Town Board Meeting Minutes
November 13th, 2024
*6:00 p.m. *

1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 6:08 p.m.

Town Supervisors in attendance were David Pope, Peter Vanderloo, Kyle Levetzow and Pam Johnson-Loy. Also in attendance were Clerk/Treasurer Sara Olson, Cathy Bellich, Daniel Bellich, Jeff Haylock, Chad Whitford and Kevin Zajicek.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, David Pope made a motion to approve the public notice and agenda seconded by Supervisor, Kyle Levetzow. Motion carried.

3) Public Comment. Jeff Haylock complimented the Town Patrolmen in regards to the placement of signage on Survey Road while completing roadwork.

Curt Peterson made a motion to suspend the agenda and move to Item #10 Planning Commission Recommendations from the October 28th meeting. David Pope seconded the motion. Motion carried.

4) Discussion & possible action re: Planning Commission Recommendations from October 28th meeting. Clerk-Treasurer Sara Olson presented the rezoning applications, conditional use permits, meeting minutes, correspondence and maps for the petitions of White Oak Savannah LLC, Dennis Fingerson and Cathy & Daniel Bellich. Peter Vanderloo made a motion to recommend the approval of the rezoning application of White Oak Savannah LLC to rezone 2.6 acres more or less from RB-1 to AR-1 located in the NE ¼ of the NW ¼ and the SW ¼ of the NE ¼ of Section 4, Town 6 North, Range 3 East located at 4361 Norwegian Hollow Rd as well as the conditional use permit application of White Oak Savannah LLC to document the past approved uses will remain on the remaining 24.33 acre parcel more or less zoned RB-1 located in the NE ¼ of the NW ¼ and the SW ¼ of the NE ¼ of Section 4, Town 6 North, Range 3 East located at 4352 State Road 23. David Pope seconded the motion. Motion carried. Peter Vanderloo made a motion to recommend the approval of the conditional use permit application of Dennis Fingerson for the purpose of a garage for storage of equipment and an office for a sealcoating business located on a 2.8 acre parcel zoned B-2 located in the NW ¼ of the NW ¼ of Section 26, Town 6 North, Range 3 East located at 3207 Bennett Road. Kyle Levetzow seconded the motion. Motion carried. Peter Vanderloo made a motion to recommend the approval of the rezoning application of Cathy & Daniel Bellich to rezone 3.45 acres more or less from A-1 Ag to AR-1 located in the NE ¼ of the SW ¼ and the NW ¼ of the SE ¼ of Section 7, Town 6 North, Range 3 East located at 3940 County Road Y. Kyle Levetzow seconded the motion. Motion carried. Peter Vanderloo made a motion to recommend approval and modify the conditional use permit to allow up to 3 animal units on 3.45 acres more or less zoned AR-1 located in the NE ¼ of the SW ¼ and the NW ¼ of the SE ¼ of Section 7, Town 6 North, Range 3 East located at 3940 County Road Y as originally requested. Kyle Levetzow seconded the motion. Motion carried.

5) Approval of Meeting Minutes from October 1st, 2024 and October 16th, 2024. Peter Vanderloo made a motion to approve the meeting minutes from October 1st, 2024 and October 16th, 2024 as presented. Pam Johnson-Loy seconded the motion. Motion carried. Kyle Levetzow abstained.

6) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Kyle Levetzow made a motion to approve the Town of Dodgeville’s October 2024 Treasurer’s Report stating the following fund balances:

General Checking $ 288,725.75
General Checking – Tax Funds $ 0.00
Farmer’s Savings $ 210,419.56
Farmer’s Savings – Tax Funds $ 0.00
Local Government Investment Pool $ 8,243.71
Farmer’s Savings Tax Account $ 0.00
Intra-Fi CD’s $ 634,756.02

Township Funds: $1,142,145.04
Tax Funds: $ 0.00
ARPA Funds: $ 129,412.84

Pam Johnson-Loy seconded the motion. Motion carried.

Kyle Levetzow made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $ 18,292.51

Pam Johnson-Loy seconded the motion. Motion carried.

7) Bills to be approved. Kyle Levetzow made a motion to approve the November 13th, 2024 vouchers in the amount of $344,128.90 and Sanitary District #1 vouchers in the amount of $3,957.32. Peter Vanderloo seconded the motion. Motion carried.

8) Town Roads/Equipment Report. Town Patrolman, Kevin Zajicek updated the Town Board in regards to the status of the mowers, equipment repairs, winter preparations as well as the roadway conditions.

9) Clerk/Treasurer Report. Clerk/Treasurer, Sara Olson updated the Board in regards to the completion of the General Election.

10) Adoption of the 2025 Budget. Kyle Levetzow made a motion to adopt the 2025 Budget as presented. Pam Johnson-Loy seconded the motion. Motion carried.

11) Discussion & possible action re: Iowa County Humane Society Contract. Clerk/Treasurer Sara Olson presented the 2025 Iowa County Humane Society Contract. Kyle Levetzow made a motion to approve the 2025 contract with the modification that pre-approval must be received from the Town of Dodgeville prior to the intake of a stray cat under the 2025 contract. Pam Johnson-Loy seconded the motion. Motion carried.

12) Discussion & possible action re: Recycling Center Holiday Hours. Peter Vanderloo made a motion to move the Recycling Center hours to Thursday, December 26th and Thursday, January 2nd from 2:30 p.m. – 5:30 p.m. due to the holidays. Kyle Levetzow seconded the motion. Motion carried. The Recycling Center will be closed on Christmas Day and New Years Day.

13) Discussion & possible action re: Garbage & Recycling Services Contract – Town & Country Sanitation. Clerk/Treasurer Sara Olson presented the garbage and recycling services contract from Town & Country Sanitation. The Town Board discussed the proposed contract and had further questions and requested Clerk/Treasurer Sara Olson obtain additional information from Town & Country. No action was taken.

14) Discussion & possible action re: Engineer for Parking Lot Improvements / Recycling Center. Kyle Levetzow made a motion to hire Schmidt Engineering to complete the engineering need for the parking lot improvements / Recycling Center project. David Pope seconded the motion. Motion carried.

15) Discussion & possible action re: Town of Dodgeville Snow Plowing Policy- Vehicles in the Roadway. The Town Board discussed the drafted policy. Peter Vanderloo made a motion to approve and adopt the Town of Dodgeville Snow Plowing Policy – Vehicles in the Roadway. David Pope seconded the motion. Motion carried.

16) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Performance Evaluation) The Town Board did not go into Closed Session.

17) Reconvene into Open Session. N/A

18) Board action as a result of Closed Session. N/A

19) Adjournment. Kyle Levetzow made a motion to adjourn the meeting at 7:33 p.m. Peter Vanderloo seconded the motion. Motion carried.
