sanitary District #2 $ 4,759.10
Sanitary District #3 $ 316.66
Thomas Mueller seconded the motion. Motion carried.
8) Bills to be approved. Charles Price made a motion to approve all the March Vouchers with the exception of the Fire Contract bill in the amount of $72,398.00 as submitted totaling $43,299.26. The Fire Contract bill was not paid due to it wasn?t yet due. David Thomas seconded the motion. Motion carried.
9) Town Road Report. Clerk/Treasurer Sara Olson indicated to the Town Board that we had submitted costs in the amount of $20,063.31 to Iowa County Emergency Management to try to obtain assistance from FEMA for the blizzard that occurred in February.
10) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that the Dog Licensing Clinic was a success. Sara Olson also presented the Town Board with the Major Class Comparison Report for 2010. Clerk/Treasurer Sara Olson also indicated that she received a request for an estimation of what the Town would charge for a school district referendum election from the Dodgeville School District. The Town Board also indicated that the Town Spring Clean-Up could be held on April 23rd from 8:00 a.m. ? 12:00 p.m.
11) Discussion & possible action re: Planning Commission Recommendations. The Town of Dodgeville reviewed the Plan Commission Recommendations. Thomas Mueller made a motion to approve the recommendation of the rezoning of 2 acres more or less from A-1 Ag to R-1 Residential located in the NE ? of the SW ? of Section 19, Township 6 North, Range 3 East currently being owned by Gary Grunow with the condition of 33 acres more or less being placed into a conservancy district. David Gollon seconded the motion. Motion carried. Thomas Mueller made a motion to approve the recommendation of the rezoning of 5 acres more or less from B-2 & A-1 to AR-1 Ag Residential with the remaining portion of the B-2 land not included in the 5 acre parcel to be rezoned to A-1 Ag located in the NW ? of the SW ? of Section 14, Township 6 North, Range 2 East currently owned by the VonAllmen Trust with the condition that 30 acres more or less be put into a conservancy district. David Gollon seconded the motion. Motion carried.
12) Discussion & possible action re: Outdoor Lighting at Town Shop. Clerk/Treasurer Sara Olson presented the Town Board with two proposals for 3 outdoor lights to be installed at the Town Shop. Thomas Mueller made a motion to accept Johanning Electric?s proposal in the amount of $800.00. Charlie Price seconded the motion. Motion carried.
13) Discussion & possible action re: Remodeling of Town Office. The Town Board discussed the different options for remodeling the Town Office. Charlie Price made a motion to have Kevin Zajicek (Part-time Patrolman) give an actual cost for the remodeling project with different options and requested it be brought back to the Town Board at the next meeting. Thomas Mueller seconded the motion. Motion carried.
14) Discussion & possible action re: Security System/Surveillance Camera?s. Clerk/Treasurer Sara Olson presented the Town Board with two proposals for a surveillance camera system. Thomas Mueller made a motion to accept Applied Micro?s proposal for a surveillance camera system. David Thomas seconded the motion. David Gollon had requested we contact Applied Micro to see what a voice recorder would cost as well as an upgrade to a 8 camera system versus a 4 camera system.
15) Public Comment. None
16) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Employee Evaluations) and in Accordance with Wisconsin Statue 19.85 (1) (g) to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which is or is likely to become involved. Thomas Mueller made a motion to go into closed session in Accordance with Wisconsin Statue 19.85 (1) (g) to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which is or is likely to become involved. Charlie Price seconded the motion. Motion carried. Roll call: Peterson, yes; Gollon, yes; and Mueller, yes.
17) Reconvene into Open Session. Thomas Mueller made a motion to reconvene into open session. David Gollon seconded the motion. Motion carried.
18) Board Action as a Result of Closed Session. No action taken.
19) Adjournment. Thomas Mueller made a motion to adjourn the meeting. David Thomas seconded the motion. Motion carried.
