Regular Town Board Meeting
May 5, 2009 @ 6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:23 p.m.

Town Supervisors in attendance were: Thomas Mueller and David Thomas. Also in attendance was Clerk Sara Olson, Craig Mitchell, Bob Delmore and John Davis.

2) Approval of Public Notice/Agenda. Supervisor, Thomas Mueller made a motion to approve the public notice and agenda seconded by Supervisor, David Thomas. Motion carried.

Curt Peterson made a motion to suspend the agenda. Thomas Mueller seconded the motion. Motion carried.

3) Opening of Bids for 2009 Seal Coating & Crack filling projects. Town Chairman, Curt Peterson opened the 2009 Seal Coating Bids. The bids were as follows: Scott Construction $11,323.00 per mile for single seal; Fahrner Asphalt Sealers, Inc. $11,191.00 per mile for single seal. Town Chairman, Curt Peterson opened the 2009 Crack filling bids. The bids were as follows: Fahrner Asphalt Sealers, Inc $1,975.00 for all roads requested; Scott Construction $5,275.00 for all roads requested and Bartelt Enterprises Inc., $11,873.00 for all roads requested.

4) Review & possible reward 2009 Seal Coating & Crack filling projects. The Town Board reviewed all bids in great detail. Thomas Mueller made a motion to award the 2009 Seal Coating project to Fahrner Asphalt Sealers, Inc with a bid in the amount of $11,191.00 per mile. David Thomas seconded the motion. Motion carried. Thomas Mueller made a motion to award the 2009 Crack filling project to Fahrner Asphalt Sealers, Inc. with a bid in the amount of $1,975.00 for all roads requested. David Thomas seconded the motion. Motion carried.

5) Discussion re: Liquor License Question by Michael Cottone. Michael Cottone presented the Town Board with the following question: Would the Town Board allow Villa Holdings, Inc. the ability to serve alcoholic beverages to individuals eating on the outdoor patio? The Town Board didn’t see a problem with this as long as this area was fenced and had particular restrictions. The Town Board was unable to act on this particular situation due to a liquor license has not been issued to Villa Holdings, Inc. No action taken.

Thomas Mueller made a motion to suspend the agenda. David Thomas seconded the motion. Motion carried.

6) Public Comment. John Davis had addressed a concern with the closing of the DOT/DNR Offices. John had requested that the Town Board write or create a Resolution stating the importance of keeping these local offices opened. The Town Board informed John that they had created a Resolution in reference to keeping these offices opened and it would be discussed at this meeting momentarily.

7) Discussion & possible adoption re: Resolution 2009-262 DOT/DNR Offices. Thomas Mueller made a motion to approve Resolution 2009-262 DOT/DNR Offices with the amendment that the following be inserted into the resolution: WHEREAS, the Town Board feels most of the general public in the Dodgeville rural area doesn’t have high speed internet. David Thomas seconded the motion. Motion carried.

8) Approval of Meeting Minutes from April 14th. Thomas Mueller made a motion to accept the April 14th meeting minutes as presented. Curt Peterson seconded the motion. Motion carried.

9) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. Thomas Mueller made a motion to approve the Town of Dodgeville April 2009 Treasurer’s Report as submitted stating the following fund balances:

General Checking $ 30,516.95
Farmer’s Savings $ 45,397.99
M&I Bank Tax Account $ 105,844.96
Local Government Investment Pool $ 6,911.21
M&I Bank CD’s $ 150,000.00

David Thomas seconded the motion. Motion carried.

Thomas Mueller made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:

Sanitary District #1 $ 14,543.08
Sanitary District #2 $ 7,458.17
Sanitary District #3 $ 325.40

David Thomas seconded the motion. Motion carried.

10) Bills to be approved. Thomas Mueller made a motion to approve the May vouchers in the amount of $17,310.38. David Thomas seconded the motion. Motion carried.

11) Discussion & possible action re: Survey Road Asphalt Project. Town Chairman, Curt Peterson presented to the board information about the work needed to be completed on the Survey Road Asphalt Project. David Thomas made a motion to send out quote requests for the pulverizing of the ½ mile on Survey Road and to pursue the lowest quote. Thomas Mueller seconded the motion. Motion carried. David Thomas made a motion to purchase gravel from Kowalski-Kieler at $6.00 per ton delivered to be placed on Survey Road after the completion of the pulverizing. Thomas Mueller seconded the motion. Motion carried.

12) Discussion & possible action re: Blotz Road Bridge Replacement Project, ARRA Stage 2 Local Bridge Program. Clerk/Treasurer Sara Olson presented the Town Board with an e-mail from Greg Jewell in reference to the Blotz Road Bridge Replacement Project. No action taken.

13) Discussion & possible adoption re: Resolution 2009-261 2010 Census. Thomas Mueller made a motion to adopt and approve Resolution 2009-261 2010 Census as presented. David Thomas seconded the motion. Motion carried.

14) Discussion & possible action re: Purchasing of Pea Gravel for Seal Coating Projects. The Town Board talked about the purchasing of pea gravel for the Seal Coating projects. Thomas Mueller made a motion to obtain quotes to have pea gravel delivered to the Town Shop in a reasonable time period and to pursue the lowest quote. David Thomas seconded the motion. Motion carried.

15) Discussion and possible action re: Municipal Clerks & Treasurer Institute. Town Supervisor, Thomas Mueller asked for some clarification on this agenda item that was discussed at the April meeting. No action taken.

16) Discussion & possible action re: 2009 Spring Clean-Up Event. Clerk/Treasurer Sara Olson presented information in reference to the 2009 Spring Clean-Up Event to the Town Board. No action taken.

17) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Thomas Mueller made a motion to go into closed session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Thomas seconded the motion. Roll call: Thomas, yes, Peterson, yes, and Mueller, yes. Motion carried.

18) Reconvene into Open Session. Thomas Mueller made a motion to reconvene into open session at 8:15 p.m. David Thomas seconded the motion. Motion carried.

19) Board Action as a Result of Closed Session. Thomas Mueller made a motion to freeze all current wages for the year 2009 until further notice. David Thomas seconded the motion. Motion carried. David Thomas made a motion to continue the discussion on the various sections of the employment manual at the June Town Board meeting. Thomas Mueller seconded the motion. Motion carried.

20) Adjournment. Thomas Mueller made a motion to adjourn the meeting at 9:45 p.m. David Thomas seconded the motion. Motion carried.
