Town Board Meeting Minutes
November 3rd, 2015
*Immediately following the Special Meeting of the Town Electors*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:30 p.m.

Town Supervisors in attendance were: David Blume, David Gollon, Peter Vanderloo and Steven Johnson. Also in attendance were Clerk/Treasurer Sara Olson, Kevin Zajicek, Charlie Rolli, Randy Beerkircher, Jeffrey Haylock, and Larry Nelson.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Steven Johnson made a motion to approve the public notice and agenda seconded by Supervisor, David Gollon. Motion carried.

3) Adoption of the 2016 Budget. David Gollon made a motion to adopt the proposed 2016 budget. David Blume seconded the motion. Motion carried.

David Blume made a motion to suspend the agenda and move to Item #7 Town Roads/Equipment Report. Steven Johnson seconded the motion. Motion carried.

4) Town Roads/Equipment Report. Town Patrolman, Charlie Rolli had indicated that he completed the work needed on Lover’s Lane, has started to get material to mix and inquired about putting snow fence up to help with drifting on Lover’s Lane. Clerk/Treasurer Sara Olson indicated that the DPF had been installed and the work completed. Charlie Rolli had informed the board of an incident that occurred to the end loader door and also indicated that he noticed that an individual installed a driveway on Leffler Road and cemented up to the Town Road. Town Supervisor, David Gollon had indicated that Town Chairman, Curt Peterson needed to contact the individual in regards to the driveway if modifications are needed.

5) Discussion & possible action re: Acceptance or Denial of the Final Bid on the 2002 Chevy. Clerk/Treasurer Sara Olson indicated that the final bid received on the 2002 Chevy truck was $16,500.00. David Gollon made a motion to accept the bid in the amount of $16,500.00. Steven Johnson seconded the motion. Motion carried.

6) Discussion & possible action re: 2016 Ford 550. Clerk/Treasurer Sara Olson indicated that we received the 2016 Ford 550 and had presented a quote for a berm chute and indicated that the patrolman found a chute in the shop that fits so no chute is necessary. Charlie Rolli had inquired about having the body up alarm disconnected, a spotlight installed identical to the one on the MACK and looking into an additional strobe light. The Town Board had requested that Clerk/Treasurer Sara Olson get prices for a strobe light, rear start/stop switch for spreader/auger and chain stops for the fold down sides. Steven Johnson made a motion to purchase a spotlight identical to the one on the MACK and to disconnect the body up alarm. Peter Vanderloo seconded the motion. Motion carried.

7) Discussion & possible action re: Evans Quarry Road Damages. Clerk/Treasurer Sara Olson indicated that she attended the insurance deposition along with Attorney, William Morgan.

8) Approval of Meeting Minutes from October 6th, 2015 and October 14th, 2015. David Gollon made a motion to approve the October 6th and October 14th meeting minutes as submitted. Steven Johnson seconded the motion. Motion carried.

9) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville October 2015 Treasurer’s Report stating the following fund balances:

General Checking $ 331,613.74
Farmer’s Savings $ 5,407.86
M&I Tax Account $ 139,168.06
Local Government Investment Pool $ 6,984.18
M&I CD’s $ 50,850.70

Township Funds: $ 534,024.54

Peter Vanderloo seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $16,969.08
Sanitary District #2 $15,449.37

Peter Vanderloo seconded the motion. Motion carried.

10) Bills to be approved. David Gollon made a motion to approve the November 3rd, 2015 vouchers in the amount of $69,083.06. David Blume seconded the motion. Motion carried.

11) Discussion & possible action re: Part-time Patrolman Positions. The Town Board and the general public that was present discussed the elimination of the full-time patrolman position effective January 1st, 2016 and the creation of additional part-time patrolman positions. Town Patrolman, Charlie Rolli asked questions in regards to the part-time patrolman position which included: the amount of hours the individual would be required to work, the days the individual would be required to work, the dispatching of the employees, designation of a lead person and call-outs. The Town Board had indicated that they would be going into Closed Session after completing the rest of the items on the agenda to discuss employment and would be setting up a meeting to work out the details of the part-time patrolman position. David Gollon had left during this discussion.

12) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented the preliminary major class comparison report that was received by the Department of Revenue. Clerk/Treasurer Sara Olson also requested to take vacation November 17th thru November 20th.

13) Discussion & possible action re: Approval of the Sales Study & Offering Letter for Blotz Bridge. Clerk/Treasurer Sara Olson presented the sales study and offering letter for the Blotz Bridge project drafted by Jewel & Associates. Steven Johnson made a motion to approve the sales study and offering letter for Blotz Bridge project. Peter Vanderloo seconded the motion. Motion carried.

14) Discussion & possible action re: Resolution 2015-290 Establishing of Town of Dodgeville Plan Commission Per Diems & Mileage Reimbursement. Town Supervisor, David Blume wasn’t present during the discussion of this agenda item. Steven Johnson made a motion to adopt Resolution 2015-290 Establishing of Town of Dodgeville Plan Commission Per Diems & Mileage Reimbursement as drafted. Peter Vanderloo seconded the motion. Motion carried.

15) Discussion & possible action re: Business Credit Card & Credit Card Policy. Clerk/Treasurer Sara Olson presented information received from Farmer’s Savings Bank in regards to a business credit card as well as a drafted credit card policy for the Town Board to review. The Town Board indicated that they would review the drafted policy and would discuss the agenda item again next month.

16) Discussion & possible action re: Iowa County Humane Society Contract. David Gollon arrived during this agenda item. Clerk/Treasurer Sara Olson presented the Town Board members with a copy of the contract received from Iowa County Humane Society. The Board discussed the contract in detail including the modifications that the Humane Society has made to the 2016 contract. The Town Board members indicated that they were very comfortable with how this year’s contract has been handled and would like next year’s contract to be handled in the same manner if possible. Town Supervisor, Peter Vanderloo indicated that he would contact the president of the Humane Society and discuss the options if any for the 2016 contract.
17) Discussion & possible adoption re: Amended Ordinance Chapter 28 to Opt-In for Category B IOHs, Category 1 Ag CMVs, or the trailering of one of either of these two types of vehicles from far to field, from field to field, or from farm to farm, to comply with the statutory axle weight limits under § 348.15(3)(b) pursuant to § 348.15(9)(f)2. Steven Johnson made a motion to adopt Amended Ordinance Chapter 28 to Opt-In for Category B IOHs, Category 1 Ag CMVs, or the trailering of one of either of these two types of vehicles from far to field, from field to field, or from farm to farm, to comply with the statutory axle weight limits under § 348.15(3)(b) pursuant to § 348.15(9)(f)2. Peter Vanderloo seconded the motion. Motion carried.

18) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Employment & Compensation). Steven Johnson made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Peter Vanderloo seconded the motion. Motion carried. Roll call; Blume, yes; Peterson, yes; Gollon, yes; and Johnson, yes. Clerk/Treasurer Sara Olson was also present.

19) Reconvene into Open Session. David Blume made a motion to reconvene into open session. Steven Johnson seconded the motion. Motion carried.

20) Board action as a Result of Closed Session. Steven Johnson made a motion to continue with the part-time patrolman position posting the position internally for two weeks and having the individual work a minimum of 24 hours per week as well as posting an additional position externally for a causal part-time employee. David Gollon seconded the motion. Motion carried. Peter Vanderloo was opposed. Steven Johnson made a motion to give the full-time patrolman a bonus in the amount of $553.84. David Gollon seconded the motion. Motion carried. The Town Board set up a special meeting to be held on November 16th at 5:00 p.m. to continue the discussion of the details of the part-time patrolman position.

21) Public Comment. None

22) Adjournment. David Blume made a motion to adjourn the meeting at 9:15 p.m. Steven Johnson seconded the motion. Motion carried.
