Town Board Meeting Minutes
March 6th, 2018
*6:00 p.m.*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were: David Gollon, David Blume, Kyle Levetzow and Peter Vanderloo. Also in attendance were Clerk/Treasurer Sara Olson, Larry Nelson, Mark Cahill, Jeffrey Haylock and Randy Beerkircher.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.

David Blume made a motion to suspend the agenda and move to Item #8 Guidance on Common Fence/Gates (Cahill/Nelson). Kyle Levetzow seconded the motion. Motion carried.

3) Discussion & possible action re: Guidance on Common Fence/Gates (Cahill/Nelson). Clerk/Treasurer Sara Olson presented information to the Town Board from property owner Larry Nelson in regards to the request for guidance on the common fence. The Town Board and both property owners discussed the common fence. The Town and both landowners acknowledged the willingness to make the existing fence a legal fence and therefore no action was taken.

4) Approval of Meeting Minutes from February 6th, 2018. Peter Vanderloo made a motion to approve the meeting minutes from February 6th, 2018 as submitted. Kyle Levetzow seconded the motion. Motion carried.

5) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville’s January 2018 Treasurer’s Report stating the following fund balances:

General Checking $ 94,528.49
Farmer’s Savings $ 403,819.64
Local Government Investment Pool $ 7,083.53
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 158,466.60

Township Funds: $ 663,898.26
Tax Funds: $ 0.00

Peter Vanderloo seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $18,362.34

Peter Vanderloo seconded the motion. Motion carried.

6) Bills to be approved. David Gollon made a motion to approve the March 6th, 2018 vouchers in the amount of $14,076.02. Kyle Levetzow seconded the motion. Motion carried.

7) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson informed the Town board of the schedule for opening and awarding of bids for the Norwegian Hollow Rd Culvert Project as well as the soil borings on Survey Road.

8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented the final major class comparison report and indicated the Annual Meeting will be held on Tuesday, April 17th at 6:00 p.m. The Town Board indicated that the Regular April Town Board meeting will take place on Tuesday, April 17th at 5:00 p.m.

9) Discussion & possible action re: Alternative Driveway/Parking Plans for 5001 Brennan Road. No action was taken.

10) Discussion & possible action re: 2018 – Sealcoating of Town Roads. Town Chairman, Curt Peterson presented information in regards to Sealcoating of Town Roads for 2018. The Town Board requested that Clerk/Treasurer Sara Olson send out bid documents for Sealcoating of Blotz Rd, Brennan Rd, Lehner Rd (with and without pre-coated chips), Miess Rd and Oxnem Road. The opening of the bids will take place at the May 1st, 2018 Town Board meeting.

11) Discussion & possible action re: Driveway/Water Issues. Clerk/Treasurer Sara Olson and Town Patrolman Randy Beerkircher discussed current driveway/water issues that were recently discovered due to the heavy rains and frozen ground. The Town Board indicated that these issues will have to be dealt with on a case-by-case basis to determine how they should be corrected and if a culvert is needed. No action was taken.

12) Discussion & possible action re: City of Dodgeville Agreement for City Sewer & Water Services. No action was taken.

13) Discussion & possible action re: Spring Clean-Up. David Blume made a motion to set the date of Spring Clean-Up for April 28th 2018 from 8:00 a.m. – 12:00 p.m. Kyle Levetzow seconded the motion. Motion carried.

14) Discussion & possible action re: Hazardous Material & Waste Disposal Training. Clerk/Treasurer Sara Olson presented information in regards to the Free Hazardous Material & Waste Disposal Training held on Wednesday, March 28th at the Mendota Correction Center. David Blume made a motion to approve Sara Olson, Randy Beerkircher and William Blume to attend the training on March 28th. Peter Vanderloo seconded the motion. Motion carried.

15) Discussion & possible action re: Township Policies. The Town Board discussed the desire to create a book of policies to address how to handle situations that occur. The Town Board felt this would be a benefit to future board members. Town Supervisor, Peter Vanderloo indicated that felt a good policy to start to create would be requirements for new hires and indicated that he would be willing to help draft this particular policy.

16) Discussion & possible action re: 2017 Year-End Budget Review / 2018 Budget Review. Clerk/Treasurer Sara Olson presented a copy of the incomplete 2017 Year-End budget due to the need of an invoice from the City of Dodgeville and the current 2018 budget. Town Chairman, Curt Peterson had indicated that he would contact the City of Dodgeville mayor in regards to receiving the 2017 ambulance contract billing. The Town Board reviewed both budgets.

17) Public Comment. Jeffrey Haylock indicated that he felt not only is a book of polices important to future board members but is a benefit to the public as well.

18) Adjournment. David Blume made a motion to adjourn the meeting at 7:18 p.m. Peter Vanderloo seconded the motion. Motion carried.
