Town Board Meeting Minutes
October 1st, 2024
*6:00 p.m. *
1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 6:00 p.m.
Town Supervisors in attendance were David Pope, Peter Vanderloo and Pam Johnson-Loy. Absent was: Kyle Levetzow. Also in attendance were Clerk/Treasurer Sara Olson, Jenna Vondra, Chad Whitford and Kevin Zajicek.
Everyone in attendance recited the Pledge of Allegiance.
2) Approval of Public Notice/Agenda. Supervisor, David Pope made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.
3) Public Comment. None.
4) Approval of Meeting Minutes from September 3rd, 2024 and September 11th, 2024. Pam Johnson-Loy made a motion to approve the meeting minutes from September 3rd, 2024 and September 11th, 2024 as presented. David Pope seconded the motion. Motion carried.
David Pope made a motion to suspend the agenda and move to Item #11: Room Tax Update. Pam Johnson-Loy seconded the motion. Motion carried.
5) Discussion & possible action re: Room Tax Update. Clerk/Treasurer Sara Olson presented information that was received from the City of Dodgeville’s mayor Barry Hottmann in regards to how the commission would be structured and the makeup of the commission in regards to representatives. The Town Board members had requested Clerk/Treasurer Sara Olson contact Barry in regards to an even number board and if there are any non-voting members.
6) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Pope made a motion to approve the Town of Dodgeville’s September 2024 Treasurer’s Report stating the following fund balances:
General Checking $ 136,500.35
General Checking – Tax Funds $ 0.00
Farmer’s Savings $ 208,162.28
Farmer’s Savings – Tax Funds $ 0.00
Local Government Investment Pool $ 8,208.51
Farmer’s Savings Tax Account $ 0.00
Intra-Fi CD’s $ 738,599.54
Township Funds: $1,091,470.68
Tax Funds: $ 0.00
ARPA Funds: $ 129,412.84
Pam Johnson-Loy seconded the motion. Motion carried.
David Pope made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $ 14,248.71
Pam Johnson-Loy seconded the motion. Motion carried.
7) Bills to be approved. David Pope made a motion to approve the October 1st, 2024 vouchers in the amount of $28,106.73 and Sanitary District #1 vouchers in the amount of $4,061.30. Pam Johnson-Loy seconded the motion. Motion carried.
8) Town Roads/Equipment Report. Town Patrolman, Kevin Zajicek updated the Town Board in regards to the status of the mowers, needed equipment repairs on the F550 and Mack Trucks as well as the need to replace the rear tires on the Macks.
9) Clerk/Treasurer Report. Clerk/Treasurer, Sara Olson indicated that the General Election will be held on November 5th therefore the date of the November Town Board meeting will need to be modified. The Town Board scheduled the November meeting for Wednesday, November 13th immediately following the Special Town Meeting of the Electors of the Town of Dodgeville.
10) Discussion & possible action re: Planning Commission Recommendations from September 30th meeting. Clerk-Treasurer Sara Olson presented the rezoning application and maps for the application of Dean & Julie Redell and Oxnem Acres LLC to rezone 1.095 acres more or less from A-1 Ag Legal Non-Conforming & A-1 Ag to AR-1 located in the NE ¼ of the NE ¼ of Section 32, Town 6 North, Range 3 East located at 4165 County Road CH. Peter Vanderloo made a motion to recommend the approval of the rezoning application of Dean & Julie Redell and Oxnem Acres LLC to rezone 1.095 acres more or less from A-1 Ag Legal Non-Conforming & A-1 Ag to AR-1 located in the NE ¼ of the NE ¼ of Section 32, Town 6 North, Range 3 East located at 4165 County Road CH. 11) Discussion & possible action re: Settlement Agreement & Release from American Transmission Company LLC. Clerk/Treasurer Sara Olson presented the settlement agreement & release from American Transmission Company LLC. Peter Vanderloo made a motion to accept the settlement agreement & release from American Transmission Company LLC. David Pope seconded the motion. Motion carried.
12) Discussion & possible action re: Town of Dodgeville Revaluation Proposal. Clerk/Treasurer Sara Olson presented information that was received from Assessor, Barrett Brenner in regards to a revaluation proposal for the 2027 tax year as well as an agreement for the 2026 – 2028 tax years. The Town Board discussed the information and took no action.
13) Discussion & possible action re: Zoning Fee Refund Request – Dan Gollon. Clerk/Treasurer Sara Olson presented a zoning fee refund request from Dan Gollon as the individual withdrew his application prior to the Planning Commission meeting. The Town Board discussed the occurred costs to the Town of Dodgeville due to the agenda was published and posted prior to the withdrawal. Peter Vanderloo made a motion to issue a refund to Dan Gollon in the amount of $150.00. Pam Johnson-Loy seconded the motion. Motion carried.
14) Discussion & possible action re: Garbage & Recycling Services Contract – Town & Country Sanitation. No action was taken.
15) Discussion & possible action re: Engineer for Parking Lot Improvements / Recycling Center. The Town Board further discussed potential engineering firms and requested that Clerk/Treasurer Sara Olson work with Curt Peterson to obtain information in regards to bidding requirements. No action was taken.
16) Discussion & possible action re: Town of Dodgeville Snow Plowing Policy & Incident Reporting Policy. The Town Board discussed both drafted policies. Peter Vanderloo made a motion to approve and adopt the Town of Dodgeville Snow Plowing Policy. Pam Johnson-Loy seconded the motion. Motion carried. David Pope made a motion to approve and adopt the Town of Dodgeville Incident Reporting Policy. Pam Johnson-Loy seconded the motion. Motion carried.
17) Discussion & possible action re: Review of Insurance Policy (11-24 – 11-25). The Town Board reviewed the insurance policy and requested no changes at this time. No action was taken.
18) Discussion & possible action re: Setting of Budget Meetings. The Town Board set the Budget Meeting for Wednesday, October 16th @ 5:00 p.m.
19) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Compensation) David Pope made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility at 7:42 p.m. Peter Vanderloo seconded the motion. Motion carried. Roll call: Peterson, yes; Pope, yes; Johnson-Loy; yes and Vanderloo, yes. Clerk/Treasurer Sara Olson was present during Closed Session except for when discussing the Clerk/Treasurers compensation.
20) Reconvene into Open Session. Pam Johnson-Loy made a motion to reconvene into open session at 8:16 p.m. David Pope seconded the motion. Motion carried.
21) Board action as a result of Closed Session. Peter Vanderloo made a motion to increase the lead full-time patrolman wage to $32.50 per hour, the full-time patrolman wage to $31.50, the seasonal part-time patrolman wage to $27.00, the part-time patrolman wage to $29.08 and the Clerk/Treasurer Salary to $70,720.00 effective September 30th, 2024. Pam Johnson-Loy seconded the motion. Motion carried.
22) Adjournment. Peter Vanderloo made a motion to adjourn the meeting at 8:21 p.m. Pam Johnson-Loy seconded the motion. Motion carried.
