Town Board Meeting Minutes
May 1st, 2018
*6:00 p.m.*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:03 p.m.

Town Supervisors in attendance were: David Blume, Kyle Levetzow, and Peter Vanderloo. Excused was David Gollon. Also in attendance were Clerk/Treasurer Sara Olson, CarlThorsen, Lori Reising-Lipska, Donald Ley and Randy Beerkircher.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, David Blume made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.

David Blume made a motion to suspend the agenda and move to Item #8 – Discussion & possible award re: 2018 Sealcoating of Town Roads. Kyle Levetzow seconded the motion. Motion carried.

3) Discussion & possible award re: 2018 Sealcoating of Town Roads. Clerk/Treasurer Sara Olson opened and presented a sealed bid received from Scott Construction in the amount of $117,000.00 using Pea Stone or $118,430.00 using Pre-Coat on Lehner Road. David Blume made a motion to award the 2018 sealcoating of town roads to Scott Construction using Pre-Coat on Lehner Road in the amount of $118,430.00. Kyle Levetzow seconded the motion. Motion carried.

4) Discussion & possible action re: Planning Commission Recommendations. Clerk/Treasurer Sara Olson presented the Planning Commission Recommendations. Kyle Levetzow made a motion to recommend the approval of the rezoning application of 37 acres more or less A-1 Ag to AR-1 located in part of the SW ¼ of the SE ¼ of the NE ¼ of Section 23, Town 6 North, Range 3 East with the condition that if a residence is going to be constructed on the property that it be placed to impact the least agricultural land. Peter Vanderloo seconded the motion. Motion carried. David Blume made a motion to recommend the approval of the rezoning application of 15.8 acres more or less from A-1 Ag Legal non-conforming to AB-1 located in part of the SW ¼ , NE ¼, and NW ¼ of the SW ¼ of Section 19, Town 6 North, Range 4 East located at 5475/5477 County Road YZ with the conditional use permit to allow a commercial livestock operation not to exceed 20 animal units as well as the existing 2 home sites with building. Peter Vanderloo seconded the motion. Motion carried. Peter Vanderloo made a motion to recommend the approval of the rezoning application of 36.49 acres more or less from AR-1 & B-2 Non-Conforming to AR-1 to create 4 AR-1 lots located in part of the NW ¼ and SW ¼ of the SW ¼ of Section 12, Town 6 North, Range 3 East located at 4011, 4051 and 4053 County Road Z. Kyle Levetzow seconded the motion. Motion carried.

5) Discussion & possible action re: Driveway Variance – Ley, Donald – Chris-Na-Mar Road. Clerk/Treasurer Sara Olson presented information in regards to a driveway variance request received by Donald Ley to locate the driveway 30 feet from an existing driveway. The Town Board and property owner discussed the request as well as an alternative location for the driveway. Kyle Levetzow made a motion to approve the requested variance with the condition that Town Chairman Curt Peterson handle the driveway permit in regards to specifications of the driveway due to the close proximity of the existing driveway. Peter Vanderloo seconded the motion. Motion carried.

6) Discussion & possible action re: Appointment of Planning Commission Member. Clerk/Treasurer Sara Olson presented information in regards to individuals that would be willing to serve on the Planning Commission as requested. David Blume made a motion to appoint David Pope to a three-year term on the Town Planning Commission. Peter Vanderloo seconded the motion. Motion carried.

7) Discussion & possible action re: Operator’s License Application for Jade Chitwood. Kyle Levetzow made a motion to approve the operator’s license for Jade Chitwood. Peter Vanderloo seconded the motion. Motion carried.
8) Approval of Meeting Minutes from April 17th, 2018. Kyle Levetzow made a motion to approve the meeting minutes from April 17th, 2018 as submitted. Peter Vanderloo seconded the motion. Motion carried.

9) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Kyle Levetzow made a motion to approve the Town of Dodgeville’s April 2018 Treasurer’s Report stating the following fund balances:

General Checking $ 75,147.67
Farmer’s Savings $ 404,284.31
Local Government Investment Pool $ 7,100.48
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 158,518.69

Township Funds: $ 645,051.15
Tax Funds: $ 0.00

Peter Vanderloo seconded the motion. Motion carried.

Kyle Levetzow made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $16,838.81

Peter Vanderloo seconded the motion. Motion carried.

10) Bills to be approved. David Blume made a motion to approve the May 1st, 2018 vouchers in the amount of $14,292.08. Kyle Levetzow seconded the motion. Motion carried.

11) Town Roads/Equipment Report. Town Patrolman Randy Beerkircher updated the Town Board in regards to the roads and equipment. Town Chairman, Curt Peterson presented information in regards to meeting with Brett Winslow to discuss a potential driveway location.

12) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented updated information in regards to the Spring Clean-Up, a vacation request for May 14th thru May 18th and a draft of the previously discussed modifications to the liquor license ordinance for the Board to review prior to the next Town Board meeting. Clerk/Treasurer Sara Olson also indicated that open book would be held on June 26th and Board of Review would need to be schedule in July.

13) Public Comment. Town Board member Peter Vanderloo updated the Town Board in regards to a meeting that took place at the New Concord Inn in regards to potential development.

14) Adjournment. David Blume made a motion to adjourn the meeting at 7:10 p.m. Peter Vanderloo seconded the motion. Motion carried.
