Town Board Meeting Minutes
October 1st, 2013
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were: Steven Johnson, David Gollon, David Blume and Dorothy Gullickson. Also in attendance were Clerk/Treasurer Sara Olson, Kathryn Rickey, Tim McKinley, Dee Slaght, and Greg Jewell.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Steven Johnson. Motion carried.

Dorothy Gullickson made a motion to suspend the agenda and move to Item #8 – Blotz Bridge Project – Curve Options. Steven Johnson seconded the motion. Motion carried.

3) Discussion & possible action re: Blotz Bridge Project – Curve Options. Greg Jewell presented 5 different alternatives in regards to the Blotz Bridge Project along with a cost analysis sheet for each alternative. David Blume arrived during the discussion. Steven Johnson made a motion to recommend going with alternative #4 with applying for the TRIP-D and/or TRIP funds to help offset the cost. If the TRIP-D or TRIP funds are not granted he recommended going with alternative #2. David Blume seconded the motion. Motion carried.

4) Discussion & possible action re: Easement Clarification (4238 Military Ridge Road). Clerk/Treasurer Sara Olson presented the Town Board with a copy of the subdivision plat restrictions or covenants. Clerk/Treasurer Sara Olson indicated that the title company in which the property owners were using to close on their home wanted clarification in regards to plat restriction #1. David Blume made a motion to accept the verbiage as indicated in a draft letter to McKinley Law Office that stated the following: The Town of Dodgeville’s interpretation of the plat restriction or covenant #1 is to restrict the owner, user, possessor, licensee nor other person(s) of Lots 25, 26 and 27 from having vehicular ingress and egress off of Military Ridge Road, therefore the Town of Dodgeville doesn’t have any objections in regards to the existing easements at this time. Steven Johnson seconded the motion. Motion carried.

5) Approval or Denial of a 2013-2014 Class A Beer License for Kate’s Bait LLC – 3916 State Road 23. Clerk/Treasurer Sara Olson indicated that she received Kathryn Rickey’s education certificate and performed a background check and everything was completed. David Blume made a motion to approve the Class A Beer License for Kate’s Bait LLC located at 3916 State Road 23 with Kathryn Rickey as agent. Steven Johnson seconded the motion. Motion carried.

6) Discussion & possible action re: International Truck Repairs/Trade-In & Ford Truck. The Town Board discussed the current equipment and the purchasing of a new tandem truck in the year 2014. Steven Johnson made a motion to list the 1995 Ford on the Wisconsin Surplus website with a minimum price of $10,000.00. David Gollon seconded the motion. Motion carried. The Town Board had requested that David Gollon and Charlie Rolli work on the specs for a new tandem truck with various options. David Blume made a motion to solicit bids for a tandem truck as wells as various options once the specs are prepared. Steven Johnson seconded the motion. Motion carried.

7) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson had indicated that some gravel was needed on Wilson Road, all the salt was received for our 2013-2014 commitment, the EGR Valve was repaired on the Peterbuilt as well as some welding was completed on the side mower of the tractor. The Chevy Silverado was currently having an oil change, gas gauge meter replaced and a tire repaired that has a slow leak. Steven Johnson made a motion to approve the sandblasting and repairs needed to the 3500 Chevy Silverado. Dorothy Gullickson seconded the motion. Motion carried.

8) Discussion & possible action re: Discontinuing of Town Road. The Town Board discussed the discontinuation process in detail. David Gollon made a motion to start the process of discontinuing Klosterman and Halverson Road by contacting attorney William Morgan to draft the necessary paperwork. Steven Johnson seconded the motion. Motion carried.

9) Discussion & possible action re: Resolution 2013-282 2013 Budget Amendment. Steven Johnson made a motion to approve and adopt Resolution 2013-282 2013 Budget Amendment. David Gollon seconded the motion. Motion carried.

10) Discussion & possible action re: 2014 TRIP and/or TRIP-D Projects. The Town Board talked about two possible projects: Leffler Road and Blotz Road that could be submitted for TRIP and TRIP-D Projects. David Gollon made a motion to have Town Chairman, Curt Peterson submit application for the two projects Blotz Road and Leffler Road. Steven Johnson seconded the motion. Motion carried.

11) Discussion & possible action re: Driveway Easement on E. Anderson Road. The Town Board reviewed the drafted driveway access and maintenance agreement. David Gollon made a motion to approve and file the Access and Maintenance Agreement adding additional language in regards to school buses. David Blume seconded the motion. Motion carried.

12) Approval of Meeting Minutes from September 3rd, 2013. David Gollon made a motion to approve the minutes with a typographical error being corrected in Item #11 and an indication stating that David Blume was absent. Steven Johnson seconded the motion. Motion carried.

13) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville September 2013 Treasurer’s Report stating the following fund balances:

General Checking $ 172,801.03
Farmer’s Savings $ 5,390.95
M&I Tax Account $ 76,978.59
Local Government Investment Pool $ 6,969.85
M&I CD’s $ 50,761.61

Township Funds: $ 312,902.03

Steven Johnson seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $15,606.08
Sanitary District #2 $12,017.61

Steven Johnson seconded the motion. Motion carried.

14) Bills to be approved. David Gollon made a motion to approve the October vouchers totaling $52,333.92. Steven Johnson seconded the motion. Motion carried.

15) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson had indicated that she would be interested in attending a WMCA District 4 Training Session that was being held at the Great Dane in Madison. Steven Johnson made a motion to approve Clerk/Treasurer Sara Olson to attend the training. Dorothy Gullickson seconded the motion. Motion carried. Clerk/Treasurer Sara Olson shared information to the Town Board in regards to the changes that were put into the 2013 Wisconsin Act 20 that was recently adopted in regards to levy limits.

16) Discussion re: 2014 Budget. Clerk/Treasurer Sara Olson presented the Town Board with an updated copy of the 2014 Budget Worksheets. Town Chairman, Curt Peterson had indicated that the Town Board members should look at the proposed numbers and Clerk/Treasurer would work on getting some additional numbers that were needed for budgeting purposes. The Town Board was going to review the budget in detail and go through each item at the October 22nd Special Town Board meeting.

17) Public Comment. David Gollon left during this discussion. Town Chairman, Curt Peterson had indicated that there is a meeting scheduled to discuss the Lone Rock Bridge on State Road 130.

18) Adjournment. Steven Johnson made a motion to adjourn the meeting. David Blume seconded the motion. Motion carried.
