Plan Commission Meeting
Monday, October 30th, 2023
The Town of Dodgeville Plan Commission met on Monday, October 30th at 6:00 P.M. Planning Commission Chairman Krista Dolan called the Planning Commission meeting to order at 6:00 P.M.
Plan Commission Committee members in attendance were Krista Dolan, Curt Peterson, Peter Vanderloo, Tom Joestgen, Julie Dolan and Mary Wilson. Absent was: Paul Lawinger.
Others in attendance: Steven VanHooser, Brian Wolf, Holly Knapp, Bill Cerutti, Linda Cerutti, Jake Smagacz, Taylor Smagacz, Larry Nelson, Bill Menke, Randy Thompson, Bob Jones, Jody Vanderloo, Tom Slaney, Jeremy Woods, Pete Evans, Amy Gissendaner, Abby Trainer and Tanya Randall.
Planning Commission member Krista Dolan verified that proper notice of the public hearing was posted on October 16, 2023 in accordance with WI Statutes 19.84 (3) at the Town Message Boards at Pleasant Ridge Store, Mueller Implement and the Town Office. Tom Joestgen made a motion to approve the public notice and agenda. Peter Vanderloo seconded the motion. Motion carried.
Tom Joestgen made a motion to approve the May 30th, 2023 and the August 24th, 2023 meeting minutes as presented. Peter Vanderloo seconded the motion. Motion carried.
The Planning Commission discussed the conditional use application of Kay D. Randall & Sherrill B Randall Revocable Trust for the purpose of a recreational residential rental on 17.96 acres zoned A-1 Ag located in part of the NE ¼ of the NE ¼ of Section 26, Town 7 North, Range 3 East located at 5050 Dyreson Road. Clerk/Treasurer Sara Olson presented information in regards to what the definition of a recreational residential rental is under the county’s zoning ordinance. Tom Joestgen made a motion to recommend the approval of the conditional use application of Kay D. Randall & Sherrill B Randall Revocable Trust for the purpose of a recreational residential rental on 17.96 acres zoned A-1 Ag located in part of the NE ¼ of the NE ¼ of Section 26, Town 7 North, Range 3 East located at 5050 Dyreson Road with the condition that the individual comply with the State of Wisconsin licensing requirements. Peter Vanderloo seconded the motion. Motion carried.
The Planning Commission discussed the conditional use application of Vivid, Inc. and Sunshine Behavioral Health for the purpose of a behavior health residential care facility on 17.39 acres zoned B-2 located in part of the SW ¼ of the SE ¼, Section 16, Town 6 North, Range 3 East and part of the NW ¼ of the NE ¼ of Section 21, Town 6 North, Range 3 East at 3591 State Road 23. Clerk/Treasurer Sara Olson presented an e-mail that was received from Sunshine Behavioral Health indicating their plans for the existing hotel as well as a power point presentation/community introduction that was received with the application. The Planning Commission members and members of the public asked questions to the representative from Sunshine Behavioral Health (Jeremy Woods & Steven VanHooser) in regards to their plans for the premises, security, staffing, capacity, policies and procedures. Members of the public shared concerns of safety for adjoining property owners, potential staffing concerns and how they will be addressed and the potential effects on residential property values. A member of the public indicated that they are in support of the application, the services and resources. Curt Peterson made a motion to recommend the approval of the application of Vivid, Inc. and Sunshine Behavioral Health for the purpose of a behavior health residential care facility on 17.39 acres zoned B-2 located in part of the SW ¼ of the SE ¼, Section 16, Town 6 North, Range 3 East and part of the NW ¼ of the NE ¼ of Section 21, Town 6 North, Range 3 East at 3591 State Road 23 with the conditions:
1. A security fence would be placed on the north, south and back side of the property.
2. If ownership changes the conditional use permit would need to be reviewed by all committees.
3. It remains a voluntary admission facility.
4. No upward lighting
Tom Joestgen seconded the motion. Motion carried.
There were no other correspondence and other matters.
Tom Joestgen made a motion to adjourn the meeting at 7:20 p.m. Peter Vanderloo seconded the motion. Motion carried.
