Town Board Meeting Minutes
May 4th, 2010
6:00 P.M.
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:12 P.M.
Town Supervisors in attendance were: Thomas Mueller and David Thomas. Absent were David Gollon and Charles Price. Also in attendance were Clerk Sara Olson, Jim Rozumialski and Bob Delmore.
2) Approval of Public Notice/Agenda. Supervisor, Thomas Mueller made a motion to approve the public notice and agenda seconded by Supervisor, David Thomas. Motion carried.
3) Approval of Meeting Minutes from April 13th, 2010. Thomas Mueller made a motion to approve the April 13th minutes as submitted. David Thomas seconded the motion. Motion carried.
Thomas Mueller made a motion to suspend the agenda and move to Item #6 Discussion & Possible award of 2010 Sealcoating Projects. David Thomas seconded the motion. Motion carried.
4) Discussion & possible award: 2010 Sealcoating Projects. Clerk/Treasurer Sara Olson presented two bids to the Town Board from Fahrner Asphalt Sealers LLC and Scott Construction, Inc. for sealcoating. Fahrner Asphalt Sealers LLC bid a price of $12,554.00 per 20’ mile which is 4700 gallon of liquid asphalt @ $2.54 per gallon and hauling/applying 140 ton @ $4.40 per ton of pea gravel. Scott Construction bid $13,440.00 per 20’ mile which is 4600 gallons of liquid asphalt @ $2.80 per gallon and hauling/applying 140 ton @ $4.00 per ton of pea gravel. Thomas Mueller made a motion to accept Fahrner Asphalt Sealers LLC bide at a price of $12,554.00 per 20’ mile. David Thomas seconded the motion. The Town Board also talked to Fahrner Asphalt who was contacted by Clerk/Treasurer Sara Olson about work that they completed for the Town of Dodgeville the previous year that didn’t hold up to expectation. Fahrner Asphalt had indicated that they had viewed the roads in question with Town Board member David Thomas and indicated that they noticed places that they agreed didn’t hold up to expectation, however they would insure their work and will fix these areas at no cost to the Town of Dodgeville.
5) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. Thomas Mueller made a motion to approve the Town of Dodgeville April 2010 Treasurer’s Report as submitted stating the following fund balances:
General Checking $ 24,215.86
Farmer’s Savings $ 1,478.90
M&I Tax Account $ 119,105.65
Local Government Investment Pool $ 6,932.87
M&I CD’s $ 150,414.28
Township Funds: $ 302,147.56
David Thomas seconded the motion. Motion carried.
Thomas Mueller made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:
Sanitary District #1 $13,493.68
Sanitary District #2 $ 4,864.15
Sanitary District #3 $ 341.40
David Thomas seconded the motion. Motion carried.
6) Bills to be approved. David Thomas made a motion to approve all the May Vouchers as submitted totaling $27,548.03. Curt Peterson seconded the motion. Motion carried. Thomas Mueller abstained from approving of a voucher in the amount of $97.00 payable to Mueller Implement.
7) Discussion re: Planning Commission Recommendation (Working Lands Initiative). Clerk/Treasurer Sara Olson presented information to the Town Board in reference to the Working Lands Initiative mapping exercise that is being completed by the Town of Dodgeville Planning Commission. The requested revised map was unavailable for viewing at this meeting. No action taken.
8) Discussion & possible action re: Selling of the Old New Holland 5610 Mower Tractor & Extra Old Mower. The Town Board discussed the selling of Town equipment that is no longer needed. Thomas Mueller authorizes Clerk/Treasurer Sara Olson to sell the two pieces of equipment by utilizing Lust Action Services. Clerk/Treasurer Sara Olson will contact Curt Peterson to obtain agency confirmation. David Thomas seconded the motion. Motion carried.
9) Discussion & possible action re: Sanitary District #1 Manhole Repairs. Clerk/Treasurer Sara Olson presented the Town Board with a request from the City of Dodgeville asking if the Town of Dodgeville would pay half of the costs of some needed manhole repairs in Sanitary District #1. The needed repairs were the lining of the manhole has deteriorated and the Town of Dodgeville’s waste is pumped into the manhole causing deterioration. Thomas Mueller made a motion to pay a maximum of $600 towards the needed manhole repairs. These funds will come out of Sanitary District #1 General Funds and not be invoiced to the users. David Thomas seconded the motion. Motion carried.
10) Discussion & possible action re: Location of Tree at Town Hall (Landscaped Area). The Town Board discussed the previous proposed location of a tree at the Town Hall. The Town Board had concerns as the initial location is where snow from the parking lot is accumulated. David Thomas made a motion to move the tree to the upper portion of the landscape towards the building versus by the road. Thomas Mueller seconded the motion. Motion carried.
11) Discussion & possible action re: Additional Exceptions to Ordinance Chapter 4 Fire Safety. The Town Board didn’t further discuss this ordinance. No action taken.
12) Discussion & possible action re: Possible Focus on Energy Grant Opportunities. Clerk/Treasurer Sara Olson presented information to the Board in reference to different grant opportunities. The Town Board instructed Sara to obtain quotes on the cost of a new garage door as well as the cost to spray foam insulate the Town Shop to help reduce energy costs. No action taken
13) Discussion & possible action re: Town Road Report. Clerk/Treasurer Sara Olson presented the Town Board with the Town Patrolman’s weekly summary sheets. No action taken.
14) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (g) to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which is or is likely to become involved.
The Town Board didn’t go into closed session therefore eliminating Items #15 & 16.
17) Public Comment. None
18) Adjournment. David Thomas made a motion to adjourn the meeting at 7:56 P.M. Thomas Mueller seconded the motion. Motion carried.
