Town Board Meeting Minutes
November 9, 2010
*Immediately following the Special Town Meeting of the Electors of the Town of Dodgeville*
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:11 P.M.
Town Supervisors in attendance were: Thomas Mueller and David Gollon. Charlie Price and David Thomas were absent. Also in attendance was Clerk Sara Olson and Cheri Phillmore (Iowa County Humane Officer).
2) Approval of Public Notice/Agenda. Supervisor, Thomas Mueller made a motion to approve the public notice and agenda seconded by Supervisor, David Gollon. Motion carried.
3) Approval of Meeting Minutes from October 5, 2010 and October 14, 2010. Thomas Mueller made a motion to approve the October 5th, 2010 and October 14th, 2010 minutes as submitted. David Gollon seconded the motion. Motion carried.
4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. Thomas Mueller made a motion to approve the Town of Dodgeville October 2010 Treasurer’s Report as submitted stating the following fund balances:
General Checking $ 53,722.79
Farmer’s Savings $ 1,481.05
M&I Tax Account $ 50,004.67
Local Government Investment Pool $ 6,940.48
M&I CD’s $ 150,697.96
Total Funds: $ 262,846.95
David Gollon seconded the motion. Motion carried.
Thomas Mueller made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:
Sanitary District #1 $14,002.61
Sanitary District #2 $ 2,643.51
Sanitary District #3 $ 263.64
David Gollon seconded the motion. Motion carried.
5) Bills to be approved. David Gollon made a motion to approve all the November Vouchers as submitted totaling $21,703.30 with the exception of an attorney bill for an updated audit letter requested from Johnson Block. Clerk/Treasurer Sara Olson is to contact Johnson & Block in reference to this invoice. Thomas Mueller seconded the motion. Motion carried.
6) Adopt 2011 Budget. Thomas Mueller made a motion to eliminate the contribution of $1,000.00 to the Chamber of Commerce and to no longer pay an elected official a pier diem for attending a monthly Chamber of Commerce meeting to represent the Town. David Gollon seconded the motion. Motion carried. Curt Peterson was opposed. Thomas Mueller made a motion to eliminate the contribution of $250.00 to the Senior Citizens Center. Curt Peterson seconded the motion. Motion carried. Thomas Mueller made a motion to eliminate the contribution of $250.00 to the SUN Program through United Fund. David Gollon seconded the motion. Motion carried. Thomas Mueller made a motion to reduce the General Government category by $400.00 due to the Town of Dodgeville will no longer be paying an individual a pier diem for attending Chamber of Commerce meetings. David Gollon seconded the motion. Motion carried. Thomas Mueller made a motion to adopt the 2011 Budget as Follows:

David Gollon seconded the motion. Motion carried.
Curt Peterson made a motion to suspend the agenda and go to Item #8. David Gollon seconded the motion. Motion carried.
7) Discussion & possible action re: Variance for a building within the road setback to Evans Quarry Rd (James Giesen & Mary Klink). The Town Board reviewed the variance request submitted by James Giesen & Mary Klink. Thomas Mueller made a motion indicating the Town of Dodgeville doesn’t object to the request. David Thomas seconded the motion. Motion carried. David Thomas arrived at 6:30 prior to the motion being made.
8) Discussion & possible action re: Iowa County Humane Society Contract. Cheri Phillmore the Iowa County Humane Officer had talked to the Town Board about the Humane Society Contract for the year 2011 in the amount of $3,400.00. The Town Board had several concerns about the new contract amounts due to several municipalities aren’t contributing their fair share according to the number of animals the Humane Society receives from their municipality. Cheri had indicated that they are trying to work the municipalities in small steps to get everyone up to where they should be. The Town of Dodgeville has had 35 cats and 24 dogs turned in as strays to the Iowa County Humane Society so far this year. The Town Board had also requested that the Iowa County Humane Society provide the Town of Dodgeville with a list of addresses/roads where the animals were found before being brought to the Humane Society.
9) Town Road Report. Clerk/Treasurer Sara Olson indicated that the Town Patrolman was working on the ditching of Military Ridge Road and Leffler Road.
10) Clerk/Treasurer Report. None
11) Discussion & possible action re: Private Road Waiver (Snow Plowing). Clerk/Treasurer Sara Olson presented the Town Board with a draft of a Private Road Waiver for individuals to sign prior to the Town of Dodgeville plowing a private driveway.
David Thomas made a motion to approve the Private Road Waiver. Thomas Mueller seconded the motion. Motion carried.
12) Discussion & possible action re: Recycling Center (Sign-In Sheets). David Thomas made a motion to have all Town Residents sign-in at the Recycling Center when dropping off their garbage effective immediately. Thomas Mueller seconded the motion. Motion carried.
13) Discussion & possible action re: Town Shop Sign. The Town Board requested that Clerk/Treasurer Sara Olson contact Funk Sign Company and obtain a quote on some signs for the Town building. No action taken.
14) Discussion & possible action re: Purchasing of New Garage Door. The Town Board requested that Clerk/Treasurer Sara Olson contact three vendors and obtain quotes for 3 New Garage Doors versus 1 for the Town Shop. No action taken.
15) Discussion & possible action re: FDIC Insurance on Tax Account. Clerk/Treasurer Sara Olson informed the Town Board that as of January 1st, 2011 any amount over $650,000.00 deposited in any one bank will not be insured unless it is put into a non-interest bearing account due to new guidelines. Clerk/Treasurer Sara Olson indicated to the Town Board that the only time this will apply to the Town is during tax season.
16) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Thomas Mueller made a motion to go into closed session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility at 8:36 p.m.. David Thomas seconded the motion. Motion carried. Roll call: Peterson, yes; Gollon, yes; and Thomas, yes. Clerk/Treasurer Sara Olson was also present during closed session.
17) Reconvene into Open Session. Thomas Mueller made a motion to reconvene into open session at 7:42 p.m. David Gollon seconded the motion. Motion carried.
18) Board Action as a Result of Closed Session. No action taken.
19) Public Comment. None
20) Adjournment. Thomas Mueller made a motion to adjourn the meeting at 7:48 P.M. David Gollon seconded the motion. Motion carried.
