Town Board Meeting Minutes
October 3rd, 2017
*6:00 p.m.*
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 p.m.
Town Supervisors in attendance were: Kyle Levetzow, David Blume and David Gollon. Excused was Peter Vanderloo. Also in attendance were Clerk/Treasurer Sara Olson, Jeffrey Haylock, Randy Beerkircher and Kevin Zajicek.
Everyone in attendance recited the Pledge of Allegiance.
2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, David Blume. Motion carried.
3) Approval of Meeting Minutes from September 5th, 2017. Kyle Levetzow made a motion to approve the meeting minutes from September 5th, 2017 as submitted. David Gollon seconded the motion. Motion carried. David Blume abstained from the motion.
4) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Kyle Levetzow made a motion to approve the Town of Dodgeville’s September 2017 Treasurer’s Report stating the following fund balances:
General Checking $ 320,948.53
Farmer’s Savings $ 5,441.59
M&I Tax Account $ 174,368.27
M&I Tax Account – Tax Funds $ 0.00
Local Government Investment Pool $ 7,049.60
M&I CD’s $ 50,895.21
Farmer’s Savings Tax Account $ 0.00
Township Funds: $ 558,703.20
Tax Funds: $ 0.00
David Gollon seconded the motion. Motion carried.
Kyle Levetzow made a motion to approve Sanitary Districts #1 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $15,099.42
David Gollon seconded the motion. Motion carried.
5) Bills to be approved. David Gollon made a motion to approve the October 3rd, 2017 vouchers in the amount of $22,994.83. David Blume seconded the motion. Motion carried.
6) Town Roads/Equipment Report. Town Chairman, Curt Peterson informed the board that he is currently in contact with Iverson Construction in regards to the seeding that took place on Survey Road. Curt Peterson also indicated that he is looking into obtaining a price for a straight plow for the grader and the moving of the plow saver switch on the 2015 MACK.
7) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented a working copy of the 2018 budget that she had prepared. Clerk/Treasurer Sara Olson updated the Town Board in regards to the amount of net new construction in 2017 as well as the allowable 2017 levy limit.
8) Approval or Denial of Operator’s License: John Scheer. David Blume made a motion to approve the issuance of a 2017-2018 operators license to John Scheer upon receiving of an education certificate or equivalent. Kyle Levetzow seconded the motion. Motion carried.
9) Discussion & possible action re: BMO Tax Account. Clerk/Treasurer Sara Olson shared information that she had received from Heartland Credit Union and informed the board other financial institutions will be sending in information as to what types of account they offered as well and would place this item on the next Town Board meeting agenda.
10) Discussion & possible action re: Town Well and Septic System. David Blume made a motion to move forward with the process to have the Town of Dodgeville hooked up to City Water/Sewer services. Kyle Levetzow seconded the motion. Motion carried.
11) Discussion & possible action re: Recycling Center Door. No action was taken. The Town Board indicated that they would revisit this item in the spring.
12) Discussion & possible action re: Log Inn, LLC (Darold Rux, Agent) Liquor License. Clerk/Treasurer Sara Olson had informed the Town Board that she hadn’t been contacted or received any information from Darold Rux in regards to the conditions that were to be met by September 29th, 2017. David Gollon made a motion to deny the issuance of the Class B “Beer & Intoxicating Liquor License to the Log Inn, LLC (Darold Rux, Agent) due to non-compliance with the conditions that were set forth based on the issuance of the license. Kyle Levetzow seconded the motion. Motion carried.
13) Discussion & possible action re: WMCA District Meeting – 11/8/2017. David Blume made a motion to allow Clerk/Treasurer Sara Olson to attend the WMCA District Meeting on November 8th, 2017 in Blanchardville. Kyle Levetzow seconded the motion. Motion carried.
14) Discussion & possible action re: Parking on Road Right-of-Way. The Town Board discussed safety concerns in regards to people parking on the road right-of-way and requested Clerk/Treasurer Sara Olson contact the Wisconsin Towns Association to see what option are available to address the situation.
15) Discussion & possible action re: Setting up of Budget Meeting. The Town Board indicated that the budget meeting would be scheduled for Monday, October 16th at 6:00 p.m.
16) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Employment) David Blume made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Kyle Levetzow seconded the motion. Motion carried. Roll call; Blume, yes; Peterson, yes; Gollon, yes and Levetzow, yes. Clerk/Treasurer Sara Olson was present during closed session.
17) Reconvene into Open Session. David Gollon made a motion to reconvene into open session. David Blume seconded the motion. Motion carried.
18) Board action as a Result of Closed Session. David Gollon made a motion to schedule interviews at 6:00 p.m. and 6:20 p.m. on Monday, October 16th, 2017. David Blume seconded the motion. Motion carried.
19) Public Comment. None
20) Adjournment. David Blume made a motion to adjourn the meeting at 7:33 p.m. Kyle Levetzow seconded the motion. Motion carried.
