Town Board Meeting Minutes
March 2nd 2010
6:00 P.M.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 P.M.

Town Supervisors in attendance were: Charles Price, David Thomas, Thomas Mueller and David Gollon. Also in attendance were Clerk Sara Olson, Nancy Mueller, Dawn Judd, Peter Stadler, Bob Berglin, Michelle Godez, Stewart Schilling, Sue Donaldson and Matt Schneider.

2) Approval of Public Notice/Agenda. Supervisor, Thomas Mueller made a motion to approve the public notice and agenda seconded by Supervisor, Charles Price. Motion carried.

3) Approval of Meeting Minutes from February 9th, 2010. Thomas Mueller made a motion to approve the meeting minutes from February 9th, 2010 as submitted. David Gollon seconded the motion. Motion carried.

David Gollon made a motion to suspend the agenda and to go to Item #6 (Iowa County Humane Society Charity Bike Run). Thomas Mueller seconded the motion. Motion carried.

4) Discussion & possible action re: Iowa County Humane Society Charity Bike Run. Stewart Schilling presented information to the Town Board in reference to the Iowa County Humane Society Charity Bike Run to be held on May 2, 2010. The cycling event will begin at approximately 7:00 a.m. in which approximately 400 bicyclists will be participating and will be utilizing Township roads. This event is called the Quadrupedal Spring Century Ride and more information can be obtained at the following website www.ichs.net/quadrupedal.html. Thomas Mueller made a motion to approve the Quadrupedal Spring Century Ride to utilize the Township Roads for the bicycling event. David Gollon seconded the motion. Motion carried.

David Thomas made a motion to suspend the agenda and go to Item #7 (Scheduling a Public Hearing to Discuss Room Tax). Thomas Mueller seconded the motion. Motion carried.

5) Discussion & possible action re: Scheduling a Public Hearing to Discuss Room Tax. The Town Board discussed different feelings of why the individual board members were or weren’t in favor of discussing room tax. Charlie Price indicated that he was in favor of discussing room tax because it would give property owners tax relief and he feels as the tourists that utilize our roads, attractions and sites should pay a room tax when staying at a hotel to help with costs and to promote tourism. David Thomas indicated that he wasn’t in favor or adding another tax as we are already being taxed to death on everything else. Thomas Mueller indicated that our highest tax base in the Town of Dodgeville is being targeted and he believes that we shouldn‘t tax the individuals that stay at hotels to promote tourism when many of them are construction crews and family members not tourists. Thomas Mueller also indicated that the hotels spend several thousands of dollars a year to promote their attraction and no one can do that better then themselves. David Gollon indicated that our hotels in the Township are already struggling to keep their doors open as the Concord Inn hasn’t been opened in months and the House on the Rock Hotel closed down for the winter therefore adding an additional tax will certainly not help attract people to these attractions. Curt Peterson indicated that he didn’t want this topic to keep arising as the Town Board had already discussed it several years ago and it didn‘t move as individuals weren‘t in favor of the tax. Charlie Price and Bob Berglin asked the Town Board before making a motion on this subject to remember who they are elected by and what they would they want. Thomas Mueller made a motion not to a hold a public hearing on this topic for the term of Town Chairman, Curt Peterson which is until April of 2011. Curt Peterson seconded the motion. Motion carried. Opposed were: David Thomas & Charlie Price.

6) Discussion & possible action re: Discontinuation of Chamber of Commerce. Town Supervisor, Thomas Mueller indicated that he had some concerns with the Chamber of Commerce that he felt needed to be addressed. Thomas Mueller feels as if the Chamber of Commerce focuses on “Downtown Businesses” only not all businesses and tourism is the center focus. He also indicated that the Chamber of Commerce is the one behind the Room Tax to promote tourism and he doesn’t feel that government should be telling businesses how they should be ran. David Gollon had indicated that he recently became a member of the Chamber of Commerce and indicated different ways that he has worked with the Chamber to try to improve their services they offer to better themselves as a more efficient place. Charlie Price who represents the Town on the Board of the Chamber of Commerce indicated that they are constructing a new website and are working on some issues to better the Chamber of Commerce. David Thomas indicated that there are several group such as Iowa County Economic & Development and the Chamber of Commerce that possibly have overlapping duties that should be working together to become stronger. Curt Peterson indicated that he has never had any issues with the Chamber of Commerce. Bob Berglin thanked the Town of Dodgeville for all of their comments, concerns and suggestions and indicated that he would definitely try to improve in these areas. Curt Peterson made a motion to continue our Chamber of Commerce membership and donation. Charlie Price seconded the motion. Motion carried.

7) Discussion & possible action re: Discontinuation of Wisconsin Towns Association Membership. Town Supervisor, Thomas Mueller indicated that he was unhappy with Rick Stadelman’s Opinion and support of the Working Lands Initiative that was passed by legislation. The Town Board indicated that they were never informed of the possible changes that were going to be proposed by legislation or asked about their opinion of this program by anyone at the Wisconsin Towns Association including the District Director that holds the County Unit Meetings for Iowa County. Thomas Mueller made a motion to have the Clerk/Treasurer create a letter to the Wisconsin Town Association indicating that the District Directory need to be informed of such matters and present information at the County Unit Meetings so individual Towns can express their opinions and be informed of changes before they take effect. The Town of Dodgeville will be continuing there Wisconsin Towns Association Membership. David Gollon seconded the motion. Motion carried.

8) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. Thomas Mueller made a motion to approve the Town of Dodgeville February 2010 Treasurer’s Report as submitted stating the following fund balances:

General Checking $ 44,201.89
Farmer’s Savings $ 1,477.70
M&I Tax Account $ 166,530.42
Local Government Investment Pool $ 6,930.69
M&I CD’s $ 100,091.81

Township Funds: $ 319,232.51

David Gollon seconded the motion. Motion carried.

Thomas Mueller made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:

Sanitary District #1 $ 15,026.08
Sanitary District #2 $ 3,994.86
Sanitary District #3 $ 339.55

David Gollon seconded the motion. Motion carried.

9) Bills to be approved. Thomas Mueller made a motion to approve all the March Vouchers as submitted totaling $29,053.96. David Thomas seconded the motion. Motion carried.

10) Discussion & possible action re: Operator‘s License for Lauren Gullickson. Charlie Price made a motion to approve the Operator’s License for Lauren Gullickson. Thomas Mueller seconded the motion. Motion carried.

11) Discussion & Possible action re: Mower Tractor Quotes. Clerk/Treasurer Sara Olson presented the Town Board with mower tractor quotes from 5 local dealers. The Town Board looked at the tractor quotes and requested that we also look at pricing of the next series as the tractors that were quoted seemed small for how we would be utilizing the tractor. The Town Board also asked that the Clerk/Treasurer to prepare a spreadsheet comparing the Weight, Engine PTO, Fluid Amount, Tire Size, Horsepower and the amount of fluid in the reservoir on each tractor so the tractors could be compared apples to apples versus price. The Town Board scheduled a meeting for March 9th, 2010 to discuss the mower tractor quotes further. No action taken.

12) Discussion & possible action re: Pressure Washer for Town Shop. Clerk/Treasure Sara Olson presented the Town Board with some pricing for power washers. The Town Board members were also going to do research on different power washers and also discuss them further on March 9th, 2010. No action taken.

13) Discussion & possible action re: Town Road Report. Clerk/Treasurer Sara Olson presented the Town Board with a report that was completed by Charley Rolli in reference to his work week and accomplishments. The report indicated that the Town Shop was in need of some tools such as wrenches, pliers, and screwdrivers with the cost of approximately $220.00. David Thomas made a motion to purchase the tools with the cost of approximately $220.00. Charlie Price seconded the motion. Motion carried.

14) Discussion & possible action re: Town Office Report. Clerk/Treasure Sara Olson indicated that she had returned from her maternity leave. The Town Board had requested to schedule the Spring Clean-Up on May 15th, 2010 and to have the Clerk/Treasurer produce a newsletter in April. Clerk/Treasurer Sara Olson also indicated that she would be send out dog license reminders to individuals who haven’t licensed their dogs for the year 2010. No action taken.

15) Discussion re: Farmland Preservation Update. Clerk/Treasurer Sara Olson presented information to the Town Board from the Iowa County Planning and Zoning Office in reference to upcoming meetings. No action taken.

16) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (g) to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which is or is likely to become involved. Thomas Mueller made a motion to go into closed session in Accordance with Wisconsin Statue 19.85 (1) (g) to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which is or is likely to become involved at 9:02 p.m. David Gollon seconded the motion. Motion carried. Roll call: Peterson, yes; Gollon, yes; Mueller, yes; Price, yes and Thomas, yes. Clerk/Treasurer Sara Olson was also present during closed session.

17) Reconvene into Open Session. Thomas Mueller made a motion to reconvene into open session at 9:14 p.m. David Gollon seconded the motion. Motion carried.

18) Board Action as a Result of Closed Session. David Gollon made a motion to settle the court case if the Town of Dodgeville receives half of the court costs and the original check due to the Town has some responsibility and fault. This amount would equal $507.25. David Thomas seconded the motion. Motion carried.

19) Public Comment. None

20) Adjournment. Thomas Mueller made a motion to adjourn the meeting at 9:30 p.m. Curt Peterson seconded the motion. Motion carried.
