Town Board Meeting Minutes
May 3rd, 2016
6:00 p.m.
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 p.m.
Town Supervisors in attendance were: David Gollon, Peter Vanderloo, David Blume and Steven Johnson. Also in attendance were Clerk/Treasurer Sara Olson, Jill Schooley, James Rule, William Hanson, Kevin Zajicek and Jeffrey Haylock.
Everyone in attendance recited the Pledge of Allegiance.
2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Steven Johnson. Motion carried.
David Gollon made a motion to suspend the agenda and move to Item #11. Peter Vanderloo seconded the motion. Motion carried.
3) Discussion & possible action re: Peterbilt. The Town Board and Town Patrolman Kevin Zajicek discussed the different options in regards to the Peterbilt as well as the pros and cons in regards to the use of the 550 versus the tandem axle vehicle. No action was taken.
4) Discussion & possible action re: Plan Commission Recommendations. Steven Johnson made a motion to approve the rezoning of 13.19 acres more or less from A-1 to RB-1 Recreation Business located in the NE ¼ of the SE ¼ and the SE ¼ of the SE ¼ of Section 25, Town 6 North, Range 3 East at 5392 Section Line Road with the following conditional uses: environmental education, day camps and agricultural uses with the condition the easement to access this property is indicated on the Certified Survey Map. David Blume seconded the motion. Motion carried.
5) Discussion & possible action re: Driveway Variance Request – County Road ZZ (Cloud 1). Jill Schooley who was representing Cloud 1presented information in regards to the driveway variance request. Jill Schooley indicated that they are uncertain at this point what the exact grade is currently and what they could get it down to until a survey was completed. The Town Board discussed the request and had requested that a permit to construct be issued under the current ordinance not to exceed the 10% grade and if the survey comes back and they are unable to meet the 10% grade they would need to come back to the Town Board in June.
6) Approval of Meeting Minutes from April 19th, 2016. David Gollon made a motion to approve the meeting minutes from April 19th as submitted. Peter Vanderloo seconded the motion. Motion carried.
7) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. Peter Vanderloo made a motion to approve the Town of Dodgeville’s April 2016 Treasurer’s Report stating the following fund balances:
General Checking $ 182,467.03
Farmer’s Savings $ 5,411.93
M&I Tax Account $ 394,501.16
Local Government Investment Pool $ 6,993.54
M&I CD’s $ 50,865.52
Farmer’s Savings Tax Account $ 0.00
Township Funds: $ 640,239.18
David Gollon seconded the motion. Motion carried.
Peter Vanderloo made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $15,658.84
Sanitary District #2 $11,337.94
David Gollon seconded the motion. Motion carried.
8) Bills to be approved. David Gollon made a motion to approve the May 3rd, 2016 vouchers in the amount of $9,408.13. David Blume seconded the motion. Motion carried.
9) Town Roads/Equipment Report. Town Chairman, Curt Peterson indicated that he attended the Wisconsin Towns Association Unit Meeting in which noxious weeds were discussed. Clerk/Treasurer Sara Olson updated the Board on the status of the bridge work that is currently being completed by the Town Patrolman in regards to the annual inspections as well as presented the Town Board with a cost breakdown of all repairs on the Peterbilt for the last four years.
10) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented the Town Board with copies of the Audited Financial Statement and indicated that she will be on vacation from May 9th thru the 13th. Clerk/Treasurer Sara Olson indicated that Open Book had been tentatively scheduled for May 26th and requested that the Town Board indicate a date to hold Board of Review. The Town Board indicated that Board of Review would be held on June 20th @ 5:00 p.m.
11) Discussion & possible action re: Appointment of Plan Commission Members. David Blume made a motion to reappoint Greg Jewell for another three year term on the Planning Commission. David Gollon seconded the motion. Motion carried. Steven Johnson made a motion to reappoint Ron Robson for another three year term on the Planning Commission. Curt Peterson seconded the motion. Motion carried. David Blume made a motion to have Town Board Supervisors Steven Johnson and Curt Peterson serve as the Town Board representatives. Peter Vanderloo seconded the motion. Motion carried.
12) Discussion & possible action re: Parking of Vehicles on Town Highways. Clerk/Treasurer Sara Olson presented and discussed a sample ordinance that can be customized to the Townships needs in regards to parking of vehicles on Town Highways. Clerk/Treasurer Sara Olson also indicated that she will reach out to the area Clerks to find additional samples of this type of ordinance and have it available at the June meeting.
13) Discussion & possible action re: Evans Quarry Road Damages. No information was presented.
14) Public Comment. Clerk/Treasurer Sara Olson shared information that she had received from American Transmission Company in regards to open house locations in Barneveld and Platteville. Jeffrey Haylock indicated that he had location questions in regards to the proposal and why it isn’t running along the existing corridors. The Town Board encouraged individuals to attend the open houses to voice their concerns and find out additional information. Town Chairman, Curt Peterson indicated that he will try to attend one of these open houses as well to find out any additional information in regards to the project. Curt indicated that he and Peter Vanderloo met with Keith Dalsing in regards to Military Ridge Road.
15) Adjournment. David Blume made a motion to adjourn the meeting at 7:30 p.m. David Gollon seconded the motion. Motion carried.
