Town Board Meeting Minutes
March 3rd, 2015
5:30 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 5:30 p.m.

Town Supervisors in attendance were: David Gollon, David Blume and Steve Johnson. Also in attendance were Clerk/Treasurer Sara Olson and Jeffrey Haylock.

2) Approval of Public Notice/Agenda. Supervisor, David Blume made a motion to approve the public notice and agenda seconded by Supervisor, Steven Johnson. Motion carried.

3) Approval of Meeting Minutes from February 3rd, 2015 & February 18th, 2015. David Gollon made a motion to approve the February 3rd and February 18th meeting minutes as presented. Steven Johnson seconded the motion. Motion carried.

4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Blume made a motion to approve the Town of Dodgeville February 2015 Treasurer’s Report stating the following fund balances:

General Checking $ 344,385.73
Farmer’s Savings $ 5,402.46
M&I Tax Account $ 138,978.05
Local Government Investment Pool $ 6,978.30
M&I CD’s $ 50,835.93
Farmer’s Savings Tax Account $ 0.00

Township Funds: $ 546,580.47

Steven Johnson seconded the motion. Motion carried. Dorothy Gullickson arrived during this discussion.

David Blume made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $17,070.07
Sanitary District #2 $14,459.68

Steven Johnson seconded the motion. Motion carried.

5) Bills to be approved. David Gollon made a motion to approve the March vouchers totaling $24,520.03. Curt Peterson seconded the motion. Motion failed 3-2. David Blume made a motion to approve all the March vouchers with the exception of the Monroe Truck invoice for $6,015.50. This invoice will be paid upon receipt of the license plate light. Steven Johnson seconded the motion. Motion carried 2-3.

6) Town Roads/Equipment Report. Town Board Supervisor, Steven Johnson had given information to the board in regards to the current blades on the v-plow and the blades that were ordered. The Town Board had also recommended that Steve Johnson look at the bushing that were ordered for the MACK and decide if we will be utilizing these parts or not. The Town Board had also requested that David Gollon work with Clerk/Treasurer Sara Olson to prepare specifications for a 550 or equivalent and body. Clerk/Treasurer Sara Olson also presented the Town Board with pricing in regards to a new town radio for the mower tractor.

7) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson had presented the Board with information in regards to the Hazardous Training that she attended in February. Clerk/Treasurer Sara Olson had also indicated that she would be attending training on March 26th as requested by the Town Board.

8) Discussion & possible action re: Plan Commission Recommendations. David Blume made a motion to recommend the approval of the rezoning application of the William Lee & Gale Lee Irrevocable Trust of approximately 4.648 acres from A-1 Non-Conforming to AR-1 and 25 acres from A-1 to C-1 located in part of the SW ¼ of the SE ¼ of Section 32, Town 6 North, and Range 3 East. David Gollon seconded the motion. Motion carried.

9) Discussion & possible action re: Sealcoating - 2015. The Town Board discussed the 2014 Road Report in detail as well as a list of roads prepared by Town Chairman, Curt Peterson in regards to sealcoating. The Town Board had requested that bids be obtained for all roads on the list of roads prepared by the Town Chairman and the Township will pick and choose what roads they will be sealcoating as the Township has budgeted for 6 to 8 miles of road depending on prices. The Board also requested that we obtain prices on pre-coated chips on Soldiers Court, Cannonball Trail and Veterans Pass. Clerk/Treasurer Sara Olson and Town Chairman, Curt Peterson will be working on putting together bid documents to be opened at the April 21st Town Board meeting.

10) Discussion & possible action re: Open Records Policy. Clerk/Treasurer Sara Olson presented the Town Board with samples of an open record policy from the Wisconsin Law Form publication. The Town Board had requested that Sara Olson contact other municipalities and obtain samples of their open records policy. The Town Board requested that this be placed on next month’s agenda.

11) Discussion & possible action re: Old Town Computer. No action was taken.

12) Discussion & possible action re: Purchasing of Cell Phone. Town Supervisor, Steven Johnson had indicated that he didn’t have all the information prepared in regards to this item and requested that it be placed on next month’s agenda.

13) Discussion & possible action re: Spring Clean-Up. Clerk/Treasurer Sara Olson had indicated that she was working on scheduling the Townships Spring Clean-Up and was wondering when the Township would like to hold the event. The Town Board requested the Clerk/Treasurer Sara Olson schedule the event for the end of April or first weekend in May.

14) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Blume made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Steven Johnson seconded the motion. Motion carried. Roll call; Gollon, yes; Peterson, yes; Blume, yes; Johnson, yes; Gullickson, yes. Clerk/Treasurer Sara Olson was also in attendance.

15) Reconvene into open session. David Blume made a motion to reconvene into open session. Steven Johnson seconded the motion. Motion carried.

16) Board action as a result of Closed Session. David Gollon made a motion to authorize Town Chairman, Curt Peterson to provide Charley Rolli with a list of light duty jobs to be completed based on his restrictions. Steven Johnson seconded the motion. Motion carried. The Town Board requested that John White provide a letter with restriction or lack of restrictions in order to return to work.

17) Public Comment. Town Supervisor, Steven Johnson had indicated that there is about a $4,000 cost difference for a mechanical thumb.

18) Adjournment. David Gollon made a motion to adjourn the meeting at 7:37 p.m. Steven Johnson seconded the motion. Motion carried.
