Town Board Meeting Minutes
November 11th, 2014
*Immediately following the Special Town Meeting of the Electors of the Town of Dodgeville*
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:04 p.m.
Town Supervisors in attendance were: David Gollon, David Blume and Steve Johnson (via speakerphone). Also in attendance were Clerk/Treasurer Sara Olson, David Thoreson, Jeffrey Haylock and Kevin Zajicek.
2) Approval of Public Notice/Agenda. Supervisor, David Blume made a motion to approve the public notice and agenda seconded by Supervisor, David Gollon. Motion carried.
3) Adoption of the Town of Dodgeville 2015 Budget. David Gollon made a motion to adopt the Town of Dodgeville 2015 Budget. David Blume seconded the motion. Motion carried.
David Gollon made a motion to suspend the agenda and move to Item #10 Driveway Location Request (5582 Griffiths Rd). David Blume seconded the motion. Motion carried.
4) Discussion & possible action re: Driveway Location Request (5582 Griffiths Road). The Town Board and the property owner discussed the proposed driveway location request in regards to safety, visibility and the ability to make it comply with the driveway ordinance. Clerk/Treasurer Sara Olson also presented pictures that had been taken at the location prior to the meeting. The property owner had indicated that some of the hillside would have to be removed for visibility purposes and could be placed across the road to help fill-in a steep embankment. The Board had agreed that some of the hillside would have to be removed as visibility would be in issue. David Gollon made a motion to approve the driveway location with oversight and direction being completed by the Town Chairman to verify it meets the safety, visibility and the driveway ordinance requirements with the opportunity to have it be made into a residential driveway. Steven Johnson seconded the motion. Motion carried. Dorothy Gullickson arrived during this discussion.
5) Discussion & possible action re: Mack Truck Body & Equipment Options. Clerk/Treasurer Sara Olson presented the board with an e-mail in regards to additional lighting, poly side boards and a carbide cutting edge for the Mack Truck. Steven Johnson made a motion to purchase the Go Light Stryker series roof mounted spot light in the amount of $765.00 and to have Monroe Truck install the steel mid body support only. The Township would not be purchasing the carbide cutting edge or the poly side boards. David Gollon seconded the motion. Motion carried. The Town Board requested that Kevin Zajicek and Curt Peterson get prices on the white oak boards so that they could be installed by Town Patrolman, Kevin Zajicek.
6) Discussion & possible action re: International Plow Truck. The Town Board discussed the selling of the International Plow Truck. David Gollon had made a motion to list the International Plow Truck with Wisconsin Surplus Auction for 30 days with a minimum bid as well as the condition that delivery of the truck couldn’t take place until the township receives their new truck with the anticipated date being unknown at this point but no later than December 29th. Steven Johnson seconded the motion. Motion carried.
7) Discussion & possible action re: Berg Road Snowplowing. Town Chairman, Curt Peterson had indicated that he had contacted the Chairman from the Town of Linden in regards to plowing of Berg Road and they will start to plow it on the first snow fall. The Town Board requested that Town Chairman Curt Peterson bring back an agreement in regards to the exchanging of services to the next Town Board meeting.
8) Approval of Meeting Minutes from October 7th, 2014, October 13th, 2014 and October 20th, 2014. David Gollon made a motion to approve the minutes from October 7th, 13th and 20th. Steven Johnson seconded the motion. Motion carried.
9) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Blume made a motion to approve the Town of Dodgeville October 2014 Treasurer’s Report stating the following fund balances:
General Checking $ 96,340.68
Farmer’s Savings $ 5,400.44
M&I Tax Account $ 100,076.08
Local Government Investment Pool $ 6,976.68
M&I CD’s $ 50,821.03
Township Funds: $ 259,614.91
Dorothy Gullickson seconded the motion. Motion carried.
David Blume made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $16,630.67
Sanitary District #2 $15,740.78
Dorothy Gullickson seconded the motion. Motion carried.
10) Bills to be approved. David Blume made a motion to approve the November vouchers totaling $29,261.67. Steven Johnson seconded the motion. Motion carried.
11) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson had indicated she hadn’t received any correspondence from Charlie Rolli.
12) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson had indicated that 917 people had voted in the General Election that was held on November 4th and the State had came during the election and did an accessibility check. Clerk/Treasurer Sara Olson had also indicated that the Dodgeville Fire Department will hold its annual budget meeting on Thursday evening at 6:30 p.m. at the firehouse.
13) Discussion & possible action re: Plan Commission Recommendations. David Gollon made a motion to recommend the approval of the rezoning application of Darrin & Kimberly Crook of approximately 1.49 acres from B-2 Business/A-1 Non-Conforming to AR-1 located in part of the NW ¼ of the SE ¼ of Section 9, Township 6 North, Range 3 East located at 4044 State Road 23. Steven Johnson seconded the motion. Motion carried.
14) Discussion & possible action re: Iowa County Humane Society Contract. Clerk/Treasurer Sara Olson had shared an e-mail that she received in regards to the alternate 2015 contract from the Iowa County Humane Society. The Humane Society board indicated that they approved accepting an up-front payment of $1,500 payable on January 1st, however the ICHS will still require that stray cats be paid for from that balance at a rate of $75 per animal. Once the $1,500 balance depleted, the Town of Dodgeville will be billed per animal at a rate of $125 per dog and $75 per cat. The Town Board didn’t accept this proposal. David Gollon made a motion to pay as we go for stray animals and sign the contract with the condition that once the Township has reached $1,000 in authorized animals the contract will have to come back to the board for additional funding. Dorothy Gullickson seconded the motion. Motion carried (4-1).
15) Discussion & possible action re: Fill-In Recycling Center Attendant. Clerk/Treasurer Sara Olson had presented the applications that she had received in regards to the Fill-In Recycling Center Attendant. The Town Board reviewed the applications. David Gollon made a motion to have Town Chairman, Curt Peterson set up a time to interview the candidates and hire the individual that he recommends for the position. Steven Johnson seconded the motion. Motion carried.
16) Discussion & possible action re: Implements of Husbandry Options. The Town Board discussed the different Implements of Husbandry options. David Gollon made a motion to have the Town of Dodgeville adopt an Ordinance declaring that they will be implementing Option E in regards to Implement of Husbandry. Steven Johnson seconded the motion. Motion carried.
17) Discussion & possible action re: 2014-2015 Insurance Renewal. Clerk/Treasurer Sara Olson presented the Town Board with the insurance deductible option that would eliminate the current increase in insurance premium. Steven Johnson made a motion to approve increasing the property and optional/glass coverage deductible from $1,000.00 to $2,500.00. David Blume seconded the motion. Motion carried.
18) Discussion & possible action re: Cylinder Lease (Badger Welding Supplies, Inc.) Clerk/Treasurer Sara Olson presented a letter from Badger Welding & Supply Co. in regards to container liability when purchasing the tanks. Steve Johnson made a motion to purchase the oxygen & acetylene cylinders in the amount of $330.00 as well as safety caps or collars for traveling purposes. David Gollon seconded the motion. Motion carried.
19) Discussion & possible action re: Town Office Computer Update & Recommendations. Clerk/Treasurer Sara Olson had indicated that the office computer has been updated and the services received by Johnson Block & Company were outstanding. Johnson Block had made additional recommendations in regards to computers needs and updates on current equipment. Steve Johnson made a motion to purchase a surge protector for the office computer in the amount of $102.00. David Blume seconded the motion. Motion carried.
20) Discussion & possible action re: Accident/Incident Policy. The Town Board discussed creating a Accident/Incident Policy to be put in the Town of Dodgeville employee handbook. The Town requested that Clerk/Treasurer Sara Olson obtain a few sample policies from other units of government.
21) Discussion & possible action re: Amended Resolution 2009-257 Health Insurance Reimbursement and Compensation Policy. The Town Board discussed the current procedures for reimbursement of health insurance. No action was taken to modify the existing resolution.
22) Discussion & possible action re: Audit. The Town Board discussed the 3 year engagement letter received from Johnson Block & Co. as well the estimated costs of an audit from another firm. David Gollon made a motion to accept the 3 year engagement letter from Johnson Block & Co. David Blume seconded the motion. Motion carried.
23) Public Comment. Clerk/Treasurer Sara Olson presented an e-mail received thanking the township board for their work on Berg Road. Town Supervisor, Steve Johnson also requested that MSDS sheets be placed on the agenda next month.
24) Adjournment. David Gollon made a motion to adjourn the meeting. Steve Johnson seconded the motion. Motion carried.
