Town Board Meeting Minutes
May 7th, 2024
*6:00 p.m. *


1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 6:01 p.m.

Town Supervisors in attendance were Peter Vanderloo and Kyle Levetzow. Also in attendance were Clerk/Treasurer Sara Olson, Jeff Haylock, Darren Hansen, Randy Beerkircher and Kevin Zajicek.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.

3) Public Comment. Town Chairman, Curt Peterson indicated that 15 dogs were abandoned on James Road in the Township and were taking to the Iowa County Humane Society.

Kyle Levetzow made a motion to suspend the agenda and move to Item #10 Planning Commission Recommendations. Peter Vanderloo seconded the motion. Motion carried.

4) Discussion & possible action re: Planning Commission Recommendations. Clerk-Treasurer Sara Olson presented the rezoning application and maps for the application of Darren & Carrie Hansen and Robert & Jane Hansen Trust to rezone a 3.085 acre parcel more or less from A-1 & AR-1 to AR-1 to enlarge an existing AR-1 lot located in the NE ¼ of the NE ¼ of Section 25, Town 7 North, Range 2 East located at 3589 Hunter Hollow Road. Peter Vanderloo made a motion to recommend the approval of the rezoning application of Darren & Carrie Hansen and Robert & Jane Hansen Trust to rezone a 3.085 acre parcel more or less from A-1 & AR-1 to AR-1 to enlarge an existing AR-1 lot located in the NE ¼ of the NE ¼ of Section 25, Town 7 North, Range 2 East located at 3589 Hunter Hollow Road. Kyle Levetzow seconded the motion. Motion carried.

5) Approval of Meeting Minutes from April 16th, 2024, April 27th, 2024 (Fence Viewing) & May 3rd, 2024 . Kyle Levetzow made a motion to approve the meeting minutes from April 16th, 2024, April 27th, 2024 (Fence Viewing) & May 3rd, 2024 as presented. Peter Vanderloo seconded the motion. Motion carried.

6) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Peter Vanderloo made a motion to approve the Town of Dodgeville’s April 2024 Treasurer’s Report stating the following fund balances:

General Checking $ 235,055.80
General Checking – Tax Funds $ 0.00
Farmer’s Savings $ 202,769.13
Farmer’s Savings – Tax Funds $ 0.00
Local Government Investment Pool $ 8,025.64
Farmer’s Savings Tax Account $ 0.00
Intra-Fi CD’s $ 826,166.96

Township Funds: $1,272,017.53
Tax Funds: $ 0.00
ARPA Funds: $ 130,407.84

Kyle Levetzow seconded the motion. Motion carried.

Peter Vanderloo made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $ 13,220.86

Kyle Levetzow seconded the motion. Motion carried.

7) Bills to be approved. Kyle Levetzow made a motion to approve the May 7th, 2024 vouchers in the amount of $6,521.95 and Sanitary District #1 vouchers in the amount of $3,908.14. Peter Vanderloo seconded the motion. Motion carried.

8) Town Roads/Equipment Report. Town Patrolman, Randy Beerkircher updated the Town Board in regards to a trade-in value of the grader, the costs of a new grader, cost of a used grader, the mower status and the selling of the 12’ Henke V-Plow.

9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson updated the Town Board that Iowa County had identified 21 structures for the Wis DOT Small Bridge/Culvert Program. The DOT accepted 16 of these structures and the county was working on trying to enter the other 5 structures into the state system. Clerk/Treasurer Sara Olson presented the Town Board members with a preliminary draft of a Room Tax Ordinance as well as an intergovernmental agreement by and between the City of Dodgeville and Town of Dodgeville to create a joint room tax commission and tourism zone that are currently being reviewed by the municipal attorneys. Town Chairman, Curt Peterson also presented an e-mail from the City Mayor in regards to room tax discussion for the Town and City.

10) Introduction from Rural Mutual Insurance – Susan Brugger. No introduction was given.

11) Discussion & possible action re: Appointment of Planning Commission Members. Peter Vanderloo made a motion to appoint John Dunbar to the Planning Commission to fill the vacant position for the remainder of the term. Kyle Levetzow seconded the motion. Motion carried.

12) Discussion & possible action re: Culvert on James Road. Town Chairman, Curt Peterson updated the Town Board in regards to replacing the culverts under the roadway on James Road. Curt indicated that the Township will be purchasing the culverts and would be doing the work to replace most of the culverts but will also be utilizing Shawn Slaney on certain culverts.

13) Discussion & possible action re: Purchasing of a Transit. The Town Board discussed the need to purchase a transit to help with ditching projects, culvert projects and road projects. A transit determines elevation and allows the Township to make sure that water run-off will flow appropriately. Kyle Levetzow made a motion to purchase a transit utilizing ARPA funds. Peter Vanderloo seconded the motion. Motion carried.

14) Discussion & possible action re: Otter Hill Box Culvert Project. Town Chairman, Curt Peterson indicated that he was talking to Craig Hardy in regards to the Otter Hill Box Culvert Project to see if it would qualify for potential funding under a special DNR program. Curt indicated that if it doesn’t qualify under the special DNR program he would like it to be a TRIP or TRIP-D project. No action was taken.

15) Discussion & possible action re: Fencing requirements associated with the conditional use permit – Sunshine Behavioral Health. The Town reiterated the fencing requirements associated with the conditional use permit – Sunshine Behavioral Health that were determined at the May 3rd, 2024 Board meeting. No action was taken.

16) Discussion & possible action re: ARPA Funds. Clerk/Treasurer Sara Olson distributed information in regards to what it means to have the funds obligated prior to the deadline of December 31, 2024. The Town Board members mentioned possible projects to utilize the ARPA Funds. No action was taken.

17) Adjournment. Kyle Levetzow made a motion to adjourn the meeting at 7:10 p.m. Peter Vanderloo seconded the motion. Motion carried.
