Plan Commission Meeting
Monday, November 25th, 2019
The Town of Dodgeville Plan Commission met on Monday, November 25th, 2019 at 6:00 P.M. Planning Commission Chair Larry Nelson called the Planning Commission meeting to order at 6:00 P.M.
Plan Commission Committee members in attendance were: Larry Nelson, Peter Vanderloo, Curt Peterson, Ron Robson, Mary Wilson and Darold Tresner. Absent was David Blume.
Others in attendance were: Steven Hyatt, Daniel Beckman, Sandra Beckman, Vern Halverson and Evelyn Halverson.
Planning Commission Chairman Larry Nelson verified that proper notice of the public hearing was posted on November 14th, 2019 in accordance to WI Statutes 19.84 (3) at the Town Message Boards at Pleasant Ridge Store, Mueller Implement and the Town Office. Curt Peterson made a motion to approve the public notice and agenda. Peter Vanderloo seconded the motion. Motion carried.
Ron Robson made a motion to approve the October 28th, 2019 Plan Commission meeting minutes as presented. Daryl Tresner seconded the motion. Motion carried.
The Planning Commission and Anthony Fockler discussed the rezoning application to rezone 2 acres more or less from A-1 to AR-1 to create a 7 acre more or less lot located in part of the NE ¼ of the NW ¼ of Section 29, Township 6 North, Range 4 East located at 5879 County Road YZ. Peter Vanderloo made a motion to recommend the approval of the rezoning application of Anthony Fockler to rezone 2 acres more or less from A-1 to AR-1 to create a 7 acre more or less lot located in part of the NE ¼ of the NW ¼ of Section 29, Town 6 North, Range 4 East located at 5879 County Road YZ. Ron Robson seconded the motion. Motion carried.
The Planning Commission and Daniel Beckman/Sandra Beckman discussed the conditional use application to allow up to 15 animal units on a 2 acre more or less parcel zoned AR-1 located in part of the NE ¼ of the SE ¼ of Section 23, Town 6 North, Range 3 East located at 5051 County Road YZ. The Planning Commission and applicants discussed the proposal and conditions of the conditional use permit. Ron Robson made a motion to recommend the approval of the rezoning application of R&B Beckman Enterprises LLC/Daniel & Sandra Beckman to rezone 2 acres more or less from A-1 to AR-1 located in the part of the NE ¼ of the SE ¼ of Section 23, Town 6 North, Range 3 East located at 5051 County Road YZ. Daryl Tresner seconded the motion. Motion carried. Peter Vanderloo abstained.
Ron Robson made a motion to recommend the approval of the conditional use permit to allow up to fifteen animal units or pairs (mother/baby) on 2 acres more or less zoned AR-1 located in part of the NE ¼ of the SE ¼ of Section 26, Town 6 North, Range 3 East located at 5051 County Road YZ with the following conditions:
1. Grazing Only from May thru October
2. No keeping of animals permanently on the property
3. The conditional use permit will be void if change in ownership.
Daryl Tresner seconded the motion. Motion carried.
The Planning Commission and Steven Hyatt discussed the rezoning application to rezone 10 acres more or less from A-1 Non-Conforming to AR-1 located in part of the NW ¼ of the SE ¼ of Section 36, Town 7 North, Range 2 East located at 4605 Otter Road. Clerk/Treasurer Sara Olson presented a draft copy of the ownership memorandum drafted by attorney Tim McKinley. The Planning Commission discussed the ownership memorandum and requested that this document be recorded with the Register of Deeds for documentation purposes. Mary Wilson made a motion to recommend the approval of the rezoning application of Steven & Becky Hyatt to rezone 10 acres more or less from A-1 Non-Conforming to AR-1 located in part of the NW ¼ of the SE ¼ of Section 36, Town 7 North, Range 2 East located at 4605 Otter Road with the condition the ownership memorandum is upgraded to recordable form and recorded at the Iowa County Register of Deeds. Daryl Tresner seconded the motion. Motion carried.
Planning Commission Chairman Larry Nelson shared his ideas on ways to help the Planning Commission better understand the petitioners request of a conditional use permit.
Mary Wilson made a motion to adjourn the meeting at 6:48 p.m. Daryl Tresner seconded the motion. Motion carried.
