Town Board Meeting Minutes
May 1st, 2012
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:03 P.M.

Town Supervisors in attendance were: David Thomas, David Gollon and David Blume. Also in attendance were Clerk-Treasurer Sara Olson, Jeff Haylock, Judy James, Grace Judd, Mary Dolan and Susan Van Sicklen.

2) Approval of Public Notice/Agenda. Supervisor, David Blume made a motion to approve the public notice and agenda seconded by Supervisor, David Thomas. Motion carried.

David Thomas made a motion to suspend the agenda and move to Item #7. David Blume seconded the motion. Motion carried.

3) Discussion & possible action re: Allowance of split shifts for elections held within the Town of Dodgeville. The Town Board members and the election workers (Clerk/Treasurer Sara Olson, Susan Van Sicklen, Judy James, Grace Judd and Mary Dolan) discussed the allowance of split shifts for elections in great detail. Poll worker Susan Van Sicklen also presented the Town Board with a letter in regards to the Clerk/Treasurer.

4) Denial or adoption of Ordinance: Chapter 26 The use of split shifts for elections held within the Town of Dodgeville.
David Gollon made a motion to adopt ordinance Chapter 26 The use of split shifts for elections held within the Town of Dodgeville effective August 1st , 2012. David Thomas seconded the motion. Motion carried.

5) Discussion & possible adoption re: 2012-278 Allowing of Special Registration Deputies on Election Day. David Gollon made a motion to adopt Resolution 2012-278 Allowing of Special Registration Deputies on Election Day (5-8 & 6-5). David Thomas seconded the motion. Motion carried.

6) Approval of Meeting Minutes from April 10th, 2012. David Thomas made a motion to approve the April 10th minutes as submitted. David Gollon seconded the motion. Motion carried.

7) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Thomas made a motion to approve the Town of Dodgeville April 2012 Treasurer’s Report as submitted stating the following fund balances:

General Checking $ 62,264.58
Farmer’s Savings $ 51,515.52
M&I Tax Account $ 163,472.52
Local Government Investment Pool $ 7,060.38
M&I CD’s $ 101,115.46


Township Funds: $ 385,428.46


Curt Peterson seconded the motion. Motion carried.

David Thomas made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $14,544.82
Sanitary District #2 $ 8,487.89

Curt Peterson seconded the motion. Motion carried

8) Bills to be approved. David Gollon made a motion to approve all the May vouchers as presented in the amount of $3,073.98. David Thomas seconded the motion. Motion carried.

9) Appointment of Plan Commission Member. Curt Peterson indicated this will be postponed until the June meeting to allow time to find an individual who would be willing to serve.

10) Town Roads/Equipment Report. Town Chairman, Curt Peterson indicated that the Town of Dodgeville received the project agreement acceptance from the State for the Blotz Road Local Bridge (80% Federal/20% Local) Project. This project is targeted for 2014 and the Town will start the selection process for an engineering firm.

11) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that the Recall Primary would be held in May with the Recall Election being held in June.

12) Discussion & possible action re: Audit review of deficiencies and material weaknesses (Annual Report provided by the audit firm). Clerk/Treasurer Sara Olson and the Town Board reviewed the report that was presented from Johnson Block & Company. No action was taken

13) Discussion & possible action re: Postage Machine Contract. Clerk/Treasurer Sara Olson presented another quote from Pitney Bowes for shorter term contracts. The Town Board requested that the Clerk-Treasurer look into other companies that provide similar services as Pitney Bowes for pricing.

14) Discussion & possible action re: Delinquent Personal Property Taxes. David Gollon made a motion to pursue small claims action on all delinquent personal property tax holders as of June 1st if payment is not received. Curt Peterson seconded the motion. Motion carried.

15) Public Comment. Clerk/Treasurer Sara Olson presented the Board with information from the Energy Planning Committee in the Town of Stark. Town Board member David Gollon indicated that the Town Board should recommend the Plan Commission look into the Land Use element and the density standard.

16) Adjournment. David Blume made a motion to adjourn the meeting at 7:40 p.m. David Gollon seconded the motion. Motion carried.
