Town Board Meeting Minutes
November 5, 2009
*Immediately following the Special Town Meeting of the Electors of the Town of Dodgeville*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:22 P.M.

Town Supervisors in attendance were: David Thomas, Thomas Mueller and David Gollon. Charlie Price was absent. Also in attendance were Clerk Sara Olson, Bob Butler, and Les Evans.

2) Approval of Public Notice/Agenda. Supervisor, David Thomas made a motion to approve the public notice and agenda seconded by Supervisor, Thomas Mueller. Motion carried.

Curt Peterson made a motion to suspend the agenda. David Thomas seconded the motion. Motion carried.

3) Discussion & possible action re: Patrolmen Winter/Overtime Hours. The Town Board discussed different ideas of how they could better control the amount of overtime hours in the winter months due to the tight budget for 2010. The Town of Dodgeville has three patrolmen during the winter months that plow snow, one is a full-time patrolman and two are part-time patrolman. The Town Board noted that they are not trying to eliminate overtime due to they can’t control mother nature however they are just trying to control the overtime whenever possible. No action taken.

4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. Thomas Mueller made a motion to approve the Town of Dodgeville October 2009 Treasurer’s Report as submitted stating the following fund balances:

General Checking $ 5,231.15
Farmer’s Savings $ 7,472.68
M&I Tax Account $ 51,582.05
Local Government Investment Pool $ 6,925.48
M&I CD’s $100,000.00

Total Funds: $171,211.36

David Thomas seconded the motion. Motion carried.

Thomas Mueller made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:

Sanitary District #1 $14,107.76
Sanitary District #2 $ 4,352.44
Sanitary District #3 $ 188.72

David Thomas seconded the motion. Motion carried.

5) Discussion & possible action re: Waste Oil at the Recycling Center. The Town Board discussed the current process for accepting waste oil at the Recycling Center due to there were concerns in reference to the oil that the Town of Dodgeville was receiving as well as disposal of the oil. David Gollon made a motion to discontinue offering this service as of December 1st, 2009. The Town of Dodgeville will notify the residents of this change by posting information at the Recycling Center and in the 2009 winter newsletter. David Thomas seconded the motion. Motion carried. Thomas Mueller abstained.

David Thomas removed himself from the Town Board and became a member of the general public at this time.

6) Discussion and possible action re: Plan Commission Recommendations. David Gollon made a motion to approve the rezoning of 26.00 acres more or less from A-1 Ag to C-1 Conservancy being part of the SW/NW of S36-T5N-R3E which is currently owned by David Thomas. Thomas Mueller seconded the motion. Motion carried

Thomas Mueller made a motion to approve the removal of the deed restriction on the above mentioned 26.00 acres more or less with the condition that the Town Board adopts a Resolution declaring the deed restriction null and void and of no further force or effect after the zoning petition is approved by the Iowa County Board. David Gollon seconded the motion. Motion carried.

David Thomas removed himself from the general public and became a member of the Town Board after the motion was carried. Thomas Mueller also left the meeting at this time.

7) Discussion re: Farmland Preservation Update. Town Chairman, Curt Peterson updated the Town Board and the general public that was present at this meeting of the proposed revisions to Iowa County Zoning Ordinance in response to the Farmland Preservation Program (Working Land Initiative) changes. An information sheet was disbursed that was received by Clerk/Treasurer Sara Olson from the Iowa County Planning & Development Office. No action taken.

8) Approval of Meeting Minutes from October 6, 2009, October 12, 2009 and October 19, 2009. David Gollon made a motion to approve the October 6, 2009 minutes as submitted. David Thomas seconded the motion. Motion carried. David Gollon made a motion to approve the October 12, 2009 minutes as submitted. David Thomas seconded the motion. Motion carried. David Gollon made a motion to approve the October 19, 2009 minutes as submitted. David Thomas seconded the motion. Motion carried.

9) Bills to be approved. David Gollon made a motion to approve all the November Vouchers as submitted totaling $27,757.05. Curt Peterson seconded the motion. Motion carried.

10) Adopt 2009 Budget. David Gollon made a motion to adopt the 2010 Budget as Follows:

Other Tax/Special Assessments $ 13,171.50
Intergovernmental Revenues $193,695.60
Licenses and Permits $ 15,920.00
Public Charges for Services $ 15,490.00

Intergovernmental Charges $ 30,000.00

General Government $130,850.00

David Thomas seconded the motion. Motion carried.

11) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Thomas made a motion to go into closed session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility at 8:36 p.m.. David Gollon seconded the motion. Motion carried. Roll call: Peterson, yes; Gollon, yes; and Thomas, yes. Clerk/Treasurer Sara Olson was also present during closed session.

12) Reconvene into Open Session. David Gollon made a motion to reconvene into open session at 8:57 p.m. David Thomas seconded the motion. Motion carried.

13) Board Action as a Result of Closed Session. No action taken.

14) Public Comment. None

15) Adjournment. David Thomas made a motion to adjourn the meeting at 9:03 P.M. David Gollon seconded the motion. Motion carried.
