Special Town Board Meeting Minutes
October 17th, 2018
*6:00 p.m.*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:03 p.m.

Town Supervisors in attendance were: David Gollon and David Blume. Excused were: Kyle Levetzow and Peter Vanderloo. Also in attendance was Clerk/Treasurer Sara Olson.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, David Blume. Motion carried.

3) Approval re: Jewell & Associates Invoice (Esch Rd). David Gollon made a motion to approve the voucher for Jewell & Associates in the amount of $1,450.00. David Blume seconded the motion. Motion carried.

4) Discussion & possible action re: Driveway Variance Request (Section Line Rd). Clerk/Treasurer Sara Olson presented information that was received by Rachel & Beau Hartline in regards to the requested driveway variance specification 6-5 Section A. David Blume made a motion to grant the driveway variance as requested. David Gollon seconded the motion. Motion carried.

5) Discussion & possible action re: Conditional Use Permit to allow a nonfarm residence on a 10 acre A-1 Ag lot in the SE/NE of S2-T6N-R2E. Clerk/Treasurer Sara Olson presented the conditional use permit request from Fowler Properties IL, LLC. Planning Commission Chair Greg Jewell entered the meeting during this discussion. Planning Commission Chair Greg Jewell indicated that he was in favor of granting the conditional use permit but had concerns in regards to the item not being heard at the Planning Commission level. David Blume made a motion to recommend the approval of the conditional use permit to allow a nonfarm residence on a 10 acre A-1 Ag lot in the SE/NE of S2-T6N-R3E. David Gollon seconded the motion recognizing Greg Jewell’s concern. Motion carried.

6) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Employment & Compensation) David Blume made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Gollon seconded the motion. Motion carried. Roll call: Blume, yes; Peterson, yes; and Gollon, yes. Clerk/Treasurer Sara Olson was present during the discussion.

7) Reconvene into Open Session. David Gollon made a motion to reconvene into open session. David Blume seconded the motion. Motion carried.

8) Board action as a Result of Closed Session. David Gollon made a motion to increase the Clerk/Treasurer’s salary by 2.5% to $52,081.58 effective January 1st, 2019. David Blume seconded the motion. Motion carried. David Gollon made a motion to increase the part-time patrolman wage to $23.32 effective January 1st, 2019. David Blume seconded the motion. Motion carried. David Gollon made a motion to increase the Recycling Center Attendant wage to $13.07 effective January 1st, 2019. David Blume seconded the motion. Motion carried. David Gollon made a motion to increase the full-time patrolman wage to $24.60 effective January 1st, 2019. David Blume seconded the motion. Motion carried. David Gollon made a motion to increase the seasonal employee wage to $21.27 upon the individual obtaining a CDL driver’s license in which the Township will pay for the CDL class. David Blume seconded the motion. Motion carried.

9) Discussion & possible action re: 2019 Budget. The Town Board reviewed and continued to work on the draft of the 2019 Budget that was prepared by Clerk/Treasurer Sara Olson.

10) Discussion & possible action re: Ordinance Chapter 7 Intoxicating Liquor and Fermented Malt Beverage License Amendment. The Town Board discussed the drafted amendment and made modifications to the document. The Town Board requested that Clerk/Treasurer Sara Olson send the drafted amendment to the individuals who currently hold a liquor license to allow them to comment and indicate any concerns they have with the drafted amendment prior to approval.
11) Public Comment. None.

12) Adjournment. David Blume made a motion to adjourn the meeting at 7:14 p.m. David Gollon seconded the motion. Motion carried.
