Town Board Meeting Minutes
May 3rd, 2022
*6:00 p.m.*
1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 6:00 p.m.
Town Supervisors in attendance were Peter Vanderloo, Pam Johnson-Loy and David Pope. Excused was Kyle Levetzow. Also, in attendance were Clerk/Treasurer Sara Olson, Kevin Zajicek, Jeff Haylock, Kerry Everson, Mike Pittsley, Frank Hallada, Connie Ritchie-Hallada, Greg Jewell, Carl Thoreson and James Wakup.
Everyone in attendance recited the Pledge of Allegiance.
2) Approval of Public Notice/Agenda. Supervisor, David Pope made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.
3) Public Comment. Town Supervisor, Peter Vanderloo requested to have building permits for accessory structures be placed on the June agenda for discussion purposes.
4) Approval of Meeting Minutes from April 19th, 2022. Pam Johnson-Loy made a motion to approve the April 19th, 2022 meeting minutes as presented. Peter Vanderloo seconded the motion. Motion carried.
David Pope made a motion to suspend the agenda and move to Item #9 Bids for Sealcoating of Town Roads. Pam Johnson-Loy seconded the motion. Motion carried.
5) Discussion & possible award re: Bids for Sealcoating of Town Roads – 2022. Clerk/Treasurer Sara Olson presented and opened the bids received from Scott Construction and Fahrner Construction for Griffiths, Davis, Chimney Rock Rd, Ihm Road and E. Anderson Roads. Scott Constructions bid totaled $121,074.00 and Fahrner Asphalts was $134,201.00. Peter Vanderloo made a motion to award the bid to Scott Construction in the amount of $121,074.00 with the additional options to be decided on at the discretion of the Town Chairman. David Pope seconded the motion. Motion carried.
6) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Pope made a motion to approve the Town of Dodgeville’s April 2022 Treasurer’s Report stating the following fund balances:
General Checking $ 226,197.97
Farmer’s Savings $ 285,422.29
Local Government Investment Pool $ 7,414.75
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 383,640.89
Township Funds: $ 902,675.90
ARPA Funds: $ 69,882.03
Pam Johnson-Loy seconded the motion. Motion carried.
David Pope made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $12,581.33
Pam Johnson-Loy seconded the motion. Motion carried.
7) Bills to be approved. David Pope made a motion to approve the May 3rd, 2022 vouchers in the amount of $3,835.57 and Sanitary District #1 vouchers in the amount of $125.44. Pam Johnson-Loy seconded the motion. Motion carried. Due to a calculation error Fillback Ford’s invoice was $71.79 versus the $194.01 that was approved. The error was corrected making the total vouchers $3,713.35.
8) Town Roads/Equipment Report. Town Patrolman, Kevin Zajicek updated the Town Board with prices in regards to the tires on the grader, mower tractor and the MACK trucks. David Pope made a motion to purchase four new rear grader tires in the amount of $4,900.00. Pam Johnson-Loy seconded the motion. Motion carried. Peter Vanderloo made a motion to purchase 2 rear tires in the amount of $1,325.00 each for the mower tactor. Pam Johnson-Loy seconded the motion. Motion carried. Town Patrolman, Kevin Zajicek also informed the Town Board that the yellow MACK truck has a coolant leak and is need of getting some lines replaced.
9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented a thank you from the Rochon Family, reminded the members of Open Book and Board of Review as well as presented information that was received from First American Site Acquisition, Inc.
10) Discussion & possible action re: Black Diamond Subdivision – Driveway Permits. Greg Jewell and the Hallada’s presented information in regards to the status of the road construction within the Black Diamond Subdivision and updated the Town Board. The Town Board and Greg Jewell discussed if the engineering firm could provide a letter verifying that the ditch section in which the Erickson’s are proposing to build the driveway meets grade as well as after the placement of the culvert. David Pope made a motion to allow permits to be issued with individual insurance from the engineering firm that the ditch lines are at grade and appropriate signage is placed. Peter Vanderloo seconded the motion. Motion carried.
11) Discussion and possible action re: Planning Commission Recommendations. David Pope made a motion to recommend the approval of the rezoning application of Chad & Kathryn Mosley to rezone a 2.68 acre parcel from A-1 Ag Legal Non-Conforming to AR-1 Ag Residential located in part fraction of the NW ¼ of the NE ¼ of Section 4, Town 6 North, Range 3 East located at 4451 State Road 23. Peter Vanderloo seconded the motion. Motion carried.
12) Discussion & possible action re: Appointment of Planning Commission Member. Peter Vanderloo made a motion to appoint Mary Wilson to serve on the Planning Commission for a 3 year term starting May 2022. David Pope seconded the motion. Motion carried.
13) Discussion & possible action re: Resolution 2022-140 Resolution regarding US Highway 18-151 Dane and Iowa Counties USH 18/151 Dodgeville – Verona Corridor. No action was taken as additional information was needed.
14) Discussion & possible action re: ATC Environmental Impact Fee Estimates. Clerk/Treasurer Sara Olson presented information in regards to the ATC Environmental Impact Fee Estimates that was received by Iowa County Commissioner Craig Hardy. No action was taken.
15) Adjournment. David Pope made a motion to adjourn the meeting at 7:22 p.m. Pam Johnson-Loy seconded the motion. Motion carried.
